Objective :
UNICEF Egypt is looking for an able and experienced consultant to technically support the Egypt Office Partnership Managers and Implementing Partners CSOs in :
- Completing all required risk assessments for national Implementing partner CSOs ;
- Validating assessment results and risk rating for all CSO Assessments including those 5 draft ones ;
- Finalising all action plans for those UNICEF Implementing Partners who were give an high risk rating in consultation with the partners and UNICEF staff ;
- Upgrading the capacity of the CSOs whose risk-assessment are deemed high to implement action items prior to June 2020 and reverse the risk rating to moderate or low;
- Capacitate the Partnership Managers and leading the development of action plans for CSO who have been rated high risk to improve assessment ratings,. The consultant will also be responsible for (5) building the capacity of UNICEF and CSO staff in conducing the assessments and developing sound action plans with partners.
Methodology :
- An inception report briefing the process action plan with clear timeline and milestones during the consultancy period and process will be provided by the consultant in the inception phase post a desk review ;
- The consults will lead through close consultation with the UNICEF PSEA team ;
- The Consultant will ensure that respective Partnership managers capacity is upgraded through on the job coaching and shadowing individually and through respective group orientation in office and in the field where the CSO is operating.
ACTIVITIES, DELIVERABLES AND TIMELINES, PLUS BUDGET PER DELIVERABLE :
1) Support UNICEF Egypt Partnership Managers and Partner National CSOs to Complete all required risk assessments for national Implementing partner CSOs; including those without prior self-assessments :
- For the CSOs without previous PSEA self-assessments, the consultant will support the UNIECEF Egypt Partnership manager and guide the CSO to conduct the PSEA assessments using the PSEA toolkits and relevant guidance and in consultation with the UNICEF Partnership Managers who are managing the CSOs as well as the PSEA focal points. There are currently 6 CSOs without self-assessment, however the number may change by the time of the consultancies. The consultant should conduct the PSEA assessment on-site (at the CSO office) with the CSO partner, unless travel is restricted (by the government or by UNICEF Egypt) due to the pandemic. UNICEF Egypt will cover the cost of the travel ;
- The PSEA toolkit will be the primary reference for this task. Using the standard UNICEF PSEA Assessment questionnaire and the related instructions for completing the questionnaire, and the PSEA Assessment is documented in the provided template, and supporting evidence is collected and filed against each Core Standard. To build the capacity of the CSO in this process, the Consultant will provide mentoring and coaching to both the UNICEF staff member Partnership Managers and the CSO focal point ;
- This component should not take more than 30 working days – with approx. 2.5 working days per CSOs including any correspondence or site visits with the CSOs in collaboration with the UNICEF Partnership Managers and reviewing all Means of verification.
(2) Validating assessment results and risk rating for all required CSO Assessments including those 5 draft ones ;
- In close mentorship of the UNICEF Egypt UNICEF Egypt Partnership Mangers, the consultant will ensure the validation of all risk ratings of all required PSEA assessments including the five that have been in draft. Regarding the 5 national CSOs who have a draft self-assessment, the consultant will verify the draft PSEA self-assessments in consultation with the CSO, UNICEF partnership Managers, UNICEF Egypt PSEA focal points, and with the UNICEF Regional Office PSEA focal points ;
- Where the self-assessment is deemed unreliable, the consultant will work with the CSO partner on-site (in the CSO partners’ office) or virtually to assist in the re-conducting the self-assessment. The completed assessments should be verified according to the toolkit’s methodology and quality assurance, including with all Means of Verifications (MOVs) in place ;
- Verification is expected to take 6 workings day overall combined with the deliverable 1.
Steps for Review and Verification of Partner PSEA Self-Assessment :
- Review documentation: Consultant verifies that the supporting documentation provided by the partner adequately justifies the self-assessment rating of the partner. This is done following the guidance in the Methodology for Review of Assessments. The consultant documents findings of the review, clearly indicating questions and missing documentation for partner in the Template for Feedback to Partner. The consultant will undertake quality assurance to ensure that the MOVs and all documentation are sufficient, in close consultation with both the Partnership Manager, the CSO and the UNICEF staff Partnership Manager ;
- Follow up with partner: Consultant shares the Feedback with partner and asks for further clarification and documentation for finalizing the assessment as needed. The partner is given a reasonable period of time to gather or develop the additional policy, procedure or system, and is guided to the PSEA Toolkit for resources to help with this ;
- Update review: Consultant adds additional information received from partner to updated Template for Feedback to Partner ;
- Provide final feedback to partner: Consultant informs the partner of the outcome of the verification process, using the final section of the Template for Feedback to Partner
- Record review outcomes: on conclusion of the process the consultant will support the UNICEF Egypt Partnership Managers to records the PSEA assessment in e-Tools against the partner record and ensure it is completed.
(3) Finalizing all action plans for those UNICEF Implementing Partners who were give an high risk rating in consultation with the partners and UNICEF staff;
- In order to strengthen prevention, reporting, referral and investigation capacities of national CSO implementing partners that are deemed high risk, using the PSEA Toolkit as a primary reference, the consultant will collaboratively work with the UNICEF Egypt Partnership Managers and national CSO implementing partners to develop an Action Plan to address gaps in organisational PSEA capacity, as highlighted through the PSEA Assessment ;
- Thereafter, provide support to the national CSO to develop and implement policies, procedures, and systems to improve PSEA organisation capacity of the CSO ;
- To support partners’ efforts in addressing identified capacity gaps, the PSEA Toolkit provides practical guidance on PSEA as well as an extensive list of additional resources in each section ;
- The Action Plan should include the identification of any possible capacity building or resources that the partner may need to carry out the Action Plan and the Action Plan should refer to any cost and timeframe. All plans should not exceed 5 months- should aim for beginning of June 2021 ;
- Implementing the action plan activities is expected to change the rating of the CSO partners from high to medium or low before the 1st of July 2021. While unable to be precise, we may expect that around 50% of the 11 CSO partner PSEA assessments may need require the development of Action Plans ;
- The development of the Action Plan is expected to take one day per CSO in consultation of the Partnership Managers and CSO.
The assignment should not take more than 6 workings days as a whole.
4) Upgrading the capacity of the CSOs whose risk-assessment are deemed high to implement action items prior to June 2020 and reverse the risk rating to moderate or low;
1. the consultant is expected to support CSOs Implementing the action plan activities to change the rating of the CSO partners from high to medium or low before the 1st of July 2021.
The consultant is to conduct at least 6 orientation sessions in the presence of the Partnership Manager for those CSO and work on ensuring actions in the workplans are implemented and work with them to have a resource plan should they need any additional support to reverse the risk rating of high to moderate or low. This should take place as early as possible in the year as the deadline for reversing the risk rating and completing the action plan actions is July 1st, 2021. The consultant in the inception phase will provide a timeline and a plan for this consultancy and ensure this is reflected.
The assignment should not take more than 6 workings days (not including time spent on shadowing while implementing above task 1- 4) (5) Egypt Country Office capacity building.
In order to build the capacity of the Egypt Country Office staff to effectively support the PSEA self-assessment of the implementing partners, the consultant will support the capacity building of 15 staff from UNICEF Egypt Office through the shadowing of the each of the component of the work done by the consultant, namely (1) PSEA self-assessment verification exercise; (2) supporting CSOs to re-conduct PSEA self-assessment, as well as (3) supporting the CSOs in developing action plans to improve the PSEA ratings.
During the shadowing sessions, consultant is expected to brief the UNICEF staff through any thought process of the work as well as any specific points of considerations throughout the shadowing session. The consultant is also expected to support and attend the debriefing session to be conducted by the shadowing staff to other staff in the office (three debriefing sessions planned on each of the exercise).
The consultant is expected to hold total of 30 shadowing session with 15 staff (total of two sessions per staff, with one from either of the first two exercise and another on last exercise) The Egypt Country Office PSEA focal points will be responsible for coordinating and arranging the staff who will be participating in the shadowing of the sessions.
The assignment should not take more than 2 workings days.

To qualify as an advocate for every child you will have…
- An advanced university degree (Masters and above) in one of the following areas is required: international development, human rights, psychology, sociology, gender, international law, or another relevant social science field ;
- A minimum of 10 years of relevant professional work experience in child protection, or prevention or protection against sexual exploitation and abuse, or gender-based violence is required, including very good knowledge of the technical area ;
- 3-5 years’ experience in capacity building and systems strengthening in PSEA to CSOs is an asset ;
- 3-5 years’ experience in assessing PSEA capacities in MENA ;
- Proficiency in English and Arabic (Egyptian Colloquial) is a must ;
- Experience in working with UNICEF or UN agencies in PSEA assessments is an asset.The required skills and experience for the consultant is as follows :
General conditions : procedures and logistics :
- The national/International consultant will have a desk made available in the UNICEF office, and the consultant will need to report to the office unless previously agreed with the supervisor ;
- UNICEF Egypt will provide office space and access to internet and printers ;
- UNICEF Egypt will provide a local mobile telephone for official calls ;
- The consultant will provide his/her own computers/laptops ;
- The consultant has access to UNICEF transportation for any official movement authorized by the direct supervisor ;
- Under the consultancy agreements, a week is defined as 5 working days, and fees are prorated accordingly. Consultants are not paid for weekends or public holidays ;
- UNICEF is not responsible for any cost associated with commuting to the office during work days ;
- Consultants are not entitled to payment of overtime. All remuneration must be within the contract agreement ;
- No contract may commence unless the contract is signed by both UNICEF and the consultant ;
- The national/International consultant will be asked to abide by any office safety and hygiene rules and regulations put in place in the office or while traveling for UNICEF in light of the COVID-19 ;
- Notes: Consultants will not have supervisory responsibilities or authority on UNICEF budget.
