Objective :

FGM annual targets achieved by the end of 2021 as per results framework and 2021 AWPs. All national and international partners are supported to mainstream FGM abandonment and Child Marriage. That includes implementation of the plan of action in line ministries and national specialized councils.

 

Methodology :

The assignment will adopt a participatory approach in implementation to support GoE and UNICEF workplans with respect to FGM abandonment.  The consultant will be based in Cairo, with frequent missions to the field. The consultant’s work will be guided by ongoing harmful practices programmes and will be working under the direct supervision of Child Protection Officer and Child Protection Specialist and the overall Guidance of Chief of Child Protection Section in UNICEF Egypt.

The consultant will work in close coordination with UNICEF MENARO and HQ Harmful Practices Team and UNICEF Egypt relevant sections. The consultant will also work in close coordination with government and non-governmental stakeholders and with sister UN agencies like UNFPA.

Tasks :

  • Support regional/international FGM and harmful practices technical consultation meetings as per guidance of UNICEF CP team ;
  • Support the national FGM Committee in its efforts for the eradication of FGM, including the implementation of FGM NAP and the FGM evidence generation ;
  • Act as a resource person during FGM and harmful practices workshops. Coordinate FGM medicalization related interventions at the governorate/district level, provide reports on progress and ensure technical inputs are well reflected. Supervise and support protection and care services related interventions ;
  • Work with the national partners and local NGOs on monitoring the implementation of FGM abandonment activities in the field, in cooperation with UNICEF Child Protection Officer and EVAC Specialist. Ensure implementation is according to the signed work plan and following the agreed-on indicators and targets ;
  • Maintain liaison with partners at the governorate and/or district level, communicate opportunities and challenges to UNICEF team for potential linkages to child protection systems’ strengthening and gender-based violence programmes ;
  • Monitor progress, and support identification of opportunities and bottlenecks ;
  • Draft internal reports in relation to the harmful practices programme including documentation of the on the ground interventions and preparing presentations ;
  • Support the update/production/ dissemination of harmful practices (FGM-Child Marriage) knowledge products ;
  • Supervise and support community, adolescent, girls and community initiatives related to harmful practices trainings in the field (Ahl El Hetta Docudrama Clubs, Meshwary, Dawwiee, Y-PEER, generation dialogue,  etc..). Quality reporting/ review to be provided ;
  • Work with UNICEF Child Protection in the realization of the agreed outputs and indicators for 2021 ;
  • Support the development of concept notes, proposals and the resource mobilization efforts.

Participation in FGM medicalization field interventions ensured; including submitting agenda, concept note and reports on FGM medicalization related interventions progress.

Regular follow-up with national partners conducted and monthly reports on progress of implementation as per the signed agreements and AWP provided.

1.5 month

Feedback and review of FGM Campaigns provided and report on the development and dissemination of awareness materials and FGM Campaigns submitted.

2 weeks

Training plan and reports on

adolescent and girls’ initiatives related to harmful practices submitted. (Egypt Youth Initiative, Dawwiee, Meshwary, Y-PEER, etc..).

1 month

Participation in harmful practices care services interventions is ensured, including the design of the training plan and submission of a report on care services initiatives.

 

1 month

Development and review of material for community outreach and service providers completed. And a report on the harmful practices’ material submitted.

2 weeks

  1. Planning and Project Design

A plan for mainstreaming FGM and Child Marriage into the ongoing programme on child protection system drafted, implemented and regularly updated.

A plan for mainstreaming FGM and Child Marriage into the national GBV programmes drafted, advocated, and implemented.

1 month

Planning of activities for programmatic scale-up, donor coordination and drafting new proposals.

1 month

  1. Documentation of the harmful practices’ interventions

 

Compiled input for USAID’s and FGM JP Programmes on periodic basis drafted.

2 weeks

Timely and appropriate documentation of inputs on harmful practices by the section and other UNICEF sections maintained. Monthly One pager brief is submitted.

2 weeks

  1. Support to Evidence Generation

Feedback on FGM studies provided and a report on FGM Evidence Generation including dissemination plan submitted.

2 weeks

Support to initiate Child Marriage Evidence Generation products provided and a report on the outcomes submitted.

2 weeks

 

To qualify as an advocate for every child you will have…

  • An advanced university degree in social sciences, arts or any related field ;
  • Minimum of Five-year professional work experience in project management, including programme monitoring and reporting preferably in child protection, adolescence programming and gender mainstreaming ;
  • Previous experience on working on adolescence development related issues, FGM abandonment, child marriage, gender-based violence and child rights ;
  • Well acquainted and experience with the Egyptian national system, child protection and adolescence programming ;
  • Previous experience in working with developmental international organization ;
  • Previous experience in working with NCW, NCCM, MOHP is a plus ;
  • Previous experience in resource mobilization is a plus.

 

Conditions of Travel :

  • The consultant will be office-based ;
  • The consultant is expected to travel to governorates to support the monitoring and of harmful practices interventions.
