Since 2011, UNICEF worked closely with the partners to support basic service provision; to build a protective environment for children; and to contribute to evidence generation and evidence-based policy dialogue. Gender, youth, and children on the move were critical cross-cutting priorities throughout the year. UNICEF’s nine Annual Work Plans, signed with relevant line ministries for 2019-20, were revised to incorporate COVID-19 prevention, mitigation and response. Where basic services were not available for the most vulnerable, UNICEF provided humanitarian assistance in line with the Humanitarian Response Plan 2020 with international and national NGO.
Access to and quality of healthcare significantly deteriorated in 2020, with a grave risk of increased communicable and non-communicable disease. An estimated 1.2 million people are in need of primary and secondary health services, including 425,705 children. More than half of the health care facilities functioning in 2019 have closed due to security issues and funding deficits. Those that remain open are constrained by significant shortages of staff, medicines and supplies; notably, an estimated 70 percent of primary health care facilities do not have the 20 most essential medications. During two months in 2020, there was a stockout of essential vaccines, including those that prevent childhood diseases such as measles and polio. By the end of the year, there were indications that another vaccine stock-out was imminent.
The COVID-19 morbidity and mortality rate have steadily increased in 2021. The deterioration in the healthcare system has hampered efforts to control COVID-19. Existing treatment and testing facilities are predominately located in Tripoli and Benghazi; large areas of Libya are without access to services. Significant gaps in the availability of Personal Protective Equipment as well as inadequate measures to prevent and control transmission have resulted high healthcare worker transmission rates. Risk Communication and Community Engagement are vital to stopping further transmission, but local capacity is limited.
UNICEF programmes are generously funded by a multiple donor include the EU and BMZ. In order to ensure timely and quality reporting to the donors and other stakeholders, UNICEF will strengthen its internal CSD capacity of reporting by hiring a national reports officer at NOA level.
How can you make a difference?
Summary of key functions/accountabilities :
- Support the CSD Pogramme section in updating and maintaining all information on donor and programme reporting requirements. Assist in ensuring that Programme section are updated on these requirements and follow up as required. Timely and accurate reporting and monitoring of donor interests and information needs. This includes gathering of information, consolidation, editing and production of interim and final reports ;
- Support the Deputy Representative, Communications officer, CSD Program and Partnership Consultant in the dissemination of UNICEF reports, including the annual humanitarian report, situation reports, and external reports as requested by UNICEF, WHO and the United Nations Special Mission in Libya ;
- Support the Programme sections in the compilation, editing and dissemination of UNICEF donor reports. Ensure quality assurance and adherence to criteria set out in Executive Directives/Guidelines, UN/UNICEF policy papers, Libya Country Office (LCO) Country Programme plans, donor contract stipulations etc. ;
- Manage CSD reports, office information and institutional memory vis-a -vis donor reports and contribute to the proposals. Ensure that information on all the donor and programme reporting and proposal requirements are shared and updated. Maintain a coherent and central system for filing reports and proposal submissions. Manage the system for tracking reports and proposals due ;
- Maintains essential contacts with programme sections at UNICEF country office to facilitate timely and accurate information flow ;
- Provide support to improve information and knowledge management team by ensuring adequate frequency updates, access and standardization of information and situation analysis of women and children in Libya ;
- In coordination with Deputy Representative, CSD chief and Communication specialist, support the development of commonly agreed sets of fact sheets, success stories, donor briefs FAQs for the purpose of external communications. Create templates for external documents ;
- Copy, edit, revise, and present internal and external programme, reporting, partnerships, donor and communications documents as required.
To qualify as an advocate for every child you will have…
Education : University degree in Social Sciences; Development, Planning, Communication, or related technical field.
Work Experience : Two years of progressively responsible professional work experience at the international levels or with the international organizations, agencies or NGOs in the area of reporting and communication
Language Proficiency : Fluency in English and Arabic is required.
