Sudan, surrounded by the Central African Republic, Chad, Egypt, Ethiopia, Eritrea, Libya and South Sudan, positioned next to East, West, South and North Africa, is surrounded by complex conflicts in an unpredictable, volatile and rapidly evolving region. Sudan is by size the third biggest country in Africa, with a diverse population of around 42 million people. Sudan’s children make up half of the total population, and the past two decades have seen their lives significantly improve: fewer girls and boys are dying before their fifth birthday, primary school attendance is increasing, immunization coverage is high and the country remains polio free. Still, millions of children continue to suffer from protracted conflict in Darfur, the Kordofans, and Blue Nile, from seasonal natural disasters, malnutrition and disease outbreaks, and from under-investment in basic social services. More than three million of Sudan’s school aged children are not in the classroom. How can you make a difference?
Under the guidance and general supervision of the Chief of Field Office NO4 and technical guidance of the Chief of Education Section P5, and Chief of Child Protection Section P5 , the Education and Child Protection Programme Specialist is responsible for the planning, implementation, monitoring and evaluation of the education and Child Protection programme/project(s) in Kassala, Gadaref and Red Sea state.
Summary of key functions :
- Support to programs/projects development and planning ;
- Program management, monitoring and delivery of results ;
- Technical and operational support to program implementation ;

- Innovation, knowledge management and capacity building.
Key functions/accountabilities :
- Contributes towards the preparation of education and child protection situation analysis by compiling précises data, analyzing and evaluating information, and writing chapters of the Analysis ;
- Designs, prepares, implements, monitors and evaluates assigned programmes or specific project(s). Analyzes and evaluates data to ensure achievement of objectives and/or takes corrective action when necessary to meet programme/project objectives. Contributes to the development and/or introduction of new approaches, methods and practices in project management and evaluation ;
- Participates in inter-sectoral collaboration with other programme colleagues. Assists in development of appropriate communication and information strategy to support and/or advocate programme development ;
- Coordinates and meets with national and international agencies covering the management of programmes/projects. Participates in meetings with ministries responsible for programme/project review, and follows up on implementation of recommendations and agreements ;
- Assists government authorities in planning and organizing training programmes. Identifies training needs and objectives for capacity building, programme sustainability, as well as promotion and advocacy ;
- Undertakes field visits to monitor programmes, as well as conducts periodic programme reviews with government counterparts and other partners. Proposes and/or undertakes action on operational procedures affecting project management and implementation ;
- Provides technical advice and assistance to government officials and other partners in the planning, implementation, monitoring and evaluation of programme/project(s) ;
- Ensures the accurate and timely input of programme information in computerized programme system and the issuance of status reports for monitoring and evaluation purposes ;
- Coordinates with the Operations/Supply staff on supply and non-supply assistance activities ensuring proper and timely UNICEF and government accountability. Certifies disbursements of funds, monitors and submits financial status reports to the Sr. Programme Officer or Representative, as required
To qualify as an advocate for every child you will have…
- An advanced university degree (Master’s or higher) in any of the following : Social Sciences, statistics, Education planning, Education economics, or other fields related to the work of UNICEF ;
- A minimum of Five years of progressively responsible professional work experience in social development, education, monitoring and evaluation, some at the international level ;
- Developing country work experience and/or familiarity with emergency is considered an asset.
- Fluency in English and Arabic is essential.
