The position is within the Donor Relations Unit, headed by a P4 Partnerships and Resource Mobilization Manager which is responsible for Fundraising, Donor Relations and Donor reporting. The DRC Country Programme is large and has a 5-year budget (ORR+RR) of US$ 1,094,560 million with an additional US$92 million in ORE planned on an annual basis. In addition, the donor reporting requirements both formal and informal on a yearly basis is in the range of 90 – 110 reports.
The Donor Relations Unit works closely with the Deputy Representative and supports fundraising efforts and donor relations aspects for the country programme, maintains and strengthens strong partnerships with Government donors and provide guidance with a view to meet donor requirements and expectations. The RM Unit ensures that UNICEF’s country programme of cooperation in the Democratic Republic of the Congo is adequately resourced; the resources are used for the intended purposes; and stakeholders receive timely quality reports.
How can you make a difference?
Under the general guidance of the Resource Mobilization and Partnerships Manager, The Programme Specialist/ Partnerships will be responsible for supporting the fundraising efforts of the office through support to donor profiling and elaboration of key products such as proposals and briefing notes.
The incumbent will be also responsible for all aspects of contribution management to coordinate programming allocation and monitoring of all UNICEF DRC grants and advise the supervisor on how to strengthen synergies across grants.
As a Programme Specialist Champion, you will ensure the following :
Fundraising and Resources Mobilization :
- Assist in the implementation of the DRC Country Office Resource Mobilization strategy by participating in the preparation of funding proposals, concept notes, briefing notes and relevant material, including consolidation of inputs from relevant sections, editing and layout ;
- Support fundraising and other missions through the conceptualization, compilation and preparation of briefing and other programme documents for advocacy and information sharing purposes ;
- In collaboration with WCARO Regional Office Partnerships focal points and Public Partnership Division (PPD), provide oversight, technical support and guidance to the country office regarding proposal development issues ;
- In collaboration with the Communications Section support the implementation of the DRC Country Office Visibility/Recognition plan and related work plan to support the visibility of UNICEF’s role in DRC and to ensure donor visibility/communication materials’ requirements are met.
Strengthen partnerships and Contribution management :
- Assist in the preparations of donor proposals, timely donor reports and periodic updates for meetings with donors ;
- Ensure that the Country Office has an effective system in place for tracking the receipt, allocation and use of funds as per Donor conditionalities. This will also include accurate reporting of funding requirements, receipts and gaps that are verifiable across financial and reporting systems ;
- Develop and maintain systems to strengthen institutional memory related to partnerships and ensure timely follow-up to donor interactions ;
- Advise the Deputy Representative on systems for monitoring sensitive grants ;
- Contribute to efforts to analyze and communicate to donors the cost of doing business, and to strengthen grant management practices to ensure implementation fully complies with the donor agreement ;
- Liaise with the Regional Office, Headquarters and financial and non-financial partners on partnerships-related issues ;
- Ensure that the communications section and programme section are fully aware of donor recognition requirements, facilitate the production of quality donor recognition products as needed, and ensure that these products are regularly shared with donors.
Programme Coordination :
- In close coordination with the Deputy Representative, ensure effective collaboration among sections and field offices to build consensus on fundraising and donor reporting strategies, approaches and planning including the development of dashboards, performance reporting and performance management on donor funds entrusted with various sections and field offices and bring to the attention of senior management and CMT issues of critical nature requiring collective actions and decisions ;
- In close coordination with the Deputy Representative, ensures that country programme management is fully supported by effective resource mobilization, forecasting and reporting mechanisms ;
- In close coordination with the Deputy Representative, support preparation of programme work plans and strategies as required. Responsible for preparation of program recommendations for inclusion in formal programme documentation, and new approaches, methods and practices.
Capacity building :
- Identify capacity strengthening needs in the CO for capacity building on fundraising and resource mobilization; accordingly, design, prepare and implement various trainings or on-site support to CO as deemed appropriate to ensure that the relevant staff have the most up-to-date information on fundraising guidelines and requirements ;
- Propose and/or undertake action on operational procedures to ensure there are effective work processes on proposal development submission in the CO as well as proper and efficient system of managing the records of CO donor proposals ;
- Other assigned duties and responsibilities are effectively performed and fulfilled, within the remits of this function in coordination with the Supervisor.
To qualify as a champion for every child you will have :
- An advanced university degree in international development, public affairs, international relations, political science or other related field or undergraduate degree with relevant work experience ;
- A minimum of five (5) years of progressively responsible professional experience in external relations, liaison and/or any resource-mobilization / contribution management related activities, preferably in an international organization is required ;
- Experience in Africa a plus ;
- Developing country work experience and/or familiarity with emergency is considered an asset ;
- Fluency in English and French is required ;
- Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
