Goal and objective : Under the general guidance and supervision of the Chief of the Social Policy section and in close coordination with the other members of the Social Policy (SP) team, in particular the Social Policy Specialist (Public Finance/Cash Transfer), the Social Policy Officer (Public Finance) will support the SP section in the implementation of the ILO and UNICEF Joint-Project, Improving Synergies between Social Protection and Public Finance Management as well as contribute to the PF4C portfolio.
The Social Policy Officer will support the engagement and coordination between ILO and UNICEF and the monitoring of the Joint-Project activities thereby contributing to the projects effective and timely delivery, in alignment with UNICEF rules and regulations.
The Social Policy Officer will provide regular feedback on the status of the project, will perform the key functions attributed to him/her of the phases of the Joint-Project as well as follow up and find solutions for issues related to the implementation of the project.
The Social Policy Officer will also assist in the drafting documents, minutes of meetings and will support the reporting and monitoring requirements of the Joint-Project and will perform other related assigned tasks.
Summary of key functions/accountabilities :
Programmatic :
- Supporting the partnership between ILO and UNICEF and the implementation of the Joint-Project on Improving Synergies between PFM and Social Protection ;
- Supports the implementation of the activities of the Joint-Project and supports the planning, monitoring and reporting of activities within the scope of the project ;
- The Social Policy Officer participates in meetings between ILO and UNICEF and in the meetings with the government and stakeholders and supports the preparation of activities such as training and capacity building workshops as per the project’s workplan ;
- The Social Policy Officer supports the experts and consultants in the delivery of the outputs of the project, through sharing of information and ensuring the workplan is implemented ;
- The Social Policy Officer supports the preparation for and the implementation of the Steering Committee meetings and monitoring and reporting requirements of the project ;
- Supporting data and evidence generation to advocate for greater and better public investments in children ;
- Supports the data and evidence collection for the budget briefs and economic analysis undertaken by the Social Policy Section in the PF4C portfolio ;
- The Social Policy Officer undertakes research, provides information sources and revises documents relevant to the budget briefs and economic analysis undertaken by the Social Policy Section as well as interacts with stakeholders as needed in the provision of data and evidence ;
- The Social Policy Officer provides inputs to the documents produced by the Social Policy and develops analyses as needed and required ;
- Support actions to strengthen existing and new partnerships and advocacy for public finance for children ;
- Supports the regular contacts with key stakeholders and partners and updating of the database of partnerships for advocacy for public finance for children ;
- The Social Policy Officer supports the existing partnerships and supports the forging of new partnerships as well as updating of the database of national and international partners for PF4C ;
- Contribute to the effective management of UNICEF’s public finance for children portfolio ;
- Contributes to the Social Policy Section’s Annual Work plan with regards to PF4C outputs and contributes to the growth of the portfolio ;
- The Social Policy Officer provides inputs and support to the Social Policy Section as required for the implementation of Annual Workplan outputs.

Desired competencies, technical background and experience :
- A University Degree in Economics, Business Management, Public Finance, or Public Policy or related fields. ;
- At least 1 years of relevant professional work experience with public finance or development policy/projects ;
- Experience in economic/budget analysis/ policy analysis is relevant ;
- Proven analytical and numeracy skills are highly relevant ;
- Good Oral and written skills and reporting and computer literacy are required.
- Self-motivation and ability to work with tight deadlines and challenging environment is relevant.
- Fluency in Written and spoken Portuguese is required.
- Knowledge of English is relevant.
