Strategic office context :
Under the general supervision of Deputy Representative, manage overall coordination/supervision of the total programme commitment in Gender and Development programmes, including programme/project formulation, design, data analysis, progress monitoring and reporting, planning and management with strategic focus on achievement of UNICEF’s.
Context and Purpose for the job :
The Gender and Development Officer will be part of the team in the Programme Section at UNICEF CO. Reporting to the Deputy Representative, the incumbent will support programme to deliver on the technical excellence and quality of programmatic work on gender equality as well as the strengthening of institutional capacity and system, as outlined in the Gender Action Plan (GAP). S/he will primarily focus on the Targeted and Mainstreamed Gender Priorities, and especially the linkage with gender responsive adolescence programming, including in child protection, health/HIV, education and social protection and poverty reduction.
Summary of key functions, accountabilities and related duties/tasks :
Undertake, review and compile research and data analysis to support quality programming and monitoring on the targeted gender priorities. The Gender and Development Officer will provide research support for evidence generation on gender-responsive adolescence programming, both targeted and meanstreamed priorities such as adolescent girls education and life skills development, empowerment of adolescent girls, civic engagement of adolescent girls and boys, self and community protection of adolescent girls etc…S/he will undertake literature reviews, mapping of data and information, along with qualitative and quantitative data analysis as required. S/he will also research and consolidate existing information on programming initiatives that connect these priorities together and support assessments of their theories of change and results frameworks. S/he will review and consolidate data on existing indicators that are used by various programmes to interconnect the four targeted priorities of the GAP and support the development of additional measurement options.
End Result(s): Higher quality Indicators and data for measuring progress on targeted or mainstreamed gender-responsive adolescence related priorities and documenting their Interconnect/on.
Support programmatic planning, implementation and monitoring processes to advance cross sectoral coordination and results. The Gender and Development Officer will provide support on the development, review, assessment, and refinement of project plans, proposals, and reports so as to ensure effective gender integration and maximization of synergies across targeted and mainstreamed priorities. S/he will contribute to the development of programmatic and monitoring guidance and tools, training materials and activities. S/he will also facilitate cross-sectoral convenings and meetings, including the development of workshop agendas and materials.
End Result(s): Increased cross sectoral coordination and synergies on the planning, Implementation, and monitoring of targeted or mainstreamed gender-responsive adolescence priorities.
Collate and package research and programming content to support knowledge sharing across relevant UNICEF staff and networks focusing on gender-responsive adolescence related results. The Gender and Development Officer will organize and develop consolidated materials on the targeted and mainstreamed priorities for sharing with internal stakeholders across sectors and across CO and the field on a regular basis. S/he will support the development of evidence-based documents, briefs, presentations, and web-based delivery options for more effective knowledge sharing on priorities. S/he will ensure that such materials are available in succinct, clear and accessible formats for internal networks and field staff as well as for the relevant donors and partners on the intranet, internet, team sites, and at meetings and events.
End Result(s): Effective knowledge sharing on gender responsive adolescence programming and results.
Support communications and advocacy efforts, including major events related to the GAP areas of focus. The Gender and Development Officer will serve as a team member and cross-sectoral focal point for synthesizing, consolidating, and prioritizing communications materials and opportunities for disseminating information on progress and achievements around the GAP, and for advocating on the gender priorities. 5/he will develop and compile materials for dissemination to external audiences both in print and web formats. S/he will develop concept notes, plans, and provide coordination, logistical and communications support on major events around the GAP agenda such as global monitoring meetings, the International Day of the Girl Child, and the Commission on the Status of Women.
End Result(s): Effective communication, dissemination and advocacy on GAP priorities
Contribute to the implementation of the Country Office Action Plan for the Prevention of Sexual Exploitation and Abuse (PSEA). The Gender and Development Officer will support the PSEA focal points of the Country Office in the development and implementation of a Training Plan, for the training on PSEA of UNICEF implementing partners that require such support. S/he will support the coordination of consultations with staff and community members to identify root causes of SEA and barriers to reporting SEA. S/he will participate actively in the interagency PSEA Task Force/Network in-country, contributing to the implementation of the PSEA Network’s work plan
End Result(s): Specific accountabilities within the CO PSEA Action Plan fullfiled
Recruitment Qualifications :
Education : University degree in social sciences (i.e. sociology, demography, psychology, political science and economics), public health, public policy or international development or other relevant disciplines or other relevant disciplines, with specialized training in conflict resolution.
Experience : Two years of relevant professional work experience. Substantive, technical, programmatic and research skills in gender-responsive adolescence programming along with sectoral expertise in at least one of UNICEF’s key sectoral areas including health, education, protection, HIV/AIDS, social policy.
Language : Fluency in French and working knowledge of English required. Knowledge of local working language is an asset.
