Sudan, surrounded by the Central African Republic, Chad, Egypt, Ethiopia, Eritrea, Libya and South Sudan, positioned next to East, West, South and North Africa, is surrounded by complex conflicts in an unpredictable, volatile and rapidly evolving region. Sudan is by size the third biggest country in Africa, with a diverse population of around 42 million people. Sudan’s children make up half of the total population, and the past two decades have seen their lives significantly improve: fewer girls and boys are dying before their fifth birthday, primary school attendance is increasing, immunization coverage is high and the country remains polio free. Still, millions of children continue to suffer from protracted conflict in Darfur, the Kordofan’s, and Blue Nile, from seasonal natural disasters, malnutrition and disease outbreaks, and from under-investment in basic social services. More than three million of Sudan’s school aged children are not in the classroom. UNICEF has been in Sudan since 1952 and continues with a presence in 12 of Sudan’s 18 states.
How can you make a difference?
The purpose of the assignment is to support the state level government with data management and monitoring support.
Objective 1: Quality control of programme data management :
Key Activities & deliverables :
- The data and M&E consultant will be responsible to ensure the quality of the data management practices by the State Ministry of Social Welfare, especially with regards to the management of beneficiary data ;
- The consultant will technically support the state level social workers with the entry of the beneficiary data from paper sheets into the ODK-based interim MIS as well as, once established, into the programme MIS ;
- The consultant will be responsible to support the state level social workers with reviewing the beneficiary lists and ensuring that there are no duplicates and that entered information is complete and sufficient for registration with the financial service provider ;
- The consultant will be responsible that beneficiary data is handled according to UNICEF’s privacy and data ethics frameworks; that state level staff handling beneficiary data receive training in these frameworks.
Objective 2: Capacity strengthening of state level M&E and data focal points :
Key Activities & deliverables :
- In coordination with the UNICEF PME section and with support from the Khartoum-based UNICEF MCCT M&E consultant, the data and monitoring consultant will facilitate the training of the state level social workers on data entry ;
- The consultant will provide continuous technical training on data management on a rolling basis as well as in discussion with UNICEF MCCT programme staff ;
- In the case of staff turnover of social workers at state level, the consultant will provide training to the incoming replacements.
Objective 3: Support M&E processes and Coordinate the Collection and Dissemination of Data :
Key Activities & deliverables :
- With the support of the UNICEF’s PME section and Khartoum-based MCCT M&E consultant, the data and monitoring consultant will collect necessary data from different state level sources as per the MCCT M&E strategy ;
- The data and M&E consultant will be responsible to prepare timely informational briefs to inform all involved state level government staff on the progress against key programme indicators ;
- The consultant will support the Khartoum-based MCCT M&E specialist with obtaining programme data needed for key programme monitoring reports ;
- The consultant will liaise with the state level government and communities on the Third Party Monitoring and provide the contractor responsible for Third Party Monitor with needed support.
Evaluation Criteria for all objectives: (1) satisfactory completion of programme milestone as per the agreed workplan and timely and satisfactory submission of monthly progress reports.

Education : A University degree in one of the following fields is required: Computer Science, Statistics, Monitoring and Evaluation, International Development or related field.
Experience :
- A minimum of two years of relevant professional experience is required preferably in personal data management and monitoring & evaluation ;
- Knowledge of social protection data systems, including Management Information Systems is and advantage ;
- Previous research experience on poverty and/or development with expertise on quantitative and qualitative data analysis ;
- Background and/or familiarity with emergency particularly experience of cash transfers in emergency is considered as a strong asset ;
- Work experience with the federal level Ministry of Labour and Social Development or state level Ministries of Health and Social Welfare is an advantage.
