How can you make a difference?

Background :

UNICEF Uganda Country Office faces ongoing requirements for production of communication, advocacy and visibility materials that document children’s key issues and UNICEF’s Response in the field through high quality visual materials among others. These visual materials will be used as advocacy tools to push for support with policy makers, media, donors, partners and the public at large, particularly on key priority issues such as Early Childhood Development, Ending Violence against women and children, keeping girls in school and parenting. Through content generation and dissemination, UNICEF Uganda raises awareness, generates debate and empowers policy makers and the general public to take action for children and women.  To meet this requirement the UNICEF Uganda Country Office would like to engage the services of professional videographers who will be available at short notice to undertake assignments including field visits for documenting UNICEF’s work and programmes.

 

Scope of the Work :

The objective of this consultancy is to provide audio visual documentation in digital original format of UNICEF on UNICEF supported programmes in Uganda in order to produce communication and advocacy materials to be used by UNICEF’s internal and external partners across various platforms.

The work of the videographer will largely include shooting videos, editing and producing final product. The final product can be in form of short clips, documentary, viral videos, online video clips for traditional and social media usage. The contents of the footage will mainly include work of UNICEF through its programmatic areas, its partners, beneficiaries, donors, project activities, project/programme launches, field monitoring, donor missions, any other UNICEF events within and outside Kampala. The videographers’ work will support UNICEF’s Communication Section to promote UNICEF Uganda’s activities, response and document impact of its work through the lenses of short and compelling videos. The videos/footage will be disseminated to UNICEF’s target audiences, partners, donors and policy makers.

The overall objective is to set up a roster of pre-approved Videographers (consultants) with agreed, when-actually-engaged fees and terms of engagement. This will help the UNICEF Uganda Country Office to contract their services to document UNICEF’s activities in the field on an ‘as needed’ basis, to share with stakeholders at national, regional and global level.  The contract does not guarantee minimal days of work.

These tasks require a highly skilled videographers with excellent editing skills and capable of producing high quality video materials focused on issues affecting children and women and depicting UNICEF response in partnership with the Government of Uganda, district authorities, implementing partners, private sector among others. Given that most of the work is implemented in the most vulnerable communities, the videographer will be facilitated to undertake field missions to generate a wide range of raw footage.

 

Key tasks :

  • Attend pre-production briefing on issues being covered and participate in preparatory research and production planning ;
  • Generate a brief basing on details and specifics of assignments provided by UNICEF ;
  • Travel to an identified location/assignment to shoot on site to fulfill each specific assignment, criteria and objective ;
  • Shooting may include brief interviews with UNICEF beneficiaries, partners, donors and UNICEF staff. Consultant will therefore conduct interviews ;
  • Develop script, story board, interview list and shot list in coordination with the Public Advocacy Unit ;
  • Edit video footage to produce complete news pieces, media clips, long and short documentaries – depending on nature of assignment ;
  • Review recorded interviews, edit audio files to produce final clips in required format (s) ;
  • Transcribe interviews shoot in local language into English or any other international language as may be required ;
  • Transmit source material to specific receivers according to the specific requirements of each assignment e.g. may include live coverage, burning footage on CD/DVD, couriering tapes and CDs, transmitting via satellite FTP or delivering the material in person ;
  • Transmission of video B-roll and edited pieces: transmit video as required as per specifications of format, platform, shot-listing, etc ;
  • Submitting the final products and related B-roll and interviews.

 

Specific Tasks :

  • Film and edit footage to produce creatively designed video packages based on pre-defined advocacy priorities, complete with shot list, script, B-roll and voice-over ;
  • Produce short films based on human interest stories, capturing stories of change through the story of one or few protagonist(s) from the field ;
  • Source and obtain the relevant music that can accompany the video, in alignment with objectives of the products ;
  • Record voice over with good quality professional voices in various Ugandan languages ;
  • Edit the video products into emotive, high quality and engaging products including the addition of graphics where required and subtitling of sound bites in English and local languages as required ;
  • Ensure that UNICEF videography consent form is signed by parents/guardians of all children featured in the video as per UNICEF guidelines ;
  • Present the video product to UNICEF and make necessary changes post UNICEF feedbacks.

 

To qualify as an advocate for every child you will have…

The selected Consultant should have :

  • University Degree in Communication, Journalism, Broadcast Journalism-TV, or equivalent professional work experience in the above area ;
  • Five years progressively responsible professional work experience in the above fields, interactive digital media ;
  • Ability to express clearly and concisely ideas and concepts in written and oral form; specific skills in videography and editing systems ;
  • Knowledge of current theories and practices of communication, research, analyzing, planning, strategy development and Uganda’s digital and TV landscape ;
  • Proven ability to conceptualize, plan and execute ideas as well as impart knowledge and teach skills ;
  • Creativity with various communication concepts and attention to detail required ;
  • It is preferred that the bidders are located in or near Kampala since some of the assignments might be ad hoc ;
  • Bidders should be equipped to conduct assignment in all UNICEF supported districts across the country ;
  • Previous experience with humanitarian, development and emergency work.

Language : Fluency in English.

Other Conditions :

  • Services are open to national and international professionals ;
  • Bidders MUST include their proposed daily rate for travel, production and postproduction in their submission ;
  • This a prequalified arrangement whereby the selected videographers will be engaged by UNICEF whenever there is an assignment. The duration of the contract will be 11.5 months and can be extended for another 11.5 months depending on performance. Prices will not be reviewed for a period of two years Prices will not be reviewed for a period of two years ;
  • For any field visits, the consultants will be facilitated with a DSA at the UNICEF rate and transport to the field ;
  • Number of days required for the assignment will be determined before the start of each assignment and will include shoot and edit days as well as depend on the number of final products expected ;
  • Final products to be provided upon completion of each assignment after which an evaluation will be conducted. Information availed to any of the consultants to facilitate and ease their work must remain confidential ;
  • All products generated from the services provided will remain the property of UNICEF ;
  • The copyright of the materials will remain with UNICEF and UNICEF holds the rights to utilize the products in all its advocacy efforts ;
  • UNICEF has world rights of all selected media in perpetuity ;
  • UNICEF will provide the videographers with briefing and guidance materials for UNICEF partners (and guidance on ethical reporting) + brand book.

 

Application Procedure/Call for Proposals :

Interested candidates are required to submit a technical proposal on how they intend to approach the work. The proposal should include a timeline, and methodology, based on the Terms of Reference. The proposal must also include detailed CV of the consultant, as well as a financial proposal, clearly indicating daily rate for professional fees. The financial proposal must be all-inclusive of all costs (consultancy fees and where applicable air fares, airport transfers, daily living expenses).  This is an international level consultancy and competitive market rates should apply.

 

Evaluation of Candidate :

The consultant will be competitively selected from a list of applicants based on their past experience of doing similar work (extensive experience in writing donor reports, in compiling and editing annual reports for various UNICEF offices).
