About the MENA region

The MENA (Middle East and North Africa) region implements and manages programmes in Yemen, Occupied Palestinian Territories, Lebanon, Syria, Iraq, and Jordan.

Programmes within the MENA region reflect Oxfam’s approach to work across the globe. We support self-reliance, not dependency, and to complement our work on the ground we strive to secure lasting change through our campaigning.

Job Purpose

The Senior MEAL Officer will support strategic MEAL (Monitoring, Evaluation, Accountability and Learning) roles for the development and implementation of MEAL systems complying to Oxfam program Standards and minimum requirements. S/he will provide technical back up and oversight for developing project MEAL frameworks, tools and MEAL deliverables. S/he is to support Oxfam social accountability mechanisms and contribute for strengthened MEAL capacity of program staff. S/he will contribute for increased generation of program learning and evidence, and utilization of monitoring reviews and learning for an informed management decisions and programs design.

 

Our role will require a range of skills and experience.

 

Essential

  • Degree in a relevant field from a recognized university.
  • Strong technical understanding and demonstrated experience in a range of rigorous research and MEAL methods, including participatory approaches.
  • At least 4 years’ experience of work in humanitarian or development context project including MEAL.
  • Strong commitment to the aims and objectives of Oxfam, including to gender equality and social justice.
  • Strong written and oral communication skills and fluency in English and Arabic.
  • Well-developed conceptual, analytical, critical thinking and planning skills.
  • Experience of gathering, analysing and presenting quantitative and qualitative data.
  • Ability to work effectively with others to achieve results, with strong advisory and facilitation skills, and experience in training and coaching teams and individuals.
  • Strong understanding of and commitment to putting gender equality at the heart of humanitarian and development work.
  • Proven knowledge of computerised systems; proficiency in computer literacy and word processing and spreadsheet/Excel skills.
  • Ability to work under pressure in a fast-paced environment and to manage own workload proactively, ability to prioritize and commit to meeting deadlines.

 

Desirable

Education:

Master’s degree in a relevant field from a recognized university.

Experience:

  • Experience of working in a multicultural team;
  • Experience of working in humanitarian sectors/INGOs;
  • Proven analytical and strategy development skills;
  • Proven skills on drafting and preparing quality reports.

Contract Length: until November 30th 2022, renewable.
