Purpose of assignment :

This is why the focus on equity is so vital. It accelerates progress towards realizing the human rights of all children, which is the universal mandate of UNICEF, as outlined by the Convention on the Rights of the Child, while also supporting the equitable development of nations.
The Monitoring and Evaluation consultant reports to the Deputy Representative for supervision. The Cinsultant provides professional technical, operational and administrative assistance throughout the planning, monitoring, evaluation process preparing, executing, managing and implementing a variety of technical and administrative tasks to contribute to evaluation planning, implementation, oversight and reporting to ensure that evaluations are carried out according to schedule and that results and recommendations are implemented and followed up.
Work assignments, deliverables & payment schedule :
Working under the overall guidance of the Deputy Representative the Individual contractor is expected to perform the following key tasks :
- Provide technical support as necessary to the process of developing and monitoring rolling/annual Work Plans, including reporting on progress of the equity and gender marker as outlined in the Programme Policy and Procedures Guidance ;
- Monitor follow-up actions based on management decisions resulting from Country Office performance monitoring and evaluation and contribute to the elaboration of RAM and SMQs processes ;
- Provide technical support as necessary in organising and managing annual/ end term country programme reviews ensuring consistency with objectives and contribute to the Annual Management Plan ;
- Support to the preparation of the next CPD and its annexes Integrated Results & Resources Matrix and the Costed Evaluation Plan ;
- Support to the development and update of the office’s Integrated Monitoring, Evaluation & Research Plan that will provide strategic information to manage programme and track UNICEF distinct contribution ;
- Support on the development of the MICS6 survey dissemination plan ;
- Support on the quality review of the sitrep indicators related to the response to the covid-19 closely with colleagues ;
- Support on quality assurance in draft programme documents and SSFA ;
- Support to implementation of evaluations and the use of resources for compliance with approved allocation/goals, organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity ;
- Support to inter-agency meetings/events on operational planning and preparation and to integrate and harmonize UNICEF position and strategies with the development and planning process ;
- Participate as resource person in capacity building initiatives to enhance the competencies of partners/stakeholders.
Payment :
Payment will be against deliverables of monthly progress reports on regular program activities as related to the above key tasks. All payments, without exception, will be made upon certification from the supervisor of the contract, of the satisfactory and quality completion of deliverables and upon receipt of the respective and approved invoice(s)

Qualifications or specialized knowledge/experience required (indicate skills and qualifications requirement) :
- An advanced university degree (Master’s preferred) in the social sciences, statistics, demography, economics, development or related fields ;
- Professional work experience of at least five (5) years in development contexts for monitoring and evaluation (M&E), research or program planning and development, providing technical support to different social actors in planning, program evaluation and impact assessment ;
- Proven experience in developing program theories of change, results and M&E frameworks; in managing evaluations, using quantitative and qualitative methods ;
- Experience in building capacity of technical professionals in program management and M&E; in facilitating and nurturing professional networks with practitioners and policy makers across UN agencies, governments and non-governmental organizations ;
- Experience in engaging policy makers on the generation of evidence-based policies ;
- Previous work in experience in the field with UNICEF will be considered an asset.
Language Proficiency : Français and English.
Technical evaluation criteria and weight allocation between technical and price proposal.
The evaluation will be based on the following methodology :
- Score for technical proposal : 80 points ;
- Score for financial proposal : 20 points.
Important : Write-up on the competitive selection process followed with at least 3 P11/CVs (Individual Service Contract) or bids (Institutional Service Contract) and the respective submissions. The consultant was selected following advertisement, short listing, written test and interview for the current contract.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
