MEMBER STATES ENGAGEMENT SERVICES AND THE PREPARATION AND ORGANISATION OF A PROTOCOL WORKSHOP FOR THE BANK GROUP’S DIPLOMATIC STAKEHOLDERS IN REGIONAL MEMBER COUNTRIES

  1. BACKGROUND : 

1.1. The African Development Bank (the Bank) is a Multinational Development Bank established in 1964 to catalyze sustainable economic development and social progress in its Regional Member Countries (RMCs), thus contributing to poverty reduction. The Bank has 81 Members consisting of 54 Regional and 27 non-Regional Member Countries. 

1.2. The General Secretariat (PSEG) of the Bank Group reports to the Office of the President and is mainly responsible for providing secretarial services to the Boards of Governors, the Boards of Directors and their subsidiary organs. It manages relations between these Boards and Senior Management and coordinates statutory relations between Senior Management, the Boards and Member States. 

1.3. The General Secretariat provides administrative, protocol and support services to Member Countries, Elected Officers and the entire institution. PSEG is also responsible for the documentation, archives and conference services of the Institution.

1.4. The General Secretariat of the Bank discharges its responsibilities through the Front Office of the Secretary General and the following organizational structures :

  • Board Proceedings and Document Distribution Division ;
  • Protocol, Privileges and Immunities Division ;
  • Conference Management Services ;
  • Records and Archives Management and Disclosure and Access to Information (DAI) ;
  • Corporate Governance and Shareholders Relationship.

1.5. The consultancy services being sought will be provided for the Protocol, Privileges and Immunities Division (PSEG 2); and the objective is to assist the Division to develop a Member States Engagement Framework. The consultant shall report directly to the Chief of Protocol and Division Manager, PSEG 2, and work under his supervision.

  1. OBJECTIVE :

2.1. In implementing the mandate of the Bank (to contribute to the sustainable economic development and social progress of its regional members individually and jointly), the General Secretariat facilitates the delivery of the objectives, including the High 5s of the Bank, by enhancing the decision-making process of the governance organs and forging better working relationships with the Member Countries of the Bank.

2.2.To strengthen and enhance relations with its Member Countries, the Bank seeks to engage services of an individual consultant to develop a Member States Engagement Framework which will define cooperation between the Bank and its Regional Member Countries.

  1. SPECIFIC TASKS AND DELIVERABLES :

Activities are, but not limited to the following :

3.1.Development of a Member States Engagement Framework : 3.1.1.Conduct data collection and its analyses for the development of the Framework. Targeted participants are Focal Points from Ministries of Finance and Directors of Protocol of Ministries of Foreign Affairs

  • For an optimal participatory engagement process in the development of the Framework, the Consultant will be required to engage participants at each stage of the drafting of the Framework.
  • Create a group email consisting of all participants.
  • Reach consensus on the mechanism for implementation of the Member States Engagement Framework.
  • Provide weekly progress reports to the Division Manager.

3.2.        Planning, Organization and Management of the High-Level Member States Engagement Workshop

Before the Workshop :

  • Prepare and issue invitations for the Workshop to the Bank’s Focal Points and Directors of Protocol in the 54 Regional Member Countries.
  • Prepare and disseminate prior to the Workshop a draft agenda and information note.
  • Determine and advice the Division Manager on the general and specific needs of the workshop.
  • Reserve workshop package and ensure all required material is available.
  • Engage with participants to ensure timely receipt of confirmations.
  • Maintain a log of confirmations and provide updates to the Division Manager, as and when required.
  • Draft and propose to the participants the mechanism to be deployed for the Network of Focal Points and Directors of Protocols of the Regional Member Countries
  • Establish immigration, accommodation and transport needs of participants and facilitate requests, as and when required.
  • Ensure availability of simultaneous interpretation during the workshop.
  • During the Workshop
  • Facilitate the Workshop and present the draft Member States Engagement Framework for validation.
  • Prepare the draft report of the workshop including recommendations thereto.

3.2.12. Reach a consensus on the mechanism for the operationalization of the Bank’s Network of Focal Points and Directors of Protocols

After the workshop :

  • Finalize the Member States Engagement Framework and the report of the workshop including recommendations thereto ;
  • Advice on specific follow up issues ;
  • Undertake any other assignment as may be deemed relevant.
  1. REQUIRED EXPERTISE AND QUALIFICATIONS : 
  • A Master’s degree or equivalent qualification in International Relations, Political Science, Development Studies/ Development Economics, Diplomacy International Studies or any other related/relevant discipline ;
  • At least eight (8) years of proven relevant work experience in Diplomatic Protocol preferably gained in Regional/ International Organizations or Government Agencies ;
  • Demonstrated knowledge and experience in research and facilitating stakeholder engagements and consultations ;
  • The consultant must have the ability to produce well written reports ;
  • Ability to work independently and innovatively in a multi-cultural environment ;
  • The candidate must have the ability to network and build partnerships ;
  • He/ She must possess an excellent oral and written command of one of the Bank’s official working languages (French or English). A good working knowledge of the other language will be an added advantage.
  1. FINANCIAL PROPOSAL :

You will be paid total lump sum remuneration per calendar month. Other details related to the Bank’s contribution and obligations will be specified in the Service Contract for Consultants.

  1. DURATION OF ASSIGNMENT : 

The assignment will be for a cumulative period not exceeding 3 months starting from 16 January 2021 and ending 15 April 2021.

 

  1. SELECTION CRITERIA : 

A shortlist of three to six individual consultants will be established at the end the request of expression of interest. The consultants on the shortlist will be judged on the following criteria:

•  General qualifications and adequacy for the proposed Assignment: 30
•  Similar experience in the area of expertise described in the ToRs: 35
•  Experience with Government Agencies or International organisations: 25
Language proficiency: 5
Knowledge of the other language: 5
