Objective :
Based on the Theory of Change endorsed in the EVAC National Strategic Framework and the corresponding interventions identified in the National Plan of Action, the objective of this assignment is to develop a comprehensive Monitoring and Evaluation system and tools in a participatory manner and in close consultation with relevant stakeholders. Both deliverables are to be incorporated into one consolidated document combining both the strategic framework and plan of action. Furthermore, given the leading role of NCCM in coordinating, monitoring, and reporting on the implementation of this plan of action, a needs assessment is to be conducted, and accordingly a capacity-building plan is to be developed for the council. And finally, a consultation workshop will be held with members of the National EVAC Taskforce under the leadership of NCCM to present the final document for their endorsement.
This consultancy is concurrent with a costing exercise for the EVAC National Plan of Action, and therefore, the consultant will be required to work closely with the costing consultant throughout the process.
Methodology :
- Desk Review : The consultant will undertake a desk analysis by reviewing regional and international best practices related to the implementation and monitoring of EVAC policy frameworks is also required to provide recommendations for monitoring, assessing, and reporting on similar multi-stakeholder initiatives ;
- M&E System : The consultant will follow a consultative process in close coordination with NCCM to reach out to members of the National EVAC Taskforce, as well as other relevant representatives from the government, civil society, and the private sector, to develop the required monitoring, data collection and reporting tools through bilateral interviews and focus group discussions with key stakeholders ;
- Consolidated programme package : Based on the consultations and the National Strategic Framework and Plan of Action, the consultant will develop one consolidated programme package by merging the developed documents into one comprehensive EVAC policy framework document. Also, a final consultation workshop will be conducted with all relevant stakeholders for the presentation and endorsement of the final document under the leadership of NCCM ;
- Needs assessment and capacity-building : In addition to conducting an orientation workshop for the NCCM team on the developed M&E system and tools, the consultant will work with the NCCM team to assess the needs and propose a capacity-building plan for the monitoring and reporting on the implementation of the Plan of Action, based on the developed M&E system.

To qualify as an advocate for every child you will have…
- A Master’s degree in sociology, social science, development studies or other relevant disciplines ;
- At least 7 years of work experience in developing M&E systems and tools for national multi-stakeholder programmes ;
- At least 7 years of work experience in strategic planning, multi-sectoral programme planning, ToC development, and writing programme documents ;
- Excellent communication and writing skills in English and Arabic ;
- Experience in working with multiple stakeholders is an asset: governments, civil society, private sector, and the UN ;
- Knowledge of the United Nations’ system, practices, and procedures, particularly UNICEF’s system.
Conditions of work :
The consultant will work remotely but will be required to participate meetings (face-to-face or virtual whenever possible) and workshops when needed.
