Individual Consultant is expected to perform this assignment remotely (home based) with one filed mission to Luanda
Under the supervision of the Chief Child Protection section in Angola and in close coordination with the PME and UNICEF Sections, the consultant is expected to complete the following tasks :
Supporting four to six national CSO partners to develop and implement action plans to improve their organizational capacities on PSEA. The PSEA assessments conducted by the CSOs with the support of UNICEF ACO and the PSEA toolkit will be the primary references for this task. The action plans will be designed to be implemented up to 30 June 2021.
The support to be provided by the consultant will consist specifically of :

- Organizational Policy: Develop jointly with UNICEF’s CSO partners organizational policies related to PSEA in-line with UN definitions, IASC six core principles relating to SEA and explicit statement of zero tolerance for SEA ;
- Organizational Management and HR Systems: Support UNICEF’s CSO partners (HR managers) to develop a standard clause to commit to a zero-tolerance policy on SEA for all contracts. Develop jointly with CSO partners recruitment procedures in accordance with Angolan law checking for prior involvement in SEA or other safeguarding concerns. Support UNICEF’s CSO partners in defining roles and responsibilities of personnel with specific PSEA-related responsibilities in their ToRs ;
- Training: Develop a PSEA training package, based on the UNICEF PSEA Toolkit, adapted to the profile of the different CSOs; deliver a training of trainers and support the coordination and the implementation of the trainings to all staff from the different CSOs ;
- Reporting: Develop jointly with UNICEF’s CSO partners mechanisms and procedures for personnel, beneficiaries and communities, including children, to report SEA allegations that comply with core standards for reporting (i.e. safety, confidentiality, transparency, accessibility). These mechanisms should also cover procedures for handling these allegations, including those involving personnel of other entities ;
- Victims’ assistance: Building on existing referral pathways (i.e. fluxos para o atendimento a crianças e adolescentes vítimas de violência sexual e maus-tratos), develop jointly with UNICEF’s CSO partners assistance guidelines to ensure survivors of SEA, including children, receive immediate professional assistance or referral to relevant service providers, in line with the UN Victim Assistance protocol ;
- Investigation: Develop jointly with UNICEF’s CSO partners processes for investigating allegations of SEA. This should involve a system for recording all SEA allegations involving its personnel and its response measures, including disciplinary steps ;
- Provide individual coaching sessions for the PSEA focal points of the four civil society organizations to fully comprehend the developed policies, and guidelines to act as PSEA focal points for each organization ;
Support the partners in updating the assessments and validating assessment results and risk rating.
Strengthening SEA reporting mechanisms within UNICEF-supported interventions.
The consultant will map existing community-based complaint and feedback mechanisms within UNICEF supported interventions implemented in partnership with the government or INGOs (i.e. CASI and cash transfer programme; SoS criança hotline; wash emergency interventions; etc.) to identify potential entry points for safe and confidential reporting of SEA allegations. The consultant will propose strategies to strengthen existing mechanisms, in order for them to comply with core standards for reporting. Attention will be paid to the analysis of child-friendly reporting mechanisms within the school environment and the identification of opportunities to integrate PSEA into school regulations.
For this purpose, the incumbent will organize consultations with UNICEF staff and UNICEF partners. KII and FGD with community members will also be organized to inform the development of the reporting mechanisms, with a focus on the beneficiaries of the cash transfer programme and the CASI approach.
Building the capacity of UNICEF Angola CO staff on PSEA.
The consultant will train and support UNICEF focal points who will monitor IP PSEA practice; will continue supporting partners to comply with PSEA obligations and will follow up on capacity gaps in future ;
The consultant will deliver a PSEA training to wider UNICEF staff and compile and support dissemination of PSEA learning within UNICEF Angola CO.
Supporting the development of PSEA prevention and response systems within the CASI and CT programme by i) building the capacity of CASI and municipal staff on PSEA in six municipalities and ii) developing a Policy on Protection from Harassment and Sexual Exploitation and Abuse for the CASIs.
The specific tasks to be carried by the consultant will consist of :
- Conducting a desk review of programmatic documents and data related to the CASI and CT programmes, with the purpose of identifying opportunities for integration of PSEA ;
- Developing and rolling out trainings on PSEA for all CASI/municipality staff in six provinces ;
- Developing key messages for IEC material to be used to raise awareness of the local community and beneficiaries of the CASI and CT programmes about PSEA reporting mechanisms ;
- Developing a draft Policy on PSEA for the CASIs in 6 municipalities in consultation with Municipal Administrator, CASI and municipal staff, municipal police officers, as well as local representatives from Justice, Social Affairs, and Interior, local civil society ;
- Sharing the draft policy for feedback with the municipal administrations and UNICEF ;
- Finalizing the policy and reporting and response mechanism and share with Municipal Administrator(s) for final endorsement ;
- Documenting the process to UNICEF by making sure that lessons learnt, best practices, assessment and evaluations are documented and disseminated.
Deliverables :
PHASE 1 :
- Draft an inception report outlining the consultant work plan, methodology and proposed timeframe. Inception report validated by UNICEF – in 5 working days 10% payment ;
- Support the 4 – 6 national CSOs in developing and implementing PSEA action plans – 4 working days ;
- Develop jointly with UNICEF’s CSO partners organizational policies related to PSEA – 8 working days ;
- Support CSOs organizational management and HR Systems on integrating PSEA – a) Standard clause for all contracts for all partners b) TORs with PSEA-related responsibilities for PSEA focal points for all CSOs c) Systemic vetting procedures for all CSOs (in Portuguese) in 4 working days ;
- Training: Develop a PSEA training package and deliver a TOT and support the implementation of the CSO staff. 1 PSEA training ,1 TOT delivered, 4 – 6 all staff trainings supported. 5 working days for the training package and 5 working days for conducting the trainings ;
- Reporting: Develop jointly with UNICEF’s CSO partners mechanisms and procedures for personnel, beneficiaries and communities, including children, to report SEA allegations – PSEA reporting guidelines with a description of the reporting mechanisms in 8 working days ;
- Victims’ assistance: Develop jointly with UNICEF’s CSO partners assistance guidelines to ensure ;
- survivors of SEA, including children, receive immediate professional assistance or referral to relevant service providers – SEA survivor assistance guidelines/ referral form for 4 – 6 CSO partners (in Portuguese) in 4 working days ;
- Investigation: Develop jointly with UNICEF’s CSO partners processes for investigating allegations of SEA – PSEA Investigation guidelines for 4 – 6 CSOs (in Portuguese) in 4 working days ;
- Provide individual coaching sessions for the PSEA focal points within the four CSOs – Coaching plan and report in 4 working days ;
- Support the partners in updating the assessments and validating assessment results and risk rating – Assessment results and risk rating validated for all 4 – 6 CSOs. Reversion of the 2 CSOs rated as high to moderate or low risk completed in 2 working days. %30 payment ;
- Building the capacity of UNICEF Angola CO staff on PSEA ;
- Train and support UNICEF Focal Points who will monitor IP PSEA practice. Two trainings for UNICEF focal points. 4 days training development ;
- Deliver PSEA training to wider UNICEF staff. One training for UNICEF staff. 3 days for training delivery ;
- Compile and support dissemination of PSEA learning within UNICEF Angola CO. 1 day for report writing.
Strengthening SEA reporting mechanisms in UNICEF-supported interventions :
Report on SEA reporting mechanisms, including :
- Mapping of existing community-based complaint and feedback mechanisms ;
- Findings from the KII and FGD with community members ;
- Strategies to strengthen or set up reporting mechanisms in 5 days for analyzing existing mechanisms (including consultation with UNICEF staff and GoA counterparts, as required.) ;
- 7 days for KII and FGD (possible field mission) 3 days for report writing. 20% payment.
PHASE 2 :
- Supporting the development of PSEA prevention and response systems within the CASI and CT programme ;
- Conducting a desk review of programmatic documents and data related to the CASI and CT programmes, with the purpose of identifying opportunities for integration of PSEA. Inception report validated by UNICEF in 3 working days ;
- Developing and rolling out trainings on PSEA for all CASI/municipality staff in six provinces – 6 trainings delivered In 18 working days ;
- Developing key messages for IEC material to be used to raise awareness of the local community and beneficiaries of the CASI and CT programmes about PSEA reporting mechanisms. IEC materials targeting the local community developed and tested with communities – in 7 working days ;
- Develop a draft Policy on PSEA for the CASIs in 6 municipalities in consultation with key stakeholders ;
- Sharing the draft policy for feedback with the municipal administrations and UNICEF ;
- Finalizing the policy and reporting and response mechanism and share with Municipal Administrator(s) for final endorsement. PSEA Policy developed in consultation with key stakeholders and endorsed by Municipal Administrators in 20 working days ;
- Documenting the process to UNICEF by making sure that lessons learnt, best practices, assessment and evaluations are documented and disseminated. Final report in 3 working days. %40 payment.

Required qualifications :
- Advanced university degree (masters and above) in international development, human rights, social science, psychology, and other relevant degrees ;
- At least eight years of relevant professional experience working on PSEA, gender, GBV, human rights, child protection ;
- Sound knowledge and experience in prevention of sexual exploitation and abuse ;
- Sound knowledge on rights-based approaches and gender equality ;
- Experience in delivering trainings and providing coaching support ;
- Experience in working with the UN agencies is an asset ;
- Experience working with CSOs in Angola is asset ;
- Proficiency in Portuguese and English ;
- Strong analytical and conceptual thinking ;
- Very good organisational and facilitation skills.
