How can you make a difference?

Under the supervision of the Chief of Basic Education and Adolescents Development at UNICEF Country Office in Kampala, Uganda. The Education Consultant’s objective is to develop several funding proposals ready for submission to different potential donors, as the main focus of the Country Programme is on System Strengthening for equitable and quality basic education for all children, the funding proposals will also prioritize this area.

 

Background :

The Basic Education and Adolescents Development Programme of the UNICEF Uganda Country Programme 2021-2025 consists of the following results :

  • Boys and girls aged 3-5 years, particularly the rural, urban poor and refugees, access quality pre-primary education through formal and non-formal learning centres ;
  • Girls and boys demonstrate increased learning achievement in literacy and numeracy through increased access to inclusive, equitable and relevant quality education ;
  • Adolescent girls and boys are empowered with skills for personal empowerment, active citizenship and/or employability.

 

Scope of work :

To establish a predictable funding base, the consultant, in collaboration with the BEAD team and the Resource Mobilization Specialist will prepare high quality funding proposals for the following areas :

  1. Master proposal for each of the outputs that can be turned into tailor made proposals based on donor interest ;
  2. Specific proposal for district System Strengthening for Equitable and Quality Basic Education in the 30 UNICEF supported Districts ;
  3. Specific proposal for ECCE for equity, quality of education and successful transition to primary education.

Specific proposals for the following potential donors : 

  • Irish Aid for Education in Karamoja Region ;
  • Educate a Child/Education Above all for improved enrollment and retention of the most marginalized children ;
  • Un-India Partnership Fund for technology in education.

The proposals should include :

  • Situation overview of Education in Uganda ;
  • Education in the UNICEF Country Programme of Cooperation 2021-2025 ;
  • Results Matric ;
  • Theory of Change ;
  • Strategies, Priorities and Scope of the Proposals ;
  • Investment case ;
  • Unit Cost and Budget for achieving the BEAD results ;
  • Sustainability ;
  • Assumptions and risks ;
  • Monitoring and evaluation.

 

To qualify as an advocate for every child you will have…

The Education Consultant will have to have extensive international experience of not less than 7 years in education programme development and management.

Minimum academic qualification required is a Master’s degree in a relevant field. His or her experience should cover both developing and developed countries so that best practices can be got from both.

The Education Consultant will have proven ability in development of Funding proposals

The selected consultant should have :

  • Advanced University degree (Master’s degree) in education development or in a related area ;
  • Demonstrated practical experience in the field of education development and policy planning or similar work, in developing countries ;
  • Excellent skills in facilitation and fundraising ;
  • Good communication skills, with fluency in written and spoken English ;
  • Experience working with donor organisations will be an asset ;
  • Experience of working in Uganda will be an asset.

 

Application Procedure/Call for Proposals :

Interested candidates are required to submit a technical proposal on how they intend to approach the work. The proposal should include a timeline, and methodology, based on the Terms of Reference. The proposal must also include detailed CV of the consultant, as well as a financial proposal, clearly indicating daily rate for professional fees. The financial proposal must be all-inclusive of all costs (consultancy fees and where applicable air fares, airport transfers, daily living expenses).  This is an international level consultancy and competitive market rates should apply.

 

Evaluation of Candidate :

The consultant will be competitively selected from a list of applicants based on their past experience of doing similar work (extensive experience in writing donor reports, in compiling and editing annual reports for various UNICEF offices).
