Sudan, surrounded by the Central African Republic, Chad, Egypt, Ethiopia, Eritrea, Libya and South Sudan, positioned next to East, West, South and North Africa, is surrounded by complex conflicts in an unpredictable, volatile and rapidly evolving region. Sudan is by size the third biggest country in Africa, with a diverse population of around 42 million people. Sudan’s children make up half of the total population, and the past two decades have seen their lives significantly improve: fewer girls and boys are dying before their fifth birthday, primary school attendance is increasing, immunization coverage is high, and the country remains polio free. Still, millions of children continue to suffer from protracted conflict in Darfur, the Kordofans, and Blue Nile, from seasonal natural disasters, malnutrition and disease outbreaks, and from under-investment in basic social services. More than three million of Sudan’s school aged children are not in the classroom. UNICEF has been in Sudan since 1952 and continues with a presence in 12 of Sudan’s 18 states.

 

How can you make a difference?

Under the guidance and supervision of the respective UNICEF Field Office, the consultant will provide technical advice on conformity with the approved construction designs, bills of quantities (BoQ)/drawings, and quality construction materials; elaborating on documentation and conducting tender processes; monitoring the progress of construction; perform quality control inspections; provide independent assessment for certification of completed works in Khartoum and the field offices. The key purpose of the position is to provide the Section technical guidance and capacity in the activities of school construction/rehabilitation and provision of child friendly spaces, as well as infrastructure works in Health and WASH facilities.  Ensure that all construction and rehabilitation works implemented directly or indirectly by UNICEF shall be in line with the organization’s commitment toward accessible buildings and achieve climate neutrality.

 

Key Activities/Tasks :

  1. Provide on-site monitoring of construction works including installing of solar system and evaluate the quality of construction works upon completion or at certain milestone process and make recommendation for payments to be made to contractors or implementing partners.  Ensure government’s endorsement and certification to all the constructed facilities ;
  2. Submit to UNICEF the weekly plan of activities and progress reports (including photos) ;
  3. Undertake field visits to UNICEF construction project sites for the participation in, or observation of project activities and local conditions. Prepares routine reports on results of visits and project progress ;
  4. Undertake in coordination with UNICEF Field Office arrangements for field visits to construction project sites for local government and other partners, which include providing information and briefing on project activities and status ;
  5. Develop/review the design, BoQ and workplan for construction/rehabilitation activities including the premises of the field office in coordination with program sections and ensure technical specifications and contractors’ works meet the needs and requirements of beneficiaries ;
  6. Prepare construction progress updates for the different purposes advised by the Field office that could be included in briefing notes to donors or on annual and other reports, as required by UNICEF CO and Supply Section ;
  7. Review and evaluate the technical, institutional and financial feasibility, constraints of the project and monitor compliance to ensure objectives and targets are achieved ;
  8. Ensure detailed records are kept contributing to the preparation of official reports, including the donor reports, enabling real-time tracking of construction progress.

 

Deliverables :

Specific time bound deliverables for each of the tasks listed above will be discussed and agreed upon with the selected consultants prior to finalizing the contract :

  • Monthly payment will be made upon presentation of a detailed Monthly progress report highlighting and quantifying or qualifying achievements/outs of the listed key tasks ;
  • Prepare progress reports (weekly/monthly/quarterly) that will provide accurate updates on the status of the project and present verification of progress accordingly to the quality and technical requirements ;
  • A standardized weekly/monthly report will contain the following :
  1. List and description of the works done for that week/month ;
  2. Projected activities for the following week/month ;
  3. Progress photographs ;
  4. Equipment mobilized and still present at the site ;
  5. Contractor’s staff on site (numbers and descriptive title/position) ;
  6. Problems encountered and its corresponding solutions ;
  7. Minutes of weekly/monthly meetings, relevant correspondences.

 

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in  civil Engineering or Building Construction ;
    A minimum of five years of professional work experience in construction with a focus on capacity building, design, cost, supervise, training/mentoring, communication, program monitoring and evaluation, some of which would have been in development work ;
  • Knowledge of the latest issues, developments and trends in improved construction guidelines, institutional capacity development and monitoring and evaluation in post-conflict situations, especially regarding infrastructure ;
  • Developing country work experience and/or familiarity with emergency is considered an asset ;
  • Fluency in English and Arabic is required.

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
