Brief description of the Assignment : The main objective of the mission is to support the Enterprise Content Management (ECM) deployment. This includes ECM system configuration for new business needs, development, training and support.

ANNEX 1: TERMS OF REFRENCE
RECRUITEMENT OF A JUNIOR CONSULTANT
ECM CONFIGURATION
- INTRODUCTION :
The African Development Bank Group (AfDB) is a regional multilateral development finance institution established in 1963 with a mandate to further the economic development and social progress of African countries, individually and collectively. The Bank has approximately over 2000 staff members, who have been recruited from a wide geographic area only limited by membership in the Bank. There are currently 81 different nationalities from Africa, Asia, Europe and the Americas represented within the Bank making the institution multicultural in every sense of the word. The Bank has two official languages: English and French. It co-operates with a large network of international development partners.
The Corporate IT Services Department (CHIS) is responsible for the provision of efficient, effective and modern IT infrastructure and application services to support optimize and transform Bank’s business process for developing Africa. Under the leadership of the Bank’s Information System’s Director, CHIS department is mandated by the Bank to deliver the best possible IT services for Bank staff and help achieve the results that will get the Bank closer to accomplishing its development goals. The department has four divisions: (i) Business Solutions Development, (ii) Corporate Applications Services, (iii) Network & Telecom Services and (iv) Client Services.
- OBJECTIVES OF THE MISSION :
The main objective of the mission is to support Enterprise Content Management (ECM) deployment. This includes ECM system configuration for new business needs, development, training and support.
The Corporate IT Services Department is expecting to hire Consultants with skills in ECM and Java development.
- ACTIVITES & DELIVERABLES :
The consultant(s) will have the main task to support ECM activities such especially configuration and support. Among other things, it will have to perform the tasks that follow:
3.1. Activities
- Gather document archiving requirements with organizational units ;
- Define design in accordance with rules ;
- Configure the ECM system with new document categories. This includes: o Configure document classes ;
- Configure Meta-data properties and choice lists o Configure Folder plan ;
- Configure Security ;
- Configure Search templates ;
- Configure document upload templates ;
- Configure Scanning process when needed o Define import process when needed ;
- Develop import or event scripts for specific cases ;
- Develop Web Services and other application component when necessary ;
- Train users ;
- Support users during initial phases
3.2. Deliverables :
- User requirements documentation ;
- Configuration documentation ;
- Source code ;
- User manuals.
- QUALIFICATIONS AND EXPERIENCE REQUIRED The candidate must have the following skills and qualifications :
- Master/Engineering degree or equivalent in computer science, software development ;
- Between 2- and 4-years’ experience in similar assignments.
Skills in the following areas :
- Experience in Enterprise Content Management platforms configuration or document management platform ;
- Experience in developing applications using the Java language (Java Enterprise Edition) ;
- Experience working with institutions in development or the big business industry ;
- Knowledge of the techniques and technologies of communication ;
- Proficiency in English and/or French.
Qualifications in the following areas :
- Knowledge of Enterprise Content Management platforms, specifically IBM Content Foundation (FileNet). Including advanced configuration like meta-data definition, triggered action and background jobs development and configuration, import script configuration, etc…;
- Knowledge of scanning software and advanced configuration (Kofax Express and/or IBM DataCap preferably) ;
- Knowledge of Java Enterprise Edition development and frameworks ;
- Knowledge of the use of the web services ;
- Knowledge in the use of GIT
- SUPERVISION OF THE MISSION :
The consultant(s) will perform its mission under the supervision of the Chief leader of Business Development Solution Team, CHIS1-BSD.
- DURATION OF THE MISSION :
The mission is planned for twelve (12) months.
- LOCATION :
The mission will be carried out at the headquarters of the African Development Bank in Abidjan, Côte d’Ivoire.
- REMUNERATION :
The consultant will receive a monthly lump sum rate based on his experience. No additional benefits or per diem will be paid. The individual consultant is responsible for his/her own health insurance and own accommodation costs.
