  1. The African Development Bank hereby invites Individual Consultants to indicate their interest in the following Assignment: SHAREPOINT APPLICATIONS DEVELOPMENT AND LIFECYCLE MANAGEMENT EXPERT ; 
  1. The objective will be to provide consulting services in the area of systems implementation around SharePoint platform and related services. (Sharepoint, Sharepoint Online, Yammer, etc…).

The selected Consultant will be also required to provide supporting services in coordination of projects in the area of Microsoft Sharepoint, training of users and other team members within the Business Solutions Development team.

The consultant duties will include the following :

Coordination of Applications Development and Training :

    • Assist in the definition of user requirements and specifications ;
    • Provide support for diagnosing and resolving complex user problems with SharePoint services ;
    • Ensure the change management process is followed for the delivery of application patches, server patches and updates ;
    • Provide expert advice and guidance to ensure a successful product is delivered ;
    • Advise the Project Manager of issues or technical difficulties and highlight necessary resources and the timescales associated with the delivery of the project ;
    • Provide guidance and assistance to colleagues in any aspect of program design, creation, testing and documentation ;
    • Work with networking, storage, and other infrastructure teams to setup up and maintain business critical SharePoint farms ;
    • Lead the adoption of Agile Scrum, Microsoft ALM (TFS) practice and ensure the adoption by other team member ;
    • Develop User Manuals and Training Materials ;
    • Train Users.

Microsoft Services implementation :

    • Follow-up implementation of Microsoft Online Services such as Yammer, Sharepoint Online, Office 365, etc… ;
    • Assist in the definition of user requirements and governance for these services ;
    • Coordinate configuration ;
    • Follow-up Implementation ;
    • Develop user manuals and training materials for the users ;
    • Train Users ;
    • Follow-up Change Management.

Applications Development and Lifecycle Management (ALM) : 

  • Follow-up the full application development life-cycle, in collaboration with developers ;
  • Develop or follow-up software solutions by studying requirements analysis and information needs; conferring with stakeholders and IT Management; studying systems flow, data usage, and work processes ;
  • Implement application development requirements, with a constant focus on coordinating business efficiencies through the activities of application development ;
  • Lead the development of Microsoft UI responsive, websites and mobile applications ;
  • Implementation of SharePoint-based workflows as well as development of Business Intelligence dashboards ;
  • Working knowledge on using the new SharePoint Framework ;
  • Documents and demonstrates solutions by developing documentation, flowcharts, layouts, diagrams, charts, code comments and clear code ;
  • Coordinate and participate in system unit testing, and integration testing with promoting good practice and code standard.
  1. Required skills and qualifications :
    • Master degree or equivalent in computer science, software development ;
    • Minimum of 5 years’ experience in supporting and maintaining SharePoint in an enterprise environment ;
    • Minimum of 5 years’ experience in supporting and maintaining Microsoft Technologies ;
    • Very good understanding of the SharePoint platform from functional, configuration and development point of view ;
    • SharePoint Professional Certification is desirable (e.g. MCSD, MCSE and MCP) ;
    • Experience in using Microsoft Team Foundation Services and GIT is also plus ;
    • Experience in SharePoint Online platform configuration ;
    • Experience in Yammer platform configuration ;
    • Experience in ASP.NET / MVC / C# .NET / HTLM / CSS / JavaScript / jQuery / REST / OData / MVC / CDN ;
    • Experience in Business Analysis ;
    • Strong communication skills for Business Users communication ;
    • Excellent problem-solving skills ;
    • MS SQL Server knowledge and experience is a plus ;
    • Experience of working with the AGILE methodology, Microsoft Application Lifecycle Management (TFS and Microsoft Project) is also a plus ;
    • Experience in application integration tools is a plus ;
    • Strong commitment to project objectives and deadlines ;
    • Excellent communication skills, oral, written and presentation ;
    • Has good interpersonal skills and communication skills (to both technical and non-technical audiences) ;
    • Proven track record to work to strict business deadlines ;
    • Self-management and strong organization skills.
  1. The Corporate Information Technology Services Department (CHIS) invites Individual Consultants to indicate their interest in providing the above-described services. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (CV, documents, reference to similar services, experience in similar assignments, etc.) ;
  1. The eligibility criteria, the establishment of a short list and the selection procedures shall be in conformity with the Bank’s procedures for the acquisition of consulting services funded by the administrative or capital expenditure. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist ;
  1. The duration of services is twelve (12) months and the estimated starting date is 15 March 2021 ;

  1. ESTABLISHMENT OF THE SHORT LIST :

A shortlist of three to six individual consultants will be established at the end the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria on the basis of their updated resume.
