Purpose of assignment :

The purpose of this consultancy is to assist in the Annual Review process and to write the 2020 Country Office Annual Report (COAR) and Results Assessment Module (RAM) reports as set out in the global and regional guidance.  For this purpose, UNICEF Algeria Country Office requires an international, with expertise in Monitoring and Evaluation (M&E). The report writer will need to strongly adhere to UNICEF corporate guidelines for the writing of the report.

 

Work assignments, deliverables & payment schedule :

The main objective of the consultancy is to assist in the annual review process and produce a write up of the 2020 Algeria Country Office Annual Report (COAR), and to help the office finalise the RAM reporting inputs in line with the Global Guidelines for 2020 End-of-Year Country Office and Regional Office -MENARO- specific guidance/key dates. Working under the overall guidance of the Deputy Representative and direction of the M&E Officer, the consultant will also revise the COAR following feedback from MENARO.

The consultant is expected to participate in the annual review processes. Consult the colleagues in different sections and draft the COAR and review/edit the RAM inputs for the CO according to the style and content guidelines, seeking advice from the Management team and the Deputy Representative as appropriate.

Start date : 1 November 2020 End date : 31 January 2021

Payments will be based on deliverables within the contract period.

 

Official travel involved :

Teleworking.

 

 

Qualifications or specialized knowledge/experience required :

  • A minimum Masters Degree in Social Sciences or related subject especially with a focus on planning, monitoring and evaluation, demography, statistics ;
  • At least 7 years of work experience ;
  • Experience working in a M&E capacity or report writing capacity with UNICEF ;
  • Demonstrated excellence in high quality reports (writing sample to be provided) ;
  • Demonstrated experience of working with data, data interpretation and presentation ;
  • Ability to work under pressure, effectively coordinate staff and meet tight deadlines without supervision and compromising quality of work ;
  • Strong analytical and critical thinking skills.

Language Proficiency: Français and English.

 

Technical evaluation criteria and weight allocation between technical and price proposal :

The evaluation will be based on the following methodology :

  • Score for technical proposal : 80 points ;
  • Score for financial proposal : 20 points

 

Supervision :

  • Name of Supervisor: First line supervisor: Deputy Representative ;
  • Type of Supervision that will be provided (Please be as clear as possible.).

The Deputy Representative will supervise and provide the overall guidance to the consultant.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
