Job Description
The job holder participates to the functioning of the SCLC entity by performing the following activities:
– Work closely with the DUET counterpart to create the contracts dossier, Develop a clear definition of contractual responsibilities and discuss the agenda including:
- Validation of contracts strategy
- Negotiation and analysis of commercial bids
- Participation in recommendations to award
– Adapt standard and template documents to local conditions
– Provide professional advice and guidance to all contract owners/entities with respect to contractual matters
– Liaise with C&P Methods/planning/market and line Manager for reporting and statistics matters
– Keep informed or best practices in contracts procedures for improvement of contracts practices in NOC
– Use frame agreements FALTC signed by shareholders
The job holder executes the following contracts activities
– Prepare and maintain an up-to-date list of qualified contractors/suppliers/potential tenders/contracts with updated information in order to perform market studies; analyze and assess all possible answers from the market
– Participate to the validation of the contracts strategy through:
- Arranging and attending Contracts Committee Meetings
- Pre-qualifying bidders
- Defining target prices
- Defining criteria for evaluation
– Establish CFT commercial documents
- Prepare and send out the dossiers of pre-consultation and Standard or Complex invitations to bid
- Verify the alignment with HSE clauses, Company rules, Procedures, Instructions and applicable legislation when issuing all technical contracts and when drafting contractual and commercial terms and conditions
- Verify the Terms & Conditions (standard, general and financial)
- Compose contracts from standard contracts or without standard contract and create outline agreements
– Conduct the Terms & Conditions bid analysis and negotiation
– Conduct the commercial bid analysis and negotiation thereby creating a clear definition of responsibilities and documents together with the DUET
– Participate in recommendations to award through contracts Committees or DOA award validation and tracing of tender documents
– Participate in the signing of formal document after approval from authorities and partners and clarification of rights and obligations of both signing parties according to DOA
– Input all contracts/suppliers data/documents in the contracts and suppliers database
– Handover contracts to the contract Partners’ Entities
– Prepare files for the settlement of law suits in relation with the juridical, insurance and financial department
– Monitor on-going contracts status, participate to claims, amendments and contract renewal discussions and Review supplier’s performance with the Duet

Tools:
- Participate or ensure SAP deployment or upgrade regarding MM (link with Finance department, HQ…), facilitate the transition and the use of SAP for procurement matters
- Develop and implement materials optimization strategy using SAP
- Be responsible for the deployment of tools like e-Procurement tools ( e-Sourcing), Contracts (CONTIKI) management tools, Supplier management (SMT, ISDB) etc
- Ensure the training of SAP end users
- Take care of the implementation of SC tools and make sure of their efficient appropriation and use
- Act as the focal point for continuous optimization of all electronic tools / systems used
- Act as the front line contact and support for system development and all C&P tools
- Keep up to date with the evolution of new IS technologies and monitor potential impacts on C&P tools

Performance (KPIs, Reporting, Controls):
Monitor and communicate the set of local indicators for specific points in SC processes to improve performance
- Take care of the measurement of savings and losses, and OPEX/CAPEX costs reductions, their validation, consolidation and reporting
- Set up and standardize internal processes for the procurement planning and methods services section
- Define and implement a set of local indicators if needed
Planning Activities
– Ensure the preparation, analysis, send out and update of the master procurement planning in alignment with the budget and analyze synergies
Compliance Management
– Participate in main SC affiliate training sessions to ensure compliance of training with processes/procedures/rules
– Define, list and perform regular controls to ensure good use of SC tools
– Define, structure and implement all affiliate SC reference in accordance with local laws and regulations and company rules
– Ensure compliance of the C&P process with all internal company rules (including TOTAL Guide to conduct) and all applicable laws and regulation (JV rules, Country laws…)
– Ensure the good administration and filing of all C&P documents
H3SE responsibilities
– Set a personal example in adherence to affiliate’s HSE procedures. Be in constant alignment with H3SE Company rules, Procedures, Instructions and applicable legislation
– Raise awareness and provide guidance with regard to the execution of the HSE rules
– Assure themselves and the persons under their supervision of the safety of the work place to avoid danger to persons, installations and avoid impact to the environment
– Maintain the means for personal protection and safety emergency procedures
– Conduct regular inspections and report any incidents (Anomaly, unsafe acts, near miss, damage, spill, injury, etc…)
– Notify relevant staff on accidents, incidents and near-misses and initiating corrective actions
– Take the necessary measures to avert immediate threat of danger. Exercising caution as necessary to avoid danger to persons and installations

- Newly Producing subsidiary with exploration/appraisal/development phases on operated assets. Projects are predominately on LAPA (Production, Projects & Appraisal Drilling) and Foz do Amazonas (exploration drilling) (status as of 1/11/2017).

- The job holder works in a multidisciplinary contracts and purchasing environment (exploration, drilling, development, work in sea and land) in an international environment and in a local content environment all at once.
- Lack or untimely delivery of materials or services whatever its value may have important production and financial consequences.
- Logistical Constraints are to be expected especially in the Foreign Purchasing Areas. A good understanding of the local industrial background enables judicious choices for foreign or local purchasing.
- The job holder is responsible for setting C&P company strategy and ensuring that it is communicated effectively in TEPBR. In addition he/she ensures the overall provision of a proactive Contracts & Procurement services within the Company.
- The job holder should continually strive to challenge conventional contract administration processes, looking for a continuous improvement.
- Ability to manage processes that involve multiple stakeholders.
- Office currently based in Rio de Janeiro (as of 1/11/2017) with regular offshore and national onshore site visits when required
- Estimated (yearly average) TEPBR Operated production (2018) : 50 000 Barrels/day
