BACKGROUND

The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. The humanitarian crisis in Venezuela continues to intensify. Venezuelans face hyperinflation, which puts them out of reach of basic goods and services, including health care and food. A shortage of medical supplies means that it is difficult to diagnose and treat communicable diseases and sexual and reproductive health needs, among other services. The lack of food has resulted in hunger and malnutrition. From 2015-2018, over three million Venezuelans left to seek goods and services in primarily neighboring countries.

The IRC has responded to the crisis by supporting Venezuelans who cross the arc of the migration pattern, including Venezuela, Colombia, and Ecuador. In Venezuela, the IRC has been developing programs since 2018 through the support of local partners, having a presence in Caracas, Zulia, Barquisimeto and Valencia. The IRC works to strengthen the capacity of local partners to provide access to quality sexual and reproductive health services, nutrition, and Child Protection. In Colombia, the IRC works in the areas of health, protection, education, and multipurpose cash assistance in Cucuta, Medellin, Cundinamarca, and Norte de Santander, with funding through various donor, including OFDA/USAID, ECHO, SIDA, GFFO, among others. Ecuador is IRC’s most recent program intervention which will be done through local partners in the areas of sexual and reproductive health and protection for women and children.

JOB OVERVIEW:

Based in Bogotá with occasional travel to IRC´s Field Offices in Colombia, Ecuador and Venezuela, the Partnership Manager (PM) will work in the grants unit to feed into the strategic objective of working with partners. The PM will support IRC in overseeing the management, coordination, and key risk control elements of IRC’s sub-awards portfolio, to ensure a high level of risk management and compliance in strong, high quality partnerships that deliver timely and effective assistance. Along with the Senior Grants and Partnership Coordinator, the PM will oversee all steps in the sub-award management lifecycle and is a key contributor to overall project cycle management

Responsibilities:

Partnership Agreement Management:

  • Support the management of pre-award responsibilities by the Senior Grants and Partnership Coordinator (SGPC) including partner identification, partner vetting and pre-award assessments in line with IRC’s Partnership Management System (PEERS) requirements.
  • Assist the SGPC into develop and consolidate information from partners on their narrative proposals and budget.
  • Incorporates inputs after internal review of the partner’s proposal and agreement to ensure compliance under the guidance of the Senior Grants and Partnership Coordinator.
  • Assist in the draft and follow up on partners agreement with coordination with all internal relevant units and compliance unit in HQ, including completing the OTIS flow.

Sub-Award Management:

  • Maintain accurate and up to date records for all sub-awards in line with PEERS and IRC Finance policy requirements.
  • Support the implementation of the PEERS system across all areas of sub-award management including the pre-award assessment finalization, partner budget review, contracting tool selection, assist in the preparation of all sub-award agreements package and sub-award review through OTIS, subsequence sub-award amendments and help ensure specific donor requirements are captured in sub-award agreements.
  • Assist coordinating Sub-Grants Opening Meeting for Partners and ensure sub-grants agreement terms and conditions are well understood by the sub-grantees before signing and arrange for the initial financial reporting training to the sub-grantees where necessary.
  • Liaise with finance to achieve timely funds transfers and proper financial follow up and support for partners.
  • Follow-up sub-awards monitoring schedule per Partnership Assessment result and ensure both programmatic and compliance monitoring visits happened in coordination with responsible program coordinators.
  • Assist in the coordination of sub-awards close-out activities including arranging meeting with the Partner Organizations in close coordination with IRC internal relevant program staff per PEERS guidelines
  • Coordinate efforts with  the involvement of the Sub-Grants Unit in grants opening meetings, grant review meetings and grant closing meetings to share sub-award spending and share key monitoring information and learning are documented, and updates on partners/sub-grants are communicated in a timely and professional manner to appropriate stakeholders.

Partner Support and Capacity Sharing

  • Collaborate with other IRC departments (Supply Chain, Finance, HR, and Programs to support the partner) and identify opportunities for IRC to support partner capacity strengthening efforts.
  • Support IRC’s role in the delivery of capacity strengthening plans for partners in close coordination with the Partnerships Coordinator.
  • Take forward initiatives to enhance local partnerships. In consultation with senior management and program staff, support further development of local partner capacity development, approaches and processes.
  • Provide training and capacity building to partners and IRC staff on PEERS implementation and donor rules and regulations where relevant.
  • Promote Effective Partnerships

Implement best practices and clear roles and responsibilities for:

  • Systematic partner feedback on IRC’s management of the partnership relationship, as well as appropriate action in response to the feedback.
  • Partner engagement in program development.
  • Partner identification efforts.
  • Promoting a culture of partnerships adhering to the principles of equality, transparency, responsibility, result oriented and complementarity.

Documentation and Reporting:

  • Ensure that comprehensive electronic and physical files for partnerships are maintained.
  • Oversee and work with other partnership staff to review monthly internal reports and support the drafting and compilation of partner reports into overall donor reports.
  • Provide inputs to donor proposals and reports.
  • Draft informational documents about IRC´s programming approach and partnership models.

Profil

 

  • Bachelor’s degree in relevant discipline: Economics/ Business Administration/ International Relations/, Master’s degree a plus.
  • Demonstrated successful experience working with partners and/or grants management.
  • Demonstrable understanding of project planning and management cycles, and strong program design skills.
  • Highly organized, close attention to detail, and ability to effectively prioritize tasks in a fluid environment.
  • Professional fluency in spoken and written English; able to communicate concisely and with impact.
  • Strong computer skills.

Language Preference

  • Excellent written and verbal communication skills in English and Spanish
