UN Women is migrating and implementing Oracle cloud ERP from the current legacy Peoplesoft application, in partnership with other UN agencies in a joint inter-agency project.

The consultant will lead and execute the Project Communications, Training and ERP Change Management activities throughout various phases of the project implementation in close coordination with internal relevant stakeholders including the UN Women internal Organizational Change Management team and with the counterparts in the inter-agency project team.

 

Communication:

  • Develop communication strategies and materials to build awareness and support across key internal and external stakeholders, articulating in a clear manner the project’s scope, objectives and anticipated results and how it relates of UN Women business operations and activities including the wider UN Women change management efforts.
  • Design and implementation, in close coordination with the technical team, of the communication strategy to build awareness of the project and its activities.
  • Plans, develops and produces various information/ communication tools, including the project intranet, newsletters, flyers and audio-visual materials, to improve the visibility of the project.

Training:

  • Develop training strategies to support the preparation of the Agency in the use of the new solutions, as well as coordinate the preparation of all the training documentation and support materials/modalities in as far as they are not provided by the UNDP training / change management team.
  • Strengthen and maintain professional relationships with key internal and external stakeholders and constituencies, donors, and UN peers to gain support for project activities and to maximize the impact of stakeholder participation.
  • Conduct a series of Training Needs Assessments (TNA) to determine where and what skill gaps are to be addressed ahead of the go-live of individual modules / systems. Adjust own training support accordingly and if needed support the ERP Programme Management in changing the EPR project accordingly.

Change and organizational alignment:

  • Conduct a Change Impact Assessment (CIA) together with relevant business owners to determine change impacts of different ERP modules and sequencing of their rollout. Liaise with the organizational change management function on how to address the findings holistically.
  • Ahead of key project milestones, assist the overall UN Women Project Management in designing, leading and analyzing ERP transition related Change Readiness Assessments (CRA) as per industry best practice. As part of the CRA, highlight key risks for the project implementation.
  • Ensure (through direct execution and the use of team and external resources) that the business solutions within the scope of the project are in alignment with the agency’s Policy, Procedure and Guidance Framework (PPG) and Internal Control Framework (ICF) and ensure the PPG and ICF remains updated to reflect the deployed solutions.Capture lessons learned and contribute to continuous improvement.
  • For each phase of the project conduct a Change Adoption Assessment (CAA) supplemented if need be, by further Training Needs Assessments (TNA) and support the project management and business owners in adjusting course as needed.

Any other duties as assigned by the Head of Project Team.

Required Qualifications, Experience and skills:

  • Advanced university degree in journalism, communications, public relations, business administration or related field.
  • A university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree or professional qualification.
  • Five years of relevant professional experience including professional exposure to IT Projects and new technologies implementation.
  • A high level of demonstrated experience and expertise in the development and successful roll out of business transformation and IT systems.
  • Demonstrated experience in successful ICT Systems Rollout / Change Over / Migration Projects
  • Demonstrated experience in communication and training design and delivery.
  • Excellent command of written and spoken English, should demonstrate fluency in both oral and writing communications.
  • Knowledge of the administrative systems utilized by the United Nations.
  • Certification as a Project Management Professional (PMP) or equivalent an advantage.
  • Previous experience with UN entities in ICT projects an advantage.

Language:

  • Fluency in oral and written English is required.
  • Knowledge of French and/or Spanish is an asset. Working knowledge of another UN official language is an asset.
