  1. The Government of Angola has received financing from the African Development Bank towards the cost of the Energy Sector Efficiency and Expansion Program – Phase 01, and intends to apply part of the proceeds toward payments under contract(s) for the Engineering Procurement and Construction for Secondary Network Regularization and Supply and Installation of 1,260,000 Pre-Paid Meters – (allocated over Four (4) Lots). Applications are invited for one or more Lots.
  1. The Empresa Nacional de Distribuição de Energia (ENDE) intends to prequalify contractors for :
  • Lot 1: Contractor (EPC) for Secondary Network Regularization and Supply and Installation of 319,404 Pre-Paid Meters in Customers of the Distribution Centers 01 and 02 of Luanda Region, Luanda, Lunda Norte, Lunda Sul, Moxico and East region.

Distribution Center 1 covers the areas of Municipality of Luanda (Districts of Ingombota, Maianga and Rangel).

Distribution Center 2 covers the areas of Municipality of Cacuaco (Districts of Cacuaco Vila Sede, Mulenvo de Baixo, Kicolo, Sequele, and Communes of Funda), Municipality of Cazenga (Districts Cazenga, Hoji Ya Henda, Calawenda, Tala Hady, 11 de Novembro and Kimakieza), Municipality of Luanda (District of Sambizanga).

  • Lot 2: Contractor (EPC) for Secondary Network Regularization and Supply and Installation of 304,921 Pre-Paid Meters in Customers of the Distribution Center 03 of Luanda Region and in Luanda.

Distribution Center 3 covers the areas of Municipality of Belas (Distrricts of Ramiros, Cabolombo, Kilamba, Zona Verde, Morro dos Veados), Municipality of Kilamba Kiaxi (Districts of Palanca, Sapú, Nova Vida, Golfe) Municipality of Talatona (Districts of Talatona, Benfica, Futungo, Lar do Patriota, Camama, Cidade Universitária and Mussulo).

  • Lot 3: Contractor (EPC) for Secondary Network Regularization and Supply and Installation of 332,089 Pre-Paid Meters in Customers of the Distribution Center 04 of the Luanda Region, in Luanda, Benguela, Bié, Cuanza-Sul, Huambo and in the Center Region.

Distribution Center 4 covers Municipality of Viana (Districts: Viana Vila Sede, Vila Flor, Baía, Kikuxi, Estalagem, Zango, and Communes of Calumbo), Municipality of Quiçama (Communes of Muxima, Cabo Ledo, Quixinge, Mumbomdo, Demba, Chio), Municipality of Icolo and Bengo (Communes of Bom Jesus, Cassoneca, Quiminha, Caculo Cahango).

  • Lot 4: Contractor (EPC) for Secondary Network Regularization and Supply and Installation of 303,586 Pre-Paid Meters in Customers in Bengo, Cabinda, Cuanza Norte, Malange, Uige, Zaire, Cuando Cubango, Cunene, Huíla, Namibe and in the North and South Regions.
  1. It is expected that the Request for Bids will be made in September 2021
  1. Prequalification will be conducted through the procedures as specified in the African Development Bank’s Procurement Framework, dated 2015 (“Procurement Framework”), and is open to all eligible Applicants as defined in the Procurement Framework.
  1. Interested eligible Applicants may obtain further information from ENDE at the address below during office hours (from 8:00 to 15:00 hours) A complete set of prequalification documents in English may be obtained by interested Applicants on the submission of a written application (or via email) to the address below. The document will be sent by email.
  1. Applications for prequalification (if delivered physically) should be submitted in clearly marked envelopes and delivered to the address below by 14:30 on 21 July 2021. Procedures for submission via email are indicated in the Pre-Qualification Document. Late applications may be rejected.
