The Government of Angola has received financing from the African Development Bank (AfDB) toward the cost of the Energy Sector Efficiency and Expansion Programme Phase I (ESEEP-I), and intends to apply part of the agreed amount for this loan, to payments under the contract with a consultancy firm for the provision of audit services for the component 01, 02, 03 and 04 of the project.
The objectives of the programme are:
- Expand the Angolan national grid to South;
- Reduce the diesel generation costs in the Southern Region;
- Allow electrification of the communities;
- Promote the electrification of the mining projects in Southern areas;
- Allow renewable energy projects and integration on the grid;
- Reduce non-technical losses in the distribution network;
- Increase revenue collection, minimize energy theft and fraud; and
- Strengthen financial sustainability of the electricity sector value chain.
The services included under this project are to: (a) conduct the audit of the programme in accordance with International Standards on Auditing, or national auditing standards where applicable; (b) verify that the Project funds have been used for their intended purposes and in accordance with the provisions of the Financing Agreement(s); (c) report on the financial statements and communicate as required by auditing standards in accordance with the auditors findings; and (d) provide an independent professional opinion on the financial position of the Project.
The duration of the contract will be 36 (thirty six) months (2021-2024).
Rede Nacional de Transporte de Electricidade (RNT-E.P.) and Empresa Nacional de Distribuição de Electricidade (ENDE-E.P.) now invite consultant firms to indicate their interest in providing these services. Interested companies must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultant firms may constitute joint-ventures to enhance their chances of qualification.
A Consultant will be selected in accordance with the Least Cost Selection Method. The criteria and procedure for shortlisting shall be in accordance with the African Development Bank’s “Procurement Framework” dated 2015, which is available on the Bank’s website at http://www.afdb.org

Expressions of interest must be delivered in hard copy or emailed to the address below by 12 August 2021, 3:30 pm (local time) and mention “Consultancy for Provision of Financial External Audit Services”.
