RECRUITMENT OF PROJECT FINANCIAL MANAGEMENT SPECIALIST
ANGOLA
ENERGY SECTOR EFFICIENCY AND EXPANSION PROGRAMME (ESEEP) PHASE I
The Government of Angola has received financing from the African Development Bank (AfDB) toward the cost of the Energy Sector Efficiency and Expansion Programme Phase I (ESEEP-I), and intends to apply part of the agreed amount for this loan, to payments under the contract with an Individual consultant for the position of a Financial Management Specialist. The services included under this Project are: the provision of advice and preparation of documents.
The key specific tasks will include, but not limited to:
- Prepare the financial management aspect of the Project Implementation Manual and/or the updating thereof in line with the project appraisal report and Loan Agreement;
- Maintain proper systems of accounting and ensure all financial transactions are recorded and maintained in line with approved accounting standards and in accordance with Angolan legislation, Government regulations and AfDB accounting and financial procedures;
- Ensure that the Financial Procedures Manual is applied to all financial transactions and that the manual is updated on a regular basis. This manual will indicate inter alia, approval procedures and signing off thresholds for the release of funds;
- Maintain books of accounts for consistency with Angolan accounting standards, project description and cost tables;
- Ensure that all accounting records and bank accounts are up-to-date using software acceptable to the AfDB;
- Prepare monthly bank reconciliations for all bank accounts;
- Prepare withdrawal applications: direct payments, replenishments of special accounts;
- Establish/enhance systems of internal control (goods, civil works, services, fixed assets);
- Prepare cash flow forecasts in consultation with the RNT PIU Project Coordinator and the RNT PIU Financial Section Lead;
- Prepare quarterly reports which should include comparisons between budgeted and actual expenditures, expected receipts against actual, and annual financial statements for management monitoring purposes as well as reporting to RNT PIU and providing explanations on material variance in accordance with agreed timetables;
- Follow up and ensure co-financing from counterpart funds is available for the Project;
- Ensure compliance with operating procedures of Government and the AfDB, e.g. procurement, disbursements, special accounts, state-owned enterprise (SOE), special commitments, etc.;
- Prepare quarterly, annual and periodic project financial statements in line with audit requirements for the Project for each financial year ending on 31 December in readiness for the AfDB audit with timely submission;
- Liaise with the external and internal auditors to ensure the conduct of annual audits on a timely basis and following up any audit queries/management letters;
- Establish/enhance internal control systems and ensure strict adherence to all areas of the project operation;
- Comply with AfDB requirements in the processing of funds for project activities (including advance payments and payments to service providers);
- In coordination with the PIU Project Coordinator, monitor progress of work done versus paid (S curve) in conjunction with the other ministries and departments or entities responsible for the Project;
- Monitor performance against agreed financial performance indicators in conjunction with the RNT PIU Project Coordinator and the RNT PIU Finance Section Lead;
- Ensure organized records and completed financial transactions;
- Train RNT PIU Financial Management staff on general financial management as well as project specific financial management.
The Candidate for the Project Financial Management Specialist position should have:
- Bachelor’s degree in Accounting or Financial Management and a professional accounting qualification from a professional body is highly desirable;
- Qualified Professional Accountant and Specialization in Finance function, and experience in budgeting and Finance monitoring of projects.
- General post-graduation and work experience of at least ten (10) years, of which five (5) years’ experience must be in a financial department in the public or private sector;
- Specific experience as accountant, familiarity and experience in AfDB or other International Financing Agencies’ disbursement practices and procedures including those applicable to the Financial Management System or documented previous experience in similar assignments is highly desirable;
- Excellent computer skills in Office tools;
- Knowledge of financial management software is desirable;
- Working experience in Sub-Saharan countries, working experience in the Community of Portuguese Language Countries (CPLP), specifically in Angola is highly desirable;
- Working knowledge of Portuguese and English is a requirement.
The duration of the services will be twenty-four (24) months. Eligibility criteria, establishment of the shortlist and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy and Methodology for Bank Group Funded Operations” dated 2015, which is available on the Bank’s website at http://www.afdb.org.
