The MENTOR Initiative is one of the world’s leading non-profit organisation dedicated to the control of malaria and other vector borne diseases in emergency settings, operating across countries in west, central, and eastern Africa, the Middle East and South America. The organisation directly delivers large scale disease control interventions to the most vulnerable communities caught up in emergencies, and in parallel, also works to build the technical and operational capacity of local and international partners on the ground, to incorporate medium- and long-term disease control systems into their operations and country strategy

MENTOR has been present in Angola since 2002, working with the National Malaria Control Programme to reduce the burden of malaria and other tropical diseases in partnership with the Ministry of Health in the provinces of Bengo, Bié, Cuando Cubango, Cuanza Sul, Cuanza Norte, Benguela, Cunene, Huila, Huambo, Uíge and Zaire.

Scope

The Monitoring and Evaluation (M&E) Coordinator will focus on the development, improvement and implementation of M&E systems for all NTD programmes supported by MENTOR, concentrating on the definition and implementation of good practices, operational research and reporting tools and templates.

Ensure that M&E systems comply with the national and donor health information system and international standards. The coordinator will train all M&E officers/data managers to ensure that data is collected in compliance with all donor requirements, and will ensure its technical management. M&E will also collaborate in writing reports for the programme’s donors, piloting M&E tools and submitting articles for publication.

The responsibilities of this position are described below

Data collection and M&E systems

  • Support project coordinators in integrating M&E systems during programme design and implementation
  • Support MENTOR project coordinators in developing and/or maintaining and improving the collection of quantitative and qualitative data in order to draw up reports on the project’s production and results indicators.
  • Strengthen internal and external capacities by training programme and M&E staff on the logical framework, data management, data analysis and results-oriented programme strategies.
  • Strengthen staff capacities in programming, monitoring and evaluation methods and principles, data management, data presentation, monitoring and evaluation tools, report writing techniques and relevant donor requirements.
  • Support MINSA’s partners in setting up and managing M&E systems, including training and capacity building for staff in M&E tools such as DHIS2
  • Lead and support the design, development, piloting and implementation of DHIS2-based systems adapted to the needs of the programme and in line with local needs and existing systems
  • Maintaining an up-to-date knowledge of international M&E best practices, implementing pilot activities for new tools if necessary, and documenting lessons learnt from piloting to support the decision-making process for expansion

Research and report writing

  • Improving operational reporting models and programmes that facilitate the acquisition and aggregation of information
  • Assisting the Country Director and Programme Manager at headquarters in coordinating the compilation and dissemination of quarterly and annual reports to donors
  • Promote operational research as far as possible
  • Writing and submitting articles for publication that can promote knowledge of the work and contribute to the international literature on health/M&E/capacity development programmes in Angola
  • Collaborate with headquarters staff to develop internal publications that can be shared on the MENTOR website, with donors and partners

HR

  • Actively support the National Director in selecting and evaluating the monitoring team
  • Line management of data managers and M&E officers, including annual performance appraisals and supervision of the M&E team

Support programme planning

  • In coordination with the national director, the project coordinators, provide advice and information on programme planning, particularly with regard to monitoring and evaluation aspects.
  • Analysing the methodologies and results of programmes, providing advice and recommendations for possible changes
  • Participating in the design and drafting of programmes, especially with regard to the M&E system in the design phase of new programmes/proposals;

Others

  • Participate in exploratory missions in accordance with the requirements of the Country Director and agreed with the Programme Manager for Angola based at headquarters.
  • Occasionally and as requested, work with the MENTOR at organisational level to share best practice across the organisation.
  • Any other tasks that may be assigned by the National Director
  • As MENTOR works in a constantly changing humanitarian aid environment, reasonable specific tasks may be requested that do not fit the above job description, but which help to promote the aims and objectives of all programmes.

Expériences / Formation

Education (Qualifications):

  • Essential: University degree in computer engineering, statistics, public health, epidemiology, maths or information systems-related field.
  • Desirable: University degree in Health Sciences. Advanced training in data management and analysis.

Experience:

  • Essential: At least two years of professional experience in DHIS2. Expertise in developing DHIS2 projects. Expertise in Excel software and hardware and KoboCollect/ODK/ etc.
  • Essential: Proven experience in the area of monitoring, database creation; collecting, managing, analysing and interpreting data on various platforms and information sources. Experience in consolidating and writing reports to donors.
  • Essential: Experience in planning, implementing, monitoring and evaluating and supervising programmes at national, provincial, municipal or community level.
  • Essential: Relevant experience in relevant non-governmental or humanitarian organisations.
  • Desirable: Notions of Public Health and Epidemiology.
  • Desirable: Experience in working with Neglected Tropical Disease projects.
  • Desirable: Proficiency in PowerBI will be considered an asset.

Languages:

Essential: Fluent in Portuguese (written and spoken) and English.
