PNUD recrute deux (2) Consultants Local sur l’audit financier et de conformité pour la chambre d’audit, Yerevan, ARMENIE

 

 

UNDP Armenia Modern Parliament for a Modern Armenia (MAP) Project is designed to strengthen the National Assembly of the Republic of Armenia (hereinafter NA) in its new and fundamentally enhanced role within the governance system in carrying out key functions of law-making, oversight, and representation. With a long-term goal of enhancing the overall effectiveness of the NA as a policy-making institution, the project is designed to support the newly elected NA to take the advantage of the modern governance tools and mechanisms that are focusing on improved quality, transparency and inclusiveness of parliamentary operations and enhanced parliamentary capacity for gender-responsive policymaking.

The MAP Project is designed to provide support to all the parliamentary independent scrutiny bodies (parliamentary watchdogs) in performing its duty in terms of strengthened oversight. The Project is providing support to the Audit Chamber in performing its oversight in terms of analysis and narrow professional fields to add to the capacities of the Chamber and in close cooperation with the NA Committee on Finance.

 

 

The consultants will act under the overall supervision of UNDP MAP Project CTA, Associate Project Coordinator. The Audit Consultant(s) will provide auditing services: research and analyses for the Audit Chamber of the Republic of Armenia (the Audit Chamber). Under the overall supervision of the UNDP MAP Project team the Audit Consultant(s) will undertake the following tasks:

  • consultancy on financial and compliance audit based on advanced international practice in line with the RA Law on the Audit Chamber as well as adopted audit methodologies with consideration of the corresponding document on audit topics verified by the Audit Chamber,
  • consultancy to the audit teams which conduct financial and compliance audit engagements,
  • support in drafting and summarizing quarterly audit reports (current conclusions) for each engagement,
  • prepare and conduct training for the Audit Chamber staff/assigned team/and or department

The consultant(s) will be expected to offer the Audit Chamber, NA standing committees, parliamentary secretariat and the UNDP MAP Project team impartial advice, regardless of any personal or professional interest, and should avoid being seen to favour a viewpoint when dealing with contentious issues.

All consultancy outputs will be quality reviewed and approved by UNDP MAP Project CTA for Inclusive Political Processes, in consultation with the Audit Chamber.

Note: for each single specific call-offs, the respective detailed ToR with specified outputs and applicable number of working days will follow in line with the main scope of works of this assignment.

Education: 

  • An advanced Degree in Finance, Accounting, Audit, specialization in public finance, public audit

Experience

  • at least 7 years of work experience in auditing, financial management and consultancy,
  • at least 5 years of experience in financial and compliance auditing as a team leader
  • at least 2 successfully implemented financial and compliance audit engagements in public sector,
  • experience of working in international assignments is an asset,
  • audit license or the ACCA certification is a plus,
  • proven professional experience in reports in compliance with the RA Law on Audit and following through with the approval process,
  • demonstrate a well-established expertise in the fields of the Armenian audit and legislation,
  • demonstrate a strong understanding of how legislation is drafted,
  • be able to advise on the effects of legislation clearly and concisely, setting provisions in their legal and constitutional contexts,
  • be incisive, articulate, and able to draft quickly and clearly for both a specialist and a non-specialist audience.

Language Skills:

  • Fluency in Armenian and English is required (written and oral)

 

CANDIDATES WILL BE EVALUATED BASED ON THE FOLLOWING METHODOLOGY:

Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants’ technical qualifications, experience and financial proposal.The contract will be awarded to the individual consultant whose offer has been evaluated and determined as technically responsive/compliant/acceptable to the requirements of the ToR and received the highest cumulative (technical and financial) score out of below defined technical and financial criteria.

Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for financial evaluation.

Technical Criteria – 70% of total evaluation – max. 70 points

Financial Criteria – 30% of total evaluation – max. 30 points.
