Mission Context
The French Red Cross (FRC) is operating in Northern Iraq since 2013 in Dohuk, Ninewa and Erbil governorates, and have recently extended to Baghdad and other regions of Federal IraqFocused first on the influx of Syrian refugees, then on the IDP crisis – installed among host communities in Northern Iraq – and the challenging displacements and returns of population, the FRC provides in Iraq assistance to the beneficiaries in the most need. With its partner, the Iraqi Red Crescent Society (IRCS), the FRC responded to the first wave of families displaced from Mosul in October 2016 and is currently operating programs in health, WASH, and Livelihoods.
In order to pursue its humanitarian assistance in Iraq in 2021, the FRC continues its efforts to support recovery assistance for Syrian refugees, Iraqi IDPs, returnees and most vulnerable communities.
The French Red Cross Iraqi Delegation currently employs about 35 national staffs and 5 international staffs.
- Continuous development of the FRC strategy in Iraq in synergy with the Iraqi Red Crescent Society (IRCS) & with the RCRC Movement Partners present in the country;
- Joint FRC/IRCS emergency response for new waves of displacement and/or returnees induced by the ongoing conflict or for poorly-covered vulnerable population in Dohuk and Ninewa governorates;
- Provision of livelihoods and sustainable WaSH facilities & services for the IDP in camps/out of camps.
- Covid-19 hygiene activities in Iraqi Kurdistan and Federal Iraq
Responsabilities
Role
Under the supervision of the head of delegation, you will be responsible for securing logistical performance and coordination at mission level in order to provide programs with optimum support.
Responsibilities
- Logistics Coordination : You coordinate the logistics activities for the FRC areas of intervention by being in support and close collaboration with project staff and support staff. You ensure development of efficient logistics processes and communication channels within the FRC delegation, optimizing the department and resources.
- Human Resources Management : You ensure the logistics department is adequately staffed to support the mission’s projects, and ensure that all logistics staff are adequately trained. You manage logistics staff and provide technical support to other management / coordination staff as well as to partners (IRCS).
- Procurement Management : You ensure the overall quality of the supply chain process, in accordance with FRC and donor procurement guidelines and liaise with IRCS as required on procurement procedures
- Stock & IT management : You ensure proper warehousing, stock management, and control systems, including documentation and reporting. You supervise the smooth running of IT equipment and the safety of computers & data by ensuring proper and regular back up, antivirus and updates
- Fleet Management & Transports : You coordinate vehicle movements and ensure an appropriate service contract with drivers. You handle transport contracts negotiation with drivers and follow up. You supervise the import and export of international freight in coordination with FRC HQ
- Management of Property and Equipment : You follow up on the maintenance and management of premises, including offices and warehouses used by FRCs. You ensure that the FRC property, means of communication, and other equipment are purchased, used, replaced, and disposed in accordance with the FRC and donors’ policies and procedures.
- Security Management : You ensure the application of the security rules & procedures within the delegation. You ensure the implementation of the emergency procedures.
- Capitalization & reporting : You are in charge of ensuring the capitalization of all experiences; projects developed by the logistics team in direct collaboration with the logistics advisor. Ensure the adequate weekly, monthly, and specific donors reporting depending on the request from the head of delegation or the logistics advisor.

Expériences / Formation
Education & experience
- Bachelor degree in logistics (preferred)
- Minimum 2 years’ similar experience in the field with an international NGO
- 3 years’ experience in managing humanitarian logistics, supply chain and security management
- Experience managing national staff
- Strong computer and communication equipment skills, including Microsoft Office applications
- Experience in providing (remote) technical advice in a broad range of logistics areas, including fleet management and supply chain.
- Strong experience in managing medium and large scale procurements, including previous experience managing tenders
- A thorough understanding of donor rules and regulations (UN, EU…).
- Previous field experience with FRC or within the Red Cross Red Crescent Movement is astrong asset
- Experience in Middle East context is an asset
- Strong interpersonal and intercultural skills
- Ability to work under high pressure and without constant supervision
- Able to create a team work environment. Comfortable and flexible in human relations
- Rigor, flexibility and adaptability
- English mandatory (oral and written), Arabic and / or French would be an asset
