Solidarités International (SI) is a well-recognized emergency humanitarian actor operating in Iraq since 2017 with strong expertise in WASH sector providing support to most vulnerable population affected by displacement and conflict. The organisation has a continuous presence in Mosul areas (including the suburb Muhallabiyah), Sinjar, Baaj and in refugee camps in Dohuk governorate (Bardarash camp).
The organization is one of the main WASH actors in the country (notably in Ninewa plain and KRI), specializing in:
- water supply and sanitation facilities rehabilitation, operation, and maintenance;
- distribution of hygiene items at the individual and household level;
- provision of hygiene awareness and promotion sessions in camps, schools, and households.
The mission is composed of one Coordination office in Erbil (7 expatriates and 8 national staffs), one operational base in Mosul (1 expatriate and 23 national staffs) and a newly opened sub office in Sinjar (1 expatriate and 12 national staffs) and a second operational base in Bardarash (1 expatriate and 15 national staffs).
Regarding the evolution of the context, the mission will aim at keeping an early recovery WaSH component with ongoing research for development of new areas in line with the shift of context that entail wave of return movements to newly secured area after camp closure. Simultaneously, as some camp will remain, being a key actor in wash in camps and informal settlements is a process already launched through the consortia funded by ECHO and IHF.
General objectives:
- Coordinate the mission’s logistical activities in order to ensure that the programs run smoothly. Includes, but not limited to the following: supply management; vehicle fleet management; equipment / telecommunications management; computer equipment management and monitoring; stock management
- Ensure the logistics process and procedures are implemented as per SI rules
- Manage the Logistics team in capital and be support/technical link for Logistics staff in the bases
- Conduct Training/capacity building sessions for logistics team
- Prepare the logistics budget for upcoming grants in coordination with Admin/Finance department.
- Participate and contribute to mission strategy in terms of logistics, security and access
- Responsible for carrying reporting, and knowledge / experience sharing and capitalization activities. Includes, but not limited to the following: monthly logistics reports, proposals and donor financial reports, procurement files, coordination meetings.
The main challenges:
- Access challenges for staff and goods transportation to the field in an evolving context with volatile administrative access
- Limited HR resources on the field within Logistics team
- Logistics budget limitations as a result of decreased donor interest in funding emergency programming in Iraq
- Ad hoc collaboration with SI Syria mission in Erbil / KRI
Priorities for the 2/3 first months:
- Creation of pre-qualified list of contractors for WASH rehabilitation and construction works
- Possible base opening in Southern Governorates of Iraq
- Market assessment and supply environment analysis in new areas of implementation
- Access strategy and security procedures implementation in new areas of operation
- Continuation of accurate Logistics KPI measuring and reporting
- Conduct monthly spot-checks of mission’s digital and physical archives
- Asses the results of purchase files spot-checks of the last six months and take a decision regarding increase of validation thresholds at base level in coordination with HQ Logistics team, Admin and Field Coordinators.
Management:
Logistics team includes:
- Erbil: 1 Deputy log co (direct line manager) and 1 Logistics Assistant, 1 purchase officer, 3 drivers for coordination office
- Mosul: 1 Base Logistics Responsible (Technical Link) and 1 Logistics Officer, 7 drivers
- Sinjar: 1 Logistics Officer (Line managed by Field Coordinator), 3 drivers
- Bardarash: 1 Logistics Assistant (Technical Link) and Two drivers
Budget:
- Expected budget 2021: 3M USD (ECHO, IHF, PRM, CDCS)
Specific skills and experience:
- Post-graduate in relevant field with at least 4 years’ experiences as humanitarian worker
- Previous experience as Logistics Coordinator (1 mission) is a strong asset
- Knowledge of SI logistic procedures is an asset
- Knowledge of IT and Network systems
- Capacity to define base logistic sizing (operational and security aspects)
- Access strategy definition
- Security procedures in volatile context definition/implementation

A salaried post: According to experience, starting from 2400 euros gross per month (+ 10% annual leave allowance paid monthly i.e. 2640 euros gross per month) and valorization according to experience (+100€/year of humanitarian experience on an equivalent position and +50€/year of humanitarian experience on a non-equivalent position) and a monthly Per Diem of 750 USD
SI also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.
Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months. For a one-year assignment, the expatriate will have a 7 working days break at 3, 6 and 9 months (with 850 USD allocated by Solidarités).
To these break periods, it is necessary to add the granting of one additional rest day per month worked, i.e. 12 days in addition for a one-year contract.
Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
LIVING CONDITIONS:
In Erbil, there are good security and living conditions.
Expats live in a fully equipped guest house located in Ankawa neighborhoods, 5 to 10 minutes from the office by walk. It is possible to walk around the neighborhood and there are many shops and restaurants. There are parks in the city where you can walk or go running, and many malls and shops which sell a very large variety of goods.
Expats can face street or taxi driver harassment. It is recommended that expats do not walk alone late at night or take unknown taxis on their own.
SI works in Mosul and Bardarash city, is volatile, but relatively stable day-to-day. With the expansion to other areas as Sinjar or South of Iraq (mainly Bagdad) there are security rules more adapted to the volatile context.
Due to access constraints and current COVID restrictions, movements outside of KRI are limited.
