As a Human Resources Manager – Recruitment and in collaboration with the HR Director, you will lead and assess quality recruitment for Lebanon Country Program, ensuring compliance with IRC’s Global Human Resources Operating Policies and Procedures (GHROPP).

You will be responsible for finding the most proficient candidates, who believe in IRC’s mission, fulfilling IRC’s current and future needs. You will be guiding candidates through our hiring process and connecting them to opportunities to work at IRC. This person is creative and driven, with an interpersonal savvy that allows development of lasting relationships with both candidates and hiring managers.

From generating a talent pipeline and rosters to maintaining a successful offer acceptance rate, you will handle the recruitment process for Lebanon Country Program hires. By demonstrating knowledge of our program hiring needs and search requirements, you will effectively match candidates with the roles in which they will be most successful.

Major Responsibilities: As the recruitment lead, your main role will be steering a full-cycle recruitment process and directly recruit positions; develop candidate rosters, employ sourcing strategies, actively network and use innovative and creative recruiting methods to hire the best talent.

Quality Monitoring & Assurance

  • Track and report recruiting metrics on a weekly and monthly basis
  • Provide input into the Human Resources master metrics sheet
  • Support finance with recruitment monthly expenses and budgets
  • Ensure Recruitment files are auditable at any time with proper documentations

HR Strategy and Planning

  • Update and adapt current recruiting procedures and create innovative methods
  • Coordinate with unit/program managers to forecast future hiring needs
  • Improve IRC employer brand and introduce it as employer of choice
  • Make sure inclusion and diversity are at heart of any recruiting process
  • Stay abreast on labor legislation and update processes as needed
  • Participate in recruitment for country program scale-up, proposal staffing, emergency response and other staffing needs as they arise
  • Handle International Individual Consultant recruitment and collaborate with key partners
  • Drive the Temporary Transfer Assignments (TTA) recruitment process
  • Co-Lead implementation of IRC’s Global HR Policies and Procedures

Recruitment Leadership and Management

  • Lead and mentor the recruitment team, communicate clear expectations and set performance objectives
  • Provide regular feedback and lead annual performance reviews
  • Build the capacity of field HR focal people and support them in all recruitment matters
  • Orient hiring managers through regular training and feedback sessions on policies, interviewing skills and approaches to meeting staffing demands within the country program

Communication & Networking

  • Create and maintain a solid relationship with key global and local partners internally and externally, field and regional teams, senior leadership team, partners, universities, peer agencies, and private sector
  • Approach and guide potential internal candidates on any new opportunity if suitable
  • Share new vacancies internally through “Opportunity knocks”
  • Maintain a healthy and empowering office environment that encourages open, honest and productive communication among IRC staff
  • Communicate frequently and regularly on recruitment requirements and changes
  • Brief and induct new joiners about IRC Recruitment process

Key Working Relationships:

Position Reports to: Human Resources Director
Position directly supervises: Human Resources Officer – Recruitment
Indirect Reporting: Regional Recruitment Coordinator
Other Internal and/or external contacts:
           Internal: All IRC staff
External: other NGOs and universities

 

Profil

 

  • Bachelor’s degree in Human Resources Management, Industrial Psychology, Business Administration, or any relevant field. Master’s degree in HR Management or Industrial Psychology is preferred
  • 5 years of Human Resources experience with a minimum of 3 years in recruitment
  • Hands-on experience with Applicant Tracking Systems
  • Shown understanding of the humanitarian context, experience within an international NGO is preferred
  • Familiarity with the geographical & demographical division of Lebanon: different governorates, districts, cities and villages is preferred
  • Fluency in Arabic and English. Fluency in French would be an advantage
  • Strong decision-making skills
  • Excellent verbal and written communication skills

Working Environment: This position is based in Beirut head offices with regular field visits to Bekaa, Mkalles, Tripoli, Qobayat and Wadi Khaled.
