Organizational Setting

The Department of Nuclear Sciences and Applications implements the IAEA’s Major Programme 2, “Nuclear Techniques for Development and Environmental Protection”. This Major Programme comprises individual programmes on food and agriculture, human health, water resources, environment and radiation technologies. These programmes are supported by laboratories in Seibersdorf, Monaco and Vienna. The Major Programme’s objective is to enhance the capacity of Member States to meet basic human needs and to assess and manage the marine and terrestrial environments through the use of nuclear and isotopic techniques in sustainable development programmes. 

Renovation of the Nuclear Applications Laboratories 2 (ReNuAL 2) is a project which represents a continuation of the ReNuAL and ReNuAL+ programme for modernisation of the Agency’s Nuclear Applications Laboratories at Seibersdorf. ReNuAL and ReNuAL+ provided new buildings for 4 of the 8 NA laboratories in Seibersdorf and an enhanced capability through provision of a Linear Accelerator facility for the Dosimetry Laboratory. ReNuAL 2 will consist of the construction and commissioning of a new building (FML 2) for the remaining 3 laboratories (PBGL, NSIL and TEL) and will provide a refurbished and enhanced space for the Dosimetry Laboratory in the existing NA building.  The project will also include new greenhouses to replace the existing ones as well as any upgrade to the site infrastructure to service these new buildings.

Main Purpose

Reporting to the Project Manager and working as part of the Project Management Group (PMG) for Major Capital Projects, the Infrastructure Project Engineer provides technical expertise to the Project Management Group in the coordination of the work carried out by project consultants and the selected construction contractors for ReNuAL2 and any other related projects on the Seibersdorf site and ensures appropriate integration of these projects. Relying on his/her technical background, the Infrastructure Project Engineer provides expert advice and input on all phases of project implementation in order to support the Project Management Group to deliver the project within the expected parameters.

Functions / Key Results Expected

  • Maintain planned completion of the schedule in close contact with the Main Contractor and the MTPS Procurement Officer to ensure that works are instructed in a timely manner.
  • Provide quality checks of the works to ensure minimum construction defects.
  • Prepare reports on the Main Contractors’ achievement of scheduled and planned works to the Project Executive.
  • Perform quality control measures to ensure that contractors deliver services and buildings according to the agreed and contracted specifications.
  • Produce paperwork related to change to scope of the works to ensure alignment with project governance
  • Produces regular risk register updates to ensure timely mitigation of any possible risk to the successful completion of the project.
  • Plans, schedules and implements a successful out turn to the transition period.
  • Plans, schedules and implements a defects free transition to Seibersdorf Facilities Management Section into a fully operational facility.
  • Provides input into the general management and operational standards for the Programme Management Group.
  • Provides input for lessons learned for the review on construction project delivery, to assist future construction delivery.

Qualifications and Experience

  • Master’s Degree – Advanced university degree in engineering management, construction management, architecture, facilities management, or another relevant engineering-related discipline. A Bachelor’s degree in a related field with an additional 3 years of relevant experience may be considered in lieu of a Master’s degree.
  • Minimum of 5 years of relevant professional experience and a proven record of planning, coordinating and executing complex capital projects in large office and/or technical complexes, of which at least 2 years in an international environment.
  • Excellent oral and written command of English. Fluency in German is an asset. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.
  • Knowledge of German is an advantage given the close collaboration with local contractors.
