Background:

The consultancy is within the Office of the Coordinator of OSCE Economic and Environmental Activities (OCEEA) – Economic Governance Unit (EGU) more specifically in the area of projects relating to migration governance, economic empowerment of youth and women and social economy.

The OSCE Secretariat in Vienna assists the Chairpersonship in its activities, and provides operational and administrative assistance to the field operations, and, as appropriate, to other institutions. The principle objective of the Office of the Co-ordinator of OSCE Economic and Environmental Activities (OCEEA) is to strengthen stability and security in the OSCE region by promoting e co-operation on economic and environmental issues. The mandate of the OCEEA is guided, particularly, by the OSCE Strategy Document for the Economic and Environmental Dimension, approved by the OSCE Ministerial Council in Maastricht in December 2003.

Objective of Assignment: 

The Consultant will support the OCEEA/Economic Governance Unit in the implementation of projects related to Migration Governance, Economic Empowerment of Youth and Women and Social Economy.

Duration of Assignment:

Maximum 100 days per year.

Tasks and Responsibilities:

Under the overall supervision of the Economic Affairs Officer, the successful candidate will be tasked with the following duties:

  • Provide technical assistance, guidance, training and capacity building to enhance the skills and knowledge of government officials, civil society organizations, and other stakeholders involved in migration governance or social entrepreneurship.
  • Development of policy and discussion papers, strategies, and programs that are consistent with international standards and best practices;
  • Conduct literature reviews, research and analysis, desk research, data collection, research, studies and surveys,  in the above-mentioned areas;
  • Elaboration of gap analysis reports, needs or impact assessment reports describing the state-of-the-art of the normative frameworks, including measures and recommendations (or related papers);
  • Conduct gender analysis of planned activities and include a gender perspective in all activities,
  • Mapping and managing networks of relevant stakeholders in the OSCE region; conducting consultations with relevant stakeholders, seeking, establishing and maintaining working relations with international organisations, national authorities, sub-regional initiatives and NGOs in area-related;
  • Support the monitoring and evaluation of related governance policies and programs to ensure their effectiveness and compliance with international standards.
  • Provide regular reports on activities and project progress, as well as financial expenditures to the Economic Affairs Officer.

Necessary Qualifications:

  • Second-level university degree in political and social sciences, sociology, behavioral economics, international relations, law, public administration or other relevant field. Specialization in migration, youth, economic empowerment and security and social economy is an asset;
  • A track record of academic research and publications related to the analysis of public attitudes to key social phenomena;
  • A minimum of 10 years of relevant professional experience, preferably in developing, implementing and managing projects or research and studies;
  • Experience in relationship building and fostering partnerships with a broad range of stakeholders;
  • Knowledge of the OSCE is desirable;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Excellent organizational, communication, interpersonal and writing skills, with proved records of published articles, research findings and other written pieces, particularly for a non-academic audience; ability to work effectively with government officials, civil society organizations, the private sector and other stakeholders;
  • Experience working with international organisations and/or political institutions;
  • Fluency in English; knowledge of other languages is an advantage,
  • Computer literate with practical experience using Microsoft applications.
  • Knowledge of international human rights law, refugee law, and other relevant international legal frameworks.
  • Experience in developing policies, strategies, and programs in one or more of these areas: migration governance, social economy, women´s economic empowerment, or labor market/employment/human capital development.
  • Strong analytical and research skills, including the ability to analyze complex issues and develop practical solutions.
