Organizational Setting

The Department of Safeguards (SG) is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for over 180 States in accordance with their safeguards agreements. The main objective of the Department is to maintain and further develop an effective and efficient verification system in order to draw independent, impartial and timely safeguards conclusions, thus providing credible assurances to the international community that States are in compliance with their safeguards obligations. Safeguards activities are undertaken within a dynamic and technically complex environment including advanced nuclear fuel cycle facilities and complemented by the political and cultural diversity of the countries.

The Department of Safeguards consists of six Divisions: three Operations Divisions for the implementation of verification activities around the world; three Technical Divisions (Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services); and three Offices (the Office for Verification in Iran, the Office of Safeguards Analytical Services and the Office of Information and Communication Services).

Within the Office of the Deputy Director General, Head of the Department of Safeguards, the Section for Safeguards Programme Coordination serves as the principal advisory body in support of the entire management of the Department including formulation and execution of departmental management policies and procedures. The Section provides internal coordination and support in the areas of programme and budget, human resources, performance monitoring, effectiveness evaluation, communication, reporting and project support.

The Division of Concepts and Planning (SGCP) is responsible for the development and promotion of safeguards concepts and policy; the coordination of research and development activities and Member State Support Programmes; strategic planning; the implementation of the quality management system of the Department; and the provision and development of training

The Section for Training, one of four sections in the Division of Concepts and Planning, is responsible for the development, coordination and provision of safeguards related training for the Department and for personnel of Member States in relation to their obligations under safeguards agreements with the IAEA. The principal functions and responsibilities of the Section include: the organization and implementation of the training of safeguards staff and Member State personnel; the preparation, coordination and maintenance of documentation required for training; and the maintenance of training facilities.

Main Purpose

Under the supervision of the Section Head, in close teamwork with the Team Lead, Staff Training, and Team Lead, Member States Training, and in cooperation with other relevant staff, the Video Technician (SG Training) films, edits, and produces videos on IAEA Safeguards-related activities for distribution on various IAEA platforms, including the CLP4NET e-learning platform and official web site. They will prepare guidelines and documentation to assist in the preparation and recording of videos.

Functions / Key Results Expected

  • Operate the necessary equipment and use advanced software tools to produce high-quality and visually compelling videos for stand-alone use or integration into learning or knowledge management activities. This includes quality sound recording, selection of suitable sound effects, final sound mix, and optimum lighting;
  • Film new clips and collect and edit footage from IAEA Headquarters and the field as needed;
  • Ensure ease of dissemination of video materials on IAEA learning and other platforms;
  • Maintain a digital archiving system for Safeguards training videos and maintain functionality on all platforms;
  • Keep abreast of the latest technical innovations and equipment to identify timely equipment updates and propose state of the art solutions for video materials;
  • Operate the Safeguards Training Section video studio and install, maintain, service and troubleshoot all studio equipment;
  • Develop procedures and guidance on video creation for learning and knowledge sharing purposes.

Qualifications, Experience and Language skills

  • Completed secondary edcuation. Certification or specialized training in communications, film/video production or related field is an asset.
  • Minimum of six years of relevant working experience in filming, editing, script writing and/or producing videos, including on social media, preferably in an international environment, is required.
  • Proven ability to operate a professional video studio is required.
  • Exposure to nuclear topics is an asset.
  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.
  • English language test (level 2) to IAEA standard.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at EUR 55696 (subject to mandatory deductions for pension contributions and health insurance), 6 weeks’ annual vacation, pension plan and health insurance

Appointment is subject to a satisfactory medical report. Recruitment will be on a LOCAL BASIS only. Outside applicants are required to supply to the IAEA or to authorize it to seek all information relevant to their suitability for employment by the IAEA. Testing may be part of the recruitment process.
