Cadre organisationnel
This position is located in the Implementation Support Section (ISS) and Conference Support Section (CSS), Corruption and Economic Crime Branch (CEB), Division for Treaty Affairs (DTA) of the United Nations Office on Drugs and Crime (UNODC), in Vienna, Austria. The incumbent will report to the Chief, Implementation Support Section as the First Reporting Officer, with the Chief, Conference Support Section as an additional first reporting officer. The Chief of Branch will be the Second Reporting Officer and the incumbent will work under the guidance of other staff of the Branch as assigned.

Responsabilités
Within assigned authority, the incumbent will support the Chief, ISS, the Chief, CSS, and other staff in carrying-out a range of functions in support of the implementation of the United Nations Convention against Corruption (UNCAC). In particular, the incumbent will be responsible for the following duties:
•Provide support in planning, designing and implementing technical assistance activities, including organizing workshops, trainings and providing assistance for regulatory development and advocacy initiatives, with primary focus on Burkina Faso, Côte d’Ivoire, Ethiopia, Ghana and Morocco, as well as further States parties to the Convention against Corruption as deemed appropriate;
•In support of the Mechanism for the Review of implementation of UNCAC, carry out analysis of information received from States parties on the implementation of the Convention, with particular focus on legal issues. Provide specialized substantive, legal and technical expertise for individual country reviews and thematic implementation reports;
•Conduct consultations with governments, anti-corruption agencies and other oversight institutions as well as with civil society and private sector partners to facilitate the development, implementation and evaluation of anti-corruption activities, with focus on the preparation for and the outcomes of the reviews of implementation of the UNCAC;
•Provide support to corruption risk management processes within national authorities globally by conducting research and planning, undertaking and following up on corruption risk assessment and mitigation processes, with focus on public health as well as wildlife, forest and fisheries management authorities;
•Support efforts to mainstream anti-corruption in other UNODC mandate areas, with focus on public health as well as wildlife, forest and fisheries crimes, and provide support in planning, designing and implementing activities in this regard;
•Provide substantive support to meetings and conferences including proposing agenda topics, identifying and proposing participants, preparing background documents and presentations, supporting administrative aspects if needed;
•Participate in the preparation and conduction of field missions for the delivery of technical assistance or for research, analysis purposes;
•Support project management including the preparation of work plans, progress reports, financial statements, etc.;
•Provide substantive input to the development of technical publications to facilitate the implementation of the Convention, in particular related to addressing corruption related to other UNODC mandate areas;
•Perform other work-related duties as required.
Compétences
- Professionalism: Has knowledge and understanding of theories, concepts and approaches relevant to crime prevention and criminal justice with a focus on economic crime and corruption related issues. Has good knowledge of legislative aspects of preventing and combating corruption, including their international dimensions. Has knowledge of the mandates of the United Nations Office on Drugs and Crime, as well as of the work of the United Nations in crime prevention and criminal justice, in particular substantive knowledge of the United Nations Convention against Corruption. Has ability to identify issues, analyse and contribute to the resolution of problems/issues. Has conceptual analytical and evaluative skills to conduct independent research and analysis. Has knowledge of various legal research sources, including electronic and ability to analyze information on a wide range of legal issues. Formation
Advanced university degree (Master’s degree or equivalent) in law, criminal justice, international relations, economics, political and social sciences or a related discipline is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
A first-level university degree and no experience will be accepted for candidates who have passed the Young Professionals Programme Examination (YPP), the United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).
Expérience professionnelle
A minimum of two years of progressively responsible professional work experience in supporting the implementation of programmes/projects in anti-corruption related fields is required.
Experience in conducting legal research on preventing and/or fighting corruption and/or organized crime is required.
Experience in technical assistance and the planning, delivery and reporting of training workshops to national counterparts is desirable.
No experience is required for candidates who have passed the Young Professionals Programme Examination/United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).
Connaissances linguistiques
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in both English and French with excellent drafting and communication skills, is required. Knowledge of another UN official language is an advantage.
