The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

The Office of the Co-ordinator of OSCE Economic and Environmental Activities (OCEEA) deals with economic and environmental issues, operating under the premise that promoting economic prosperity and co-operation on environmental problems can contribute to international security and stability. The OSCE’s role is twofold: a) to monitor economic and environmental developments among participating States, and alert them to any threat of instability, and b) to facilitate the formulation of economic and environmental policies and initiatives among participating States, to promote security. The Office currently comprises 22 staff members.

Tasks and Responsibilities:

Under the supervision of the Senior Economic and Environmental Officer, as Economic and Environmental Affairs Adviser, you will support and co-ordinate OSCE activities in relation to the economic and environmental aspects of security, particularly with regard to the preparation and follow-up of the Economic and Environmental Forum (EEF) and the Economic and Environmental Dimension Implementation Meeting (EEDIM).

More specifically, you will carry out the following:

  1. Establishing regular liaison with international organizations, sub-regional initiatives and NGOs, and providing information on recent developments;
  2. Drafting proposals for conferences including agendas and potential speakers;
  3. Preparing briefing papers, reports, draft speeches as well as input to meetings on EEF topics for Senior Management, Secretary General and the Chairmanship;
  4. Performing sectoral or regional analysis and input for preparatory conferences and the annual EEF;
  5. Compiling consolidated summaries of meetings and assessing recommendations of conferences/Forum;
  6. Maintaining contacts with partner organizations as well as interactive exchange;
  7. Initiating and providing guidance and support to local and regional activities;
  8. Supporting the work of the OSCE field presences and serving as a focal point for the co-ordination of projects and activities;
  9. Providing information on recent developments and activities on issues related to the Forum topics;
  10. Performing other duties as required.

Necessary Qualifications:

  • First-level university degree in economics, political science, and/or international relations; focus on development and/or transition economics, as well as on environmental security issues would be an asset;
  • Minimum of six years of professional experience, including two to three years’ work at the international level;
  • Analytical skills and experience in performing research;
  • Work in diplomatic service and/or an international organization would be an important asset;
  • Experience in the OSCE is highly desirable;
  • Professional fluency in English including excellent written and oral skills; knowledge of another OSCE language, in particular Russian, would be an important asset;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Proven interpersonal skills and ability to establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds while maintaining impartiality and objectivity;
  • Computer literate with practical experience in Microsoft applications.
