Consultance : Recrutement d’un(e) Coordinateur(trice) principal(e) de programme pour la nutrition maternelle et infantile au sein de la division de la nutrition et des services cliniques à Bangladesh.
Position description
The Senior Programme Coordinator will report to the Principal Investigator.The position holder will plan, organize, monitor and enhance the project activities of the Respiratory Disease Hospital (RDH), Teknaf, Cox’s Bazar with the objective of providing effective and efficient project support to enable research and clinical activities within the guidelines of the Division; and organizational values and guidelines.

Strategy Development and Planning: Provide inputs during strategy development workshops for programme; Develop tactical plans for public health strengthening; Brainstorm and identify priority areas of the project; Assess funding opportunities that align with division’s strategic focus; Discuss on ongoing issues and develop solutions; Understand organizational strategic objectives; Facilitate linkage of Division’s and Donor’s strategy with programme’s strategy and development of tactical plans; Derive implications and focus areas for the programme; Establish synergies between the Cox’s Bazar/ Teknaf program and with similar themes within Division, specially with other hospitals in order to develop and implement an effective road-map for the programme operation group according to the organizational strategic objectives.
- Programme Development and Implementation: Create detailed project plan covering milestones, deliverables etc.; Synchronize implementation plans across partners (internal and external); Secure financial and non-financial resources; Assign work to team and initiate activities as per project plan; Deploy data collection method (e.g. identify target group, gain consensus, administer survey, collect samples); Refine research methodology and/or design in light of preliminary analysis; Monitor deliverables against timelines and research criteria; Track consumption of financial & non-financial resources; Take corrective actions to comply with donor mandates and research protocols in order to ensure projects are delivered effectively.
- Control and Review: Monitor achievement against timelines and milestones of implementation plans of the programme; Review resource consumption and manpower utilisation (e.g. procurement plan, overtime report); Organise review meetings for administration on a monthly basis in the Admin and Clinical team; Disseminate project-related critical information and strategic decisions to team (e.g. visits, new field sites of refugee camps); Update team on new developments on functional policies and processes; Review progress on focus areas; Take corrective action; Resolve queries and concerns on strategic issues; Respond to escalations and interact with donors team, if required in order to monitor smooth functioning of project activities. Report to the Principal Investigator, RDH on a routine basis.
- Collaboration, Networking and Fund Raising with Core Donor Group: Scan the external environment for potential sources of funding; identify the relevant organizations for the purpose of non-core fund donation; prepare proposals & present case for funding; negotiate and finalize the contract terms and agreements; build a long-term relationship that goes beyond immediate funding requirements; become a trusted & reliable partner in helping the donor to achieve its mission; modify proposal in light of feedback from reviewers and secure final approvals; present proposal to donor agencies and showcase research capabilities as well as alignment to donor needs in order to strengthen the Division’s research/management capabilities and enhance the bottom-line of the organization.
- Coaching and Team Development: Guide team members to understand research requirements and derive implications for their functional areas (e.g. Human Resource, Field Management, Information Technology); Develop problem-solving skills in team; Mentor team to build relationship with key stakeholders and provide on-going support; Coach team to improve service orientation towards research (e.g. resolving HR issues in field, timely procure resources) in order to develop skills in team to effectively partner researchers.
- Project Administration: Provide direction and guidance to team for delivery of Support to Principal Investigator, RDH ; Understand needs, issues and challenges related to administration; Establish linkages between hospitals objectives and research project; Monitor adherence to processes and programme guidelines; Direct standardization of quality of support and compliance to policies across projects; Build relationship with scientists, researchers and Division Team members to develop programmes, processes and solutions aligned to research needs of the programme in order to maintain administrative adherence for efficient programme operation.
- People Management: Interview candidates and make hiring recommendations, if required; Promote a spirit of collegiality and gender diversity amongst team members and in the organisation; Encourage team members to collaborate across areas; Address and resolve any diversity related issues; Set goals and conduct appraisals for the team; Set high standards and confront poor performance where needed; Mentor young professionals and prepare them for higher responsibilities; Identify and reward high performers; Recommend promotions; Take appropriate actions to manage poor performance (such as creating Performance Improvement Plans, coaching, job rotations, planning separations from icddr,b) in order to build and develop an engaged and high performing team.
Required qualification and experience:
MBBS with post-graduation in public health administration/Heath services management; A PhD will be an added advantage;
At least 8-10 years’ experience with relevant work; Experience managing a big project/ hospital will be an added advantage.
