The Position:

The GBV Programme Specialist is based in Cox’s Bazar Sub Office, but managed by Country Office (the CO). The incumbent will directly report to the Programme Specialist / Chief of Gender under the overall guidance of the Deputy Representative of UNFPA Bangladesh and coordinate with the overall Coordinator of HGSP project based in Cox’s Bazar. This is a supervisory role.

Job Purpose:

Recently, The World Bank (WB) approved a grant of USD 150 million to Government of Bangladesh (GoB) for the Health and Gender Support Project (HGSP) in Cox’s Bazar (CXB) district. The Project aims at improving access and utilization of Health, Nutrition and Population (HNP) and Gender Based Violence (GBV) response services among the host and the displaced Rohingya population in the district. CXB lags behind in all key HNP and GBV indicators relative to the national average.

In response, the GoB developed a separate operational plan to implement this project for a period of three years from July 2020 to June 2023 and contracted UNFPA to implement SRH and GBV components of the project.

A team of SHR and Gender programme staff, hired under this project, will work in a coordinated manner to ensure timely implementation of activities and compliance with the donor requirements of programme and financial reporting. A clear line of reporting for both technical and financial obligations will ensure efficient management of HGSP.

The GBV Programme Specialist will be responsible for the management and coordination of the GBV component of the above-presented Project. This post will manage the GBV component of the Project in host community focusing on service provision for GBV prevention and response, harmonized GBV case management including referral, psychosocial support, GBV Information Management System (GBVIMS), integrated SRHR and GBV services, health sector response to GBV, capacity building of multiple Government (GO) and non-government stakeholders, awareness raising and social behavioral change communication (SBCC) engaging men and boys for results.

The incumbent will work closely with the HGSP Programme Coordinator – (SRH) on programme management, reporting and compliance, as well as with the SRHRiE, GBViE units and GBV Sub Sector Coordinator in the Cox’s Bazar Sub Office, liaise with the Cox’s Bazar Head of Sub Office for effective programme coordination, management and reporting between humanitarian and development efforts.

He/she will assist in monitoring results achieved during implementation, and ensuring a systematic programme management for GBV related activities of UNFPA in Cox’s Bazar. He/she will also work with implementing partners in the field to ensure appropriate project implementation in relation to UNFPA’s GBV indicators and reporting measures.

Requirements:

Qualifications and Experience

Education:  

  • Advanced university degree in in Social sciences/Gender studies/development studies/ International Affairs/ Anthropology/Phycology/ Law or related subject.

Knowledge and Experience: 

  • Minimum 5 years of professional experience in the field of development and population activities, with experience in programme/project management ;
  • Professional experience in planning, designing and management of development programme/projects ;
  • Sound and in-depth understanding about the gender and gender based violence situation ;
  • Proven experience in managing GBV case management, PFA, GBVIMS and referral ;
  • Experience in working/coordination with other countries, region and experts team at regional and/or global level ;
  • Knowledge on multi-sectoral support and survivor cantered approach ;
  • Knowledge on the concept of one stop crisis center (OCC/OsCC) will be an asset ;
  • Proven relevant experience in developing training curriculums, modules and materials on GBV case management/ data management/PFA/ referral/ social mobilization/SBCC/ GBV prevention/ life skill/women empowerment or gender equality ;
  • Knowledge on integrated GBV and health/reproductive health service will be added advantage ;
  • Preferred relevant experience on social mobilization and behavioral change communication technics that includes men engagement for GBV prevention ;
  • Foundational knowledge on masculinity and its impact in shaping up the social norms will be added value ;
  • Knowledge/experience on PSEA ;
  • Working experience at the Asia region would be added value ;
  • Good understanding of Global GBV programming/ best practices and guidelines/ interagency standing committee handbook/guidelines/tools ;
  • Familiarity with UN system would be an added value.

Languages: 

Fluency in English is required with a high quality report writing skills.  Working knowledge of another UN language is an asset.
