The IRC began working in Bangladesh in October 2017 in response to the influx of Rohingya refugees from Myanmar working initially through partnerships with national and international agencies to deliver lifesaving assistance. In March 2018 IRC secured registration in Bangladesh and has since significantly expanded its programming, focusing on humanitarian protection with a specific focus on women and girls and health. The IRC is strategically looking to expand programming further to meet the needs of both refugee and host communities to allow them to survive, recover, and gain control of their future.
Purpose of this role:
The Sr. Integrated Protection Coordinator (IPC) will have overall responsibility to supervise and support the Protection program teams composed of Women Protection and Empowerment (WPE), Child Protection (CP) and Protection and Rule of Law (PRoL). S/he will ensure program results delivery, quality, and impact, sustainability. This includes PRoL, GBV and CP inter-agency coordination, systems strengthening, capacity sharing/building with local actors, quality assurance, Community Engagement, Business Development, reporting and monitoring.
The IPC will provide technical leadership to the Protection program teams in all the programme locations. The IPC will be based in Cox’s Bazar and will travel to the field sites. S/he will directly report to the Deputy Director for Programs. She/he will directly line manage WPE, CP and PRoL Coordinators and will interact with Sr. Managers of respective protection tams as needed. S/he will represent the IRC at various Protection coordination fora including but not limited to Protection Coordination fora, coordination meetings with ISCG, RRRC etc.
Major Responsibilities:
1. Program Strategy
• Lead on the implementation and review of the Integrated Protection strategy to ensure programming reflects standards for best practice and quality and modalities of integration and joint work remain context and need-appropriate.
• Provide strategic direction, leadership and overall technical support to Protection programming, ensuring that it is evidence based, client centered, context-appropriate and conflict-sensitive, responsive, coherent, collaborative, and operationally feasible.
• Design and lead assessments or research aimed at generating a strong evidence base for IRC protection programming, as well as informing IRC advocacy.
• Contribute to program development and design, to ensure interventions are responsive to needs and informed by a sound understanding of the context.
• Proactively continue to grow IRC Bangladesh’s protection portfolio of each of the 3 protection sectors through development of concept notes and proposals to existing and new donors.
• Support the implementation of IRC CD Strategic Action Plan
2. Staff Management & Development
• Directly line manage the WPE Coordinator, CP Coordinator and PROL Coordinator; mentor the direct-reports, including communicating clear expectations, setting performance objectives, providing regular and timely performance feedback, and providing documented annual and mid-year performance reviews.
• Support in recruitment and where necessary supervise and develop the team and individuals needed to achieve program goals and maximize integration and leadership.
• Coach, train, and mentor protection team members with the aim of strengthening their technical capacity, exchanging knowledge within the team and providing professional development guidance, and ensure that capacity development plans are in place for all protection teams.
3. Technical Oversight and Support
• Seeking guidance from IRC’s Technical Advisors based in HQ, lead on, and provide technical oversight, advice and guidance on, all aspects of Protection programming, ensuring high quality in-line with standard methodologies and international standards;
• In coordination with the Sr. Grants and Accountability Coordinator, ensure that ethical and sound data collection and information management systems are in place for appropriate protection analysis, planning, evaluation, and advocacy;
• Ensure regular collaboration and communication with other units and functions including Health, Education, and other programs to ensure integrated programming components are highly functional and grounded in best practice across both sectors.

• Proactively identify, assess, monitor and implement measures to reduce or control risks that may impact program delivery, quality or compliance
• Develop, update and ensure quality implementation of internal Standard Operating Procedures for protection programming, in strong consultation with managers, Technical Advisers, and field teams.

4. Program Development and Grant Management
• In coordination with Sr. Grants and Partnership Coordinator, lead proposal development activities (narrative and budget) for Protection sector through planning and program design with relevant field-based staff, to ensure technical standards are taken into considering before submission;
• Coordinate with other IRC sectors (i.e., child protection, women’s protection, protection rule of law, health, education etc.) to provide relevant input as necessary
• Review all reports prepared by field staff and provide appropriate comments to ensure good quality reports. Ensure that all internal and external reporting requirements are met, that reports are of a high quality and are submitted on time.
• Provide in timely fashion IRC and donor reports, including lessons learned, and respond to any questions from Grants & Partnerships Coordinator to meet high level quality reports.
• Ensure projects deliverables and activities are of high quality, meet humanitarian standards, mainstream protection, align with IRC’s Outcomes and Evidence Framework, and respond to community and monitoring feedback
5. Coordination, Representation and Advocacy
• Dedicatedly participate in, and contribute to, coordination meetings, clusters working groups, specifically the Protection sector coordination group and other related task forces;
• Dedicatedly build strong working alliances with other international and national actors/organizations working on Protection-related advocacy;
• Dedicatedly develop and maintain effective working relationships with other key partners, including donors, government actors, UN agencies, international and local NGOs, and other relevant actors; maintaining IRC as a key contributor to addressing Protection issues in the crisis;
• Dedicatedly seek to establish and develop partnerships and collaborate with National Protection and Legal partners to strengthen and introduce complementarity of IRC’s programing
• Ensure IRC’s active contribution in all coordination forums at local level (sub districts and camps)
Major Challenges/Difficulties of this role:
• Building the capacity of a team from the bottom up.
• ensure coordination between the implementation and technical team
• ensure that the respective Technical Coordinators, Sector Specialists and Technical Managers are providing adequate quality and technical oversight to both IRC’s and partners program
• Demonstrating strong technical leadership in coordination forums and in partnerships where other agencies may need significant technical mentorship and support to meet standards.
Qualifications
• BA/BS Degree in international development, law, human rights, or a related field; MA/MS a plus
• Minimum of 7 years’ professional experience in managing protection programs on humanitarian response, with specific experience in protection programming in emergency or post conflict settings, with strict security rules.
• Strong program/technical, project management and budget management skills, planning, reporting, monitoring and evaluation skills
• Demonstrated experience writing proposals and working with major institutional donors (mainly UN agencies and European Union donors)
• Strong written and oral communication skills, effective in representation and liaison with external parties.
• INGO experience required; experience working with the interagency coordination mechanisms desirable.
• Must be capable of applying their skills and knowledge in a range of capacities, including direct implementation, advisory functions, training and the transfer of technical knowledge and management skills to others.
• Personal qualities: Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well.
