About the role
The overall purpose of the job is to oversee the development, co-ordination and management of eye health programmes and provide appropriate and high-quality programme support and partner management to implement Sightsavers’ assistance to its GO/NGO partners within the organizational framework, country strategy paper, log- frame and country context. The specific responsibilities are to independently oversee partnerships, projects under thematic sectors and geographical areas with government and NGO partners in inclusive eye health.
The Programme Manager will enhance the quality of the Sightsavers programme in Bangladesh and to ensure health, inclusive eye health projects are planned, implemented, monitored, and evaluated to the highest possible standards as laid out in the organisation’s policies and procedures.
Principal Accountabilities
Programme Management:
- Manage all aspects of the project cycle including planning, implementation and monitoring & evaluation independently in-line with project document.
- Working with partners to identify needs for technical, networking and capacity-building support, and assist/facilitate (as appropriate), approvals, management and implementation of the training plan and follow-up on the newly gained skills / capacities.
- Support partners to set-up targets, review yearly / quarterly and monthly performance targets, work plans and generate, analyse and use data to promote the objective of the project.
- Provide technical assistance and advice to the partners and colleagues through regular monthly / weekly meetings, regular programme monitoring visits and feedback, facilitative supervision, and maintenance of records.
- Prepare and upload/submission of quarterly/annually narrative and quantitative reports in the programme portal as well as donors.
- Follow-up of partner due diligence & QSAT recommendations on periodical basis and provide report to line-manage.
Partnership Development:
- Identify partner organizations including strategic partners with whom Sightsavers can work to achieve the organization’s strategic priorities of the prevention of avoidable blindness & inclusive eye health through organisational approaches (both service delivery and advocacy work).
- Support Finance & Support Services Manager (F&SSM) to assess partner’s capacity using Due Diligence and support consultant to assess partners quality programme using QSAT tools.
- Promote shared learning and collaboration between partners by facilitating partner networks and meetings.
- Support partners for effective and efficient program implementation
- Develop and support longer-term relationships, if required, with the partners that go beyond the duration of individual projects.
Programme Development
- Develop project concept note as per donor requirement.
- Prepare well for portfolio expansion.
- Develop project proposal including TOC, log frame, implementation plan and project budget according to donor/country requirement.
Financial & Resource Management
- Work with the Bangladesh Country Office finance team to assist programme partners in the preparation of programme budgets and forecasts.
- Manage the donor funded projects.
- Follow up with partners any actions arising from audits carried out by the finance team or by external auditors.
Staff Management:
- Ensure monthly work plan and previous month accomplishment report from all District Coordinators.
- Monitor District Coordinators performances in-connection with programme activities laid in project document and monthly work plan.
Advocacy, Information & Communication Management:
- Ensure that the fund-raising and communication department in HH receive appropriate materials and information as required especially if restricted funding that supports projects may have special reporting requirements.
- Maintain liaison with National Eye Care, Directorate General of Health Services, INGO Forum, Education Ministry, and other stakeholders.
- Network/liaise with relevant INGOs, NGOs, government and other players as required, in consultation with the programme team and Country Director.
- Participate in different networks/meeting and take part in advocacy.

Jobholder Requirements
Essential:
- Demonstrable working experience eye health/health sector, ideally in an INGO or reputed NGO, having experience of working with government partners and programme fund/grant management and program management.
- Understanding of the government structures in relevant sectors, sectorial initiatives and
- knowledge of national policies related to eye health, disability and education.
- Understanding of organisational procedures and guidelines.
- Clear understanding about organisational strategic direction and framework.
- Excellent knowledge of organizational policies and values / partnership policy.
- Knowledge on key stakeholder (including government) policy and procedures.
- Experience in managing partnerships and Project Cycle Management.
- Knowledge of social development and NGO business.
- Good language skills in English and Bangla (both oral and written).
Desirable:
- University Degree in a relevant field (Social Sciences, Development Studies, Disability and Community Development, Public Health or MBBS/Ophthalmologist).
- Project/ programme management skills.
- Working Knowledge of Excel.
- Knowledge of national policies related to health, eye health, disability, education.
- Experience of managing a team.
- Knowledge of key concepts in programme development.
