1. SUMMARY
The Defence Policy and Planning (DPP) Division has the lead role on the defence-related aspects of NATO’s fundamental security tasks at the political-military level.
Within DPP, the Defence Planning Directorate (DPD) is responsible for the conduct of Alliance defence planning and has the lead in the International Staff (IS) for the NATO Defence Planning Process (NDPP). It also assists Allies’ efforts to improve the effectiveness of defence planning and capability delivery. The Directorate works in close cooperation with national delegations and staff in national capitals on all business related to defence planning, including the analysis of national defence programmes. (Please note that defence planning is usually conducted at national headquarters/Ministry of Defence/General Staff level and is distinct from, and should not be confused with, operational planning which focuses on planning for the conduct of actual operations.)
In the context of the NDPP, the incumbent is required to act as a rapporteur and produce comprehensive, factually consistent and correct reports on the defence and security related plans and policies of individual Allies, drawing on, and rationalising inputs from a number of specialists. S/He assists in policy development and practice by facilitating consultation, enabling information exchange and, by facilitating coordination among nations where possible, both at NATO HQ and between capitals, to enable them to share best practices and lessons learned with regard to defence planning, transformation issues and multinational cooperation in developing capabilities. S/He assists in policy and practice development to enhance the effectiveness of the NDPP. S/He acts as a member of a team, analysing and reporting on national defence efforts S/He establishes and maintains working relationships with other members of the IS, NATO Military Authorities, and any other authorities of NATO countries through national delegations and liaison officer.
2. QUALIFICATIONS AND EXPERIENCE
ESSENTIAL
The incumbent must:

have attended a NATO or national military staff college (OF-3 level or above);

have at least 6 years of experience in and good knowledge of one of land, maritime, air domains or joint and of enabling forces and capabilities;

have experience at the land (divisional or above) or maritime/air or joint operational (all two star or above) headquarters level;

have at least 3 years of national or international experience (preferably both) in the field of defence planning, evidenced through previous posts ;

have considerable experience in the preparation of military (land, maritime, or air force) force development plans and associated financial, manpower and procurement planning (noting that military force/defence planning is not to be confused with military operations planning);

be aware of the political, economic and financial considerations underlying national and NATO defence plans and policies, and also understand the relevant military and technical aspects;

have excellent editing and drafting skills;

have a good general knowledge of NATO affairs, including the organisation, basic rules and processes, and major topics of the day;

possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; I (“Beginner”) in the other;

be able to communicate clear, logical, persuasive and succinct arguments in oral and especially written form;
-
be available and flexible to travel frequently (approximately 30% of working time).
