Organizational context

The World Food Programme (WFP) has been in Bhutan since 1974. After 45 years of support to school meals in Bhutan, WFP, through the Country Strategic Plan (2019 – 2023) is shifting its focus from food support for school feeding to providing institutional strengthening and capacity development in nutrition and emergency preparedness and response. WFP Bhutan will support the Government’s graduation from Least Developed Country status to Lower Middle Income Country Status by 2023.

WFP is leading UN Sustainable Development Partnership Framework (UNSDPF) (2019 – 2023) outcomes on setting up national rapid post-disaster needs assessment capacity; national rice fortification programme; transition of the National School Feeding Programme to a National School Nutrition Programme; and strengthening national capacity to prepare for and respond to disasters. For nutrition, WFP is also assisting the Government in developing a national framework for improvement of dietary and health practices among school aged children (6-18 years). This will support the Government’s transition of the National School Feeding Programme to a National School Nutrition Programme. Further, WFP will support a planned scale-up of the school feeding programme with supply chain cost optimization, linking farmers to schools and school infrastructure. For emergency preparedness and response (EPR), WFP is assisting the Government in setting up national platforms to guide coordination, actions and investments in EPR. WFP is taking the lead for the UN in emergency preparedness and response.

To address the accelerating inequalities between countries and within the country caused by new technology, including artificial intelligence, the WFP is introducing a number of innovations that are integrated into national frameworks, build national human capital and support the Government driving down costs of programmes/services through use of new technology.

 

Job purpose

To provide support to policy and programme activities in the context of WFP Country Strategic Plan (CSP) of Bhutan.

 

Key responsibilities (not all-inclusive)

Support Programme Functions:

  • Provide technical support and assist in the development and implementation of various activities and processes within the specific area of work supporting alignment with wider programme policies and guidelines
  • Administrative support to programme related conferences, workshops, retreats as required; and preparation of routine correspondence
  • Provide necessary technical support to government and other partners to achieve the full preparedness of the in-house data and information collection system
  • Assist activity managers in planning, monitoring and reconciling budget(s) to ensure that planned financial resources are used effectively.

Support Monitoring and Evaluation Functions:

  • Liaise with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities.
  • Monitor, update and track data related to CSP activities and prepare follow-up actions
  • Support in funds management for M&E activities
  • Train partner staff on M&E and data management

Support Vulnerability Analysis and Mapping (VAM) and Innovation Functions:

  • Support capacity development among government counterparts on vulnerability and risk analysis
  • Support in collection of secondary data, data cleaning, data management & database construction for VAM
  • Provide necessary technical support to government and other partners to achieve the full preparedness of the in-house data and information collection system
  • Support in development and roll-out of digital game-based learning platform and digital menu optimizer innovations

Support ICT Functions:

  • Carry out IT support functions to the office under the guidance of WFP Regional Bureau IT
  • Carry out system and hardware maintenance tasks, such as running network monitoring and system protection, to ensure technology is running effectively.
  • Monitor technology reliability, identify user needs, analyse data and produce accurate reports in order to recommend IT solutions to support informative decision-making.
  • Provide standard technical training to end users of commonly used technology and systems, in order to assist WFP staff in conducting their work.

 

Standard minimum qualifications

Education:

  • Completion of secondary school education. A post-secondary certificate in the related functional area – Project Management, ICT, Statistics or relevant field.

Work Experience:

  • A minimum of 2 years of progressively relevant work experience in related functional area as outlined in below points.
  • Relevant work experience in implementing technical programmes, supporting and providing input into designing operations.
  • Relevant experience in managing ICT services
  • Strong understanding of information requirements in emergency contexts food security issues
  • Has experience analysing service management results and development service enhancement recommendations.
  • Proven ability to communicate effectively with government, humanitarian partners and other stakeholders
  • Experience working in collaboration with a diverse array of humanitarian actors, including governments, NGOs, U.N. agencies, civil society, etc.
  • Experience in conducting trainings and coordination and facilitation of general meetings.
  • Has experience participating in procurement/budgeting process.

Language:

  • Fluency in both oral and written communication in English and Dzongkha.
