Role purpose:

The Supply Chain department in Yangon provides a full range of supply chain services to the country program. The department is made up of several teams including the Procurement team who ensure Goods required by the projects are procured in a transparent, efficient and accountable manner. The Procurement team is handling all approved procurements, and process them according the SCI and donors regulations in force.

The Procurement Coordinator, Goods will be accountable for the effective implementation of the Procurement Process under the SCI Yangon Country Office in Myanmar while achieving the Best Value for Money. The Procurement Coordinator acts as a crucial component in the SCI supply chain which aims to deliver goods and services across multiple SCI field offices. Under the supervision of the Head of Supply Chain, the Procurement Coordinator is responsible for centralizing procurement decisions and actions for Field offices that are supplied through the Yangon Supply Chain Hub.

The Procurement Coordinator will lead the implementation of country procurement plans provided by the programme sections of SCI, ensuring that requestors have access to appropriate supply chain information (included but not limited to suppliers, prices and specification data and lead procurement times) that is up to date and relevant to the demands from SCI programmes.

The Procurement Coordinator will supervise and directly manage the day to day activities of a procurement team (Goods Sourcing and Buying team), while monitoring and conducting their performance review according to HR policies and guidelines.

 

Scope of role 

Reports to: Head of Supply Chain (Direct) and Regional Procurement Manager from ARO (technical) 

Direct Reports:  2 Procurement Officers (Goods) and 2 Procurement Assistants 

Financial Approval: When delegated 

External Representation: Regular contact of detailed explanations of policy, regulations, programs, services and representation of SCI at the local level or with mid-level counterparts 

Travel: Minimum (up to 3 days per month)

 

Key areas of accountability : 

In consultation and under supervision of the Head of Supply Chain:

  1. Responsible for proper planning, organizing, preparing, documenting, getting approvals, executing and filing of Goods procurement actions at SCI Country Office while ensuring that SCI’s standard procurement procedures & policies are being adhered to by the Procurement team.
  2. Involve actively when developing proposal and Procurement Plan with responsible person, program team and award team.
  3. Responsible for getting all required signatures on procurement documents (e.g. PR, RFQ, RFP,  CBA,   PO, file note, Waiver / Contracts, Payment authorization) in a way that follows SCI procedures and ensure that the processes are compliant with SCI policy and procedures.
  4. Ensure Save the Children’s and donors procurement procedures and policies are being adhered to and provide guidance regarding their application at the field level. Enforce guidelines on purchase threshold, solicitation methods, and analysis of bids and issuing of contracts. Manage SCI Procurement staff in Yangon, ensuring that objectives and expectations are clear for all staff and identifying needs for further training.
  5. Fulfil HR requirements concerning the team management, performance review, job description update/modification when required.
  6. Ensure that SCI Procurement Tracker for Yangon Country Office is up to date and accurate.
  7. Ensure sourcing pipeline of goods are in place and up to date.
  8. Ensure the regular review and updating of a database containing unit prices, supplier information and specifications of goods and services most commonly used in SCI programmes. Ensure that the database is easily available to the programme sections.
  9. Monitor procurement activities for signs of fraud and corruption and report the same to the Head of Supply Chain.
  10. Ensure regular market surveys and identification of key products and suppliers with the final aim of setting up Framework Agreements (FWAs)/ Contracts for key goods items (e.g. IT equipment, office automation, IEC printing, NFIs, etc.). Establish regular reviews for all medium- to-large suppliers and those holding FWAs and Contracts with SCI.
  11. Make sure negotiations with suppliers are performed in efficient ways and in line with procurement policy and manuals while achieving the best value for money.
  12. To supervise Procurement Officer (Sourcing, Goods) for submission of Benefits Approval Form (BAF) and to provide supports if needed.
  13. Ensure all the Conflict of Interests, Gifts & declarations forms in Conflict of interest register tracker and report to Head of Supply Chain.
  14. Supervise Procurement officer (Sourcing, Goods) when Current FWAs of goods are launched and renew in time according to Sourcing pipeline.
  15. Supervise and manage preparation of goods procurement process in all steps and stages, especially when it comes to purchase orders and contracts.
  16. Ensure correct goods tendering process, supervision, and collect all required documents according to SC and Donors regulations.
  17. Ensure well organised and systematic filling of the procurement documents. Make sure documents are archived according to SCI policy and Donor rules.
  18. Organise weekly work plan and activities with the procurement team.
  19. Liaise with the Finance department on cash and transfers projections with regards to payment of suppliers as per contractual terms.
  20. Conduct interview of new staff when required in collaboration with HR department.
  21. Ensure both Goods procurement processes are achieved KPIs in close consultation with 2 Procurement Officers and 2 Procurement Assistant to provide support if needed.  
  22. In close coordination with Head of Supply Chain liaise closely with the SCI ARO (Asia Regional Office), and in general to support head office initiatives around global supply chain systems, as required with specifically focus on procurement as guided by ARO and Centre.
 
Specific accountabilities
  • Directly manage and assume responsibility for the Yangon-based procurement team for goods procurement, and keep an oversight on the work of the field-based staff fulfilling procurement function.
  • Ensure professional communications with requesters, Budget holders, suppliers, etc. and prompt follow- up of issues that may arise.
  • Maintain centralised procurement capacities at Yangon CO level in line with programme requirements.
  • Closely  monitoring  of  procured  items,  categories,  volume,  methods  and  advise  on  appropriate procurement and sourcing strategies to improve supply chain and purchasing efficiencies.
  • Comply with all relevant Save the Children policies and procedures with respect to child safeguarding, anti-bribery, transparency, conflict of interest, procurement ethical standards, Value for money and other relevant policies.
  • As holder of a key position for the successful implementation of SCI supply chain system, the procurement Coordinator will ensure constant and effective communications between his/her team and PDQA, Supports, Operations and PI teams.
  • In close cooperation with Head of Supply Chain and Logistics Manager, the incumbent will support the recruitment and up-skilling of supply chain staff and the appropriate professional development opportunities necessary to retain and develop local talent.
  • To undertake any additional duties as designated by the Head of Supply Chain.
 

Qualification, experience and skills

  • Bachelor Degree preferably in Supply Chain or Logistics or Business qualification at post-graduate level (or 4 years in relevant experience).
  • A minimum of 3 years’ experience in a senior procurement/supply management role.
  • Appreciation of purchasing and financial control procedures, including tenders.
  • Negotiation skills and Analytical skills are required for this position.
  • Having commercial sense will be advantage.
  • Familiarity with both local and regional supply market.
  • Excellent organizational skills – the ability to juggle multiple jobs with competing priorities simultaneously and stick to deadlines, whilst maintaining a courteous and patient approach with suppliers and customers.
  • High level of computer literacy. Especially excellent MS Excel/Word skills.
  • A deep sense of honesty and a keen awareness of the inherent responsibility of the position. Willingness to declare conflicts of interest, bias or bribes in any form.
  • Reporting skills – particularly the ability to quickly develop clear and concise delivery tracking, scheduling or pricing, Donor, monthly Supply Chain KPIs reports.
  • Have sense of humour and team spirit.
  • Strong English communication skills, both written and verbal.
  • Excellent personal organisational skills, including time management, and ability to meet deadlines and work under pressure.
  • Willingness to travel to field offices and work in difficult environment according to travel requirements.
  • Strong people management skills/experience and proven ability to create an environment which encourages team-working and motivates a team across various geographical areas.
  • Demonstrable experience of line managing staff.
  • Ability to work collaboratively with colleagues across the organisation developing effective working relationships to deliver outstanding results for children.
