About the Role

HALO is seeking to recruit a Deputy Programme Manager (DPM) who will support the Programme Manager and other staff in the management and delivery of HALO Myanmar’s activities. The DPM is a new role being introduced on the programme and will form part of the programme’s senior management team.

The DPM will be responsible for developing new partnerships and strengthening existing relationships, developing new work streams e.g. Digital Explosive Ordnance Risk Education (EORE), and enhancing existing activity e.g. Victim Assistance. The DPM will help to secure funding, and contribute to proposal development, among other responsibilities.

The DPM will be required to communicate with external stakeholders, including exploring opportunities for new sources of funding and partnerships. The DPM will report to the Programme Manager and deputise for them when necessary, attending external meetings within the Humanitarian Mine Action (HMA) sector, INGO sector, UN cluster system, and others as appropriate.

Until Myanmar visa applications are viable, the role will be based predominantly in Siem Reap, Cambodia with time split between the SE Asia region, HALO’s offices in the UK, and other locations as required. When/if visas become viable, the position will be based in Yangon, Myanmar.

The DPM will lead by example and maintain high professional standards and levels of discipline.

Responsibilities

The DPM will report to the Programme Manager and is responsible for directly managing a Programme Officer based in Yangon.

Specific duties include:

Partnerships, Donors, and External Relationships

  • Exploring opportunities for new donor funding and assisting with the preparation of concept notes, proposals, budgets, work plans and reports (and other associated documentation), working with the Operations Manager and Programme Officer, and HQ departments where appropriate.
  • Exploring opportunities for new partnerships and leading new partnership development, including management of due diligence processes, with national and international NGOs as required.
  • Assist in developing and maintaining relationships and opportunities with other I/NGOs, other HMA operators, donors, and authorities (where appropriate).
  • Attend external and internal meetings on behalf of HALO where necessary.

Project Monitoring and Grant Management

  • Ensuring reporting schedules are maintained and reports are drafted in an appropriate and timely manner. Conducting peer review of reports and building capacity of the team by providing feedback and mentorship.
  • Routinely monitoring contract performance in close coordination with OM and PO and contract/sub-partner delivery leads, proactively raising concerns to the Programme Manager.
  • Ensure the Programme Manager is regularly updated on progress against contractual obligations.
  • Performing quality checks of operational data and ensuring that data shared with donors is of a high quality.

Operations

  • Identifying possible new areas of activity, outside of the HMA sector, in line with HALO’s global strategy.
  • Exploring new work streams within the HMA sector and enhancing existing activity.
  • With the Programme Manager, supporting the development of programme-level strategies and implementation plans.

Staffing and HR

  • With the regional HR Business Partner, reviewing HR policies, systems and practices.
  • Assisting with recruitment of national and international staff.
  • Assisting with the development and training of national staff to enhance skills and capabilities to support programme requirements, and career progression.

Other

  • Manage internal and external visits to the programme, if visas/visits are permitted. Where this is not possible, the organisation of virtual visits.
  • Assist with procurement and financial processes, particularly in the absence of the PM.
  • Draft presentations and reports as needed, for internal and external use.
  • Assist with the roll out of new software/surveys/requirements from HQ and/or donors.
  • Supporting compliance with HALO policies and procedures
  • Working on other standalone projects and initiatives.
  • Other administrative duties as and when required.

Who we’re looking for:

Essential

  • Recent and demonstrable work experience within the INGO / humanitarian sector
  • Experience working with a variety of donor types, such as government, private, corporate and foundations
  • Experience with drafting donor reports and communications
  • Experience developing successful concept notes and proposals
  • Proven experience establishing and building new stakeholder relationships
  • Experience monitoring project performance against indicators
  • Experience analysing budgets and monitoring project expenditure
  • Monitoring and evaluation skills, including designing logframes, designing surveys, collecting data, conducting data analysis, and reporting on findings
  • Strong understanding of quantitative and qualitative research methods
  • Strong numeracy and IT skills essential, and proficient in the use of Microsoft Excel
  • Advanced Microsoft Office skills
  • Good interpersonal and communication skills
  • Exceptional organisational skills and ability to manage multiple deadlines
  • Fluent written and spoken English

Desirable

  • Experience of working within the UN cluster system
  • Experience of working in/on Myanmar
  • Experience of managing staff remotely, particularly in a conflict setting
  • Experience of HR processes, such as recruitment
  • Experience developing budgets
  • Experience working on projects relating to disability, gender and women’s empowerment, NFI assistance, MHPSS.
