Job Purpose:

This is one of the key positions in Oxfam Finance Department and is an essential position for Oxfam in Myanmar to oversee various aspects of partner grants for the smooth functioning and linkage to partner grant management. The position will support to the grant team from Oxfam Finance Department. S/he also responsible for maintenance of the grants tracker and providing technical mentoring and coaching support to Oxfam grant team and partner organizations. S/he will work closely with implementing partners, grant team and project managers. The Grant Coordinator will be line manager of the grant officers and be responsible for the overall grant management and capacity strengthening for implementing partners of the humanitarian programmes from Oxfam in Myanmar.

Key Responsibilities:

Partner grant Management

  • Review in grant management under Oxfam Programs entails pre-award assessment, risk assessment, update and analyse grant matrix, review, or produce relevant reports, monitor awards and manage post-award from financial perspective.
  • Review and analyze relevant contracts, undertake the internal capacity assessment, and provide endorsements to ensure a reality check on the proposed compliances for upcoming grants.
  • Together with Senior Finance Manager, work closely with the Executive Affiliate, the regional platform, and participating affiliates on the grant risks assessments and reporting to ensure risk-free environment of program delivery
  • Review grant agreement from partner financial management perspective prior to signature for specific rules and requirements; suggest any points of negotiation and analyse the impact of the requirements of the organization’s policies and procedures.
  • Support the Senior Finance Manager, when review and analyse grant expenses of different projects from Oxfam in Myanmar and partners expenses and variances to advise the Senior Finance Manager on expenditure trends and potential issues.
  • Ensure that donor regulations are complied with grant transactions and processes of the partners; keep Finance Manager informed on all major compliance issues/challenges while taking the necessary corrective steps with the respective partners and Oxfam in Myanmar Programs.
  • Be a key player to ensure accurate coding of partner expenses and full compliance with Oxfam in Myanmar internal and donor requirements.
  • Make sure to upload all partner expenditures to Oxfam’s system by coordinating with grant officers.
  • Ensure to be a focal grant person by facilitating and collecting information from grant officers for proposal development and submission to Finance Manager and respective Programs for sign off process.
  • Review and coordinate partner financial reports prepared by grant officers and submitting accurate partner expenditure reports to donor reporting focal by timely manner.
  • In discussion with the Finance Manager and grant team, prepare appropriate internal control requirements and capacity strengthening plans for the partners organizations.
  • Line Manage grant officers to conduct quarterly field visits including visit report to connect with finance staff from partner organisations and to monitor their financial management.
  • Support to grant officers in the auditing process especially for partner expenditures.
  • Works collaboratively with the Programme, Finance colleagues and partners on regular expenses review – budget vs actual (BVA) meetings and clarifies any deviation of policies and supports corrective action to ensure compliance
  • Works closely with programme and finance team to ensure partner grants are effectively managed and reports adhere to donor policies and procedures.
  • Participates in partnership dialogues and audit review meetings with partners.
  • Coordinate with Grant Officers to provide trainings and coaching to partner organizations for donor compliance and financial procedures to fulfil requirements and reduce risks of ineligible costs.
  • Contributes to evaluating and developing own practices in line with Oxfam ways of working and policies
  • Participates actively in proposal development activities, performance evaluations, meetings and debriefings.

Contract Management 

  • Support to Senior Finance Manager, to ensures adherence to donor’s financial and compliance requirements for Oxfam’s partners.
  • Support Grant Officer to ensure to review accurate partner financial reports in accordance with the specified format within the agreed timeframe in coordination with grant officers.
  • Advice to proSenior Fiannce Manager and grants team about their potential doubts related to donor compliance.
  • Support Grant Officer to ensure that all required information related with partner grants and expenditures are suitable and uploaded in the system

Others

  • Provides support by undertaking any other additional functions as delegated by the line manager
  • Ensures the implementation of Oxfam’s gender and diversity policies in all aspects of finance policy and practice.

What we are looking for:

  • Bachelor’s degree holder with minimum four years proven experience on financial skills
  • Experience in management and extensive understanding of various donor guidelines (like UNOPS, FCDO, EU, ECHO, BMZ, SIDA, GAC, UNWOMEN etc) is essential.
  • Relevant experience within a non-profit / NGO / Funded organization is preferential
  • Ability to implement Oxfam’s financial policy and procedures and good practice/systems.
  • Ability to use judgement on routine functions, and work with minimal supervision
  • Ability to prioritise own workload, to work independently and to work to meet deadlines.
  • Diplomacy, negotiation and good interpersonal skills, together with the capacity to remain calm under pressure and not lose sight of priorities.
  • Ability to manage multiple requests and to liaise with different teams/ activities.
  • Good IT skills: knowledge and experience of using of MS Word, Excel, standard finance software, email and Internet
  • Able to work under minimum supervision; able to manage own time and some conflicting priorities without upward referral.
  • Effective verbal and written communication skills; ability to get a message across to others in an appropriate way.
  • Ability to work on own initiative, manage workloads and competing demands without close supervision and achieve results.
  • Well-developed interpersonal and team skills and proven ability to be flexible in demanding situations.
  • Previous work experience ideally with non-government organisations would be an advantage.
