Save the Children recruits a Programme Manager – Education  (2000035K) – Lashio

Key accountabilities

Programme Management:

  • Overall responsible for the management and implementation and quality of integrated project activities and staff;
  • Ensure the effective and efficient implementation of the education programme in Northern Shan State
  • Manage the emergency education programme implementation, including financial management, to ensure timely delivery of programme activities (for example, phased budgets, procurement planning, monitoring against log frames, financial and budget management, performance management).
  • Produce monthly data and regular narrative reports for different stakeholders as well as donor narrative reports of high quality (in collaboration with the Head of Programmes and the Thematic Advisors) in timely manner
  • Prepare timely programme and donor reports on the project activities in compliance with internal Save the Children requirements and any relevant external donor requirements.
  • Working closely with the Program Advisor support the development of high quality concept notes and proposals
  • Coordinate with the logistics team to put in place a phased procurement plan for all grants
  • Working closely with the Monitoring & Evaluation team put in place a sector M & E plan, ensuring this links to reporting requirements, and capacity build technical field staff in carrying out the work.
  • Coordination with government counterparts and other stakeholders including members Provide guidance and technical support to the teams involved in the process Ensure project staff safety and security, and ensure all Save the Children policies and principles are upheld.

 

Grant Management

  • Primary budget-holding responsibility for the fund related to the project;
  • Lead the discussion on the budget of the grant at the monthly Finance & Grant meetings in the regional office
  • Maintain a close relationship with the Finance & Award team on this grant, and in particular when rephrase or revise budgets as required, and formally approve the budget change decisions.
  • Monitor the project to ensure that it is managed in line with the agreed budget, and that transactions comply with Save the Children’s and the donor’s financial and compliance policies.
  • Monitor and discuss budget variances with the relevant team members, and ensure that variance issues are corrected speedily and expenditures are in line with work plan.
  • Develop timely solutions to project’s under and overspends in line with SC Member and donor requirements
  • Check and approve the financial reports (produced by the Funding & Grants team).
  • Ensure that partner receives sub grants in a timely manner by coordinating with Grant and Finance teams

Programme Quality

  • Organize and support program learning with a focus on identifying best practices and lesson learns
  • Contribute to building the capacity of the implementation team, including partner staff, enabling them to make informed decisions using M&E data to maximize positive and sustainable outcomes for children
  • Maintain a strategic overview of child-focused civil society in Myanmar, and be aware of state-of-the-art technical approach in child rights-based approaches to development.
  • Ensure to implement the project in line with project plans
  •     Ensure that the project teams access adequate technical support to deliver high quality projects and support the establishment of innovative and collaborative working approaches to ensure continual learning and programme and operational improvement.
  • Identify and support civil society partners, including: partner assessment/risk analysis, capacity building planning and technical support

Communication, representation and networking

  • Primary contact point in Lashio regarding this project for partner organizations and external stakeholders other than the donor
  • Ensure high quality, accessible information about the project and its achievements is available for internal and external audiences (including current donors, Save the Children Members, potential funders, etc.)
  • Representing SCI when required to government, the UN and other national and international agencies with regards to this project
  •      Maintaining good relationships with government ministries and departments, UN agencies and NGOs involved in Education, Child protection and Case management and actively participate in coordination meetings and working group meetings in the region
  • Regular coordination with management staff of partner organization through collaboration

Child Safeguarding Responsibilities

  • Develop and pilot practical day-to-day approaches to increase awareness, commitment and interest in child safeguarding amongst staff members.

 

Human resources management:

  • Manage and support the team under his/her responsibility and assess the performance of personnel
  • Identify learning and training opportunities for Save the Children staff and partners and work as a mentor and role model for less experienced staff,
  • Act as a mentor and coach for all national staff

Representation & Advocacy & Organisational Learning:

  • Ensure that Save the Children’s work is coordinated with efforts of other agencies and Government, and take a leadership role within Education Cluster where SCI is the co-lead in both Rakhine and Yangon, ensuring the specific needs of children are being addressed
  • Take steps to document lessons learned from the emergency education programme, for wider dissemination.

Identify opportunities and material to contribute to emergency education communications and media work

EXPERIENCE AND SKILLS

Essential

  • Bachelor’s degree, and preferably post-graduate university degree, in subject related to emergency education.
  •  Proven experience in effective programme planning and implementation, monitoring and evaluation, project development and report writing;
  • At least 3 years demonstrated experience managing Emergency Education programmes including programme coordination, implementing education projects within donor constraints, on time, within scope and within budget
  • Experience and demonstrated strong knowledge of working in partnership with INGOs/LNGOs and effective financial and budgetary control and managing grants.
  • Experience of managing and developing a team, and the ability to lead, motivate and develop others.
  • Ability to analyze information critically, evaluate options and to think and plan strategically.
  • Demonstrated skills, experience, and knowledge of: community development; working with children and on children’s issues; and working in partnership with other organizations.
  • An in-depth understanding of national and international development issues, ideally related to the education, child protection and child rights governance thematic area.
  • Strong ability to work in a participatory way, strong facilitation skills and strong ability for true and empowering delegation.
  • Excellent interpersonal, communication and presentation skills.
  • Fluency in written and spoken English is required; fluency in any relevant local languages is considered an asset.
  • Commitment to and understanding of Save the Children’s aims, values and principles.
  • Ability and willingness to travel domestically and internationally as assigned
  • A commitment to children’s rights, children’s participation and non-discrimination
