Project Coordinator (Cross border case management)
(For Myanmar National Only)
ROLE PURPOSE:
The project coordinator (with a focus on cross-border case management) will be responsible to provide hands on technical supervision in responding to acute child protection cases. Primarily, project coordinator will focus on service provision and technical guidance in responding to cases of children on the move from Myanmar to Thailand in close collaboration with SCI Thailand and governmental and non-governmental case management actors. The project coordinator is expected to deliver technical support in line with the inter agency case management SOPs and other tools that are being adapted and harmonized in Myanmar.
KEY AREAS OF ACCOUNTABILITY:
Programme Quality:
- Provision of hands on technical supervision in case management for children on the move who are at high risk of abuse, neglect, exploitation and violence, by working closely with case management actors in Thailand and Myanmar.
- Ensure the quality of implementation in case management work, including the use of tools and processes to ensure full compliance with the SOPs and case management Minimum Standards in Myanmar and Thailand
- Provide technical support to cross border case management partners, and government in assigned areas of operation in the setting up of more effective and accountable internal systems for early detection and timely referral of cases of children at-risk to appropriate services.
- Conduct regular visits (80% of time) to field locations to coordinate with HORO/PMs, SCI Thailand’s child protection field staff based in Mae Sot, CSOs, and DSW/SDHS
- To support the development of project plans and work plans
- Ensure links with other project activities on case management, particularly on competency-based approach to case management
Capacity Building and Supervision:
- Provide capacity building workshops to NGO/CSOs caseworkers and social welfare government counterparts from Myanmar and Thailand on child protection and case management (children on the move) in collaboration with national case management advisor in line with phased training approach
- Ongoing hands on technical supervisions to caseworkers, CSOs, and government for developing and strengthening referral guidelines and referral networks with service providers at assigned areas
- Technical support to DSW to ensure timely response and identification of cases of children on the move
- Continue to assess general gaps and trends in services and skills of caseworkers in assigned project areas
- Provide feedbacks to the Project Manager and case management advisor in terms of needs for capacity building for DSW and NGO/CSOs caseworkers in assigned project areas
- Support caseworkers to facilitate case supervision meetings and case conferences, to discuss high-risk cases, ensure timely follow up
- Facilitate to have coordination mechanism among community Case Workers, government counterparts, and other service providers in the assigned areas
- Ensure caseworkers and CSOs have resources, tools, and technical support for their coordination and advocacy with DSW for external coordination meetings, information management systems and data analysis, referral mechanisms, and other related case management activities
Monitoring and Evaluation
- Regularly visit project sites to ensure that case workers and CSOs are appropriately supported to drive case management forward and ensure learning is documented and shared.
- Provide timely inputs to programme and reports on case management project activities in compliance with internal Save the Children requirements and any relevant external donor requirements.
- Participate in MEAL activities and project capacity building activities, in coordination with Data base specialist case management, Case and partner staff.
- Closely work with SC and caseworker and CSOs to cross check assigned township data and providing inputs as needed for data analysis and interpretation
Coordination and collaboration:
- Work in coordination with UNICEF field team and SC Myanmar and Thailand case management team to ensure consistency in case management approach
- Work closely with SC staff from Thailand to ensure coordination among case management actors and provide capacity building
Child Safeguarding Responsibilities: Ensure that your staff is providing all beneficiaries of your programme with ongoing, age-appropriate verbal or written information in relevant languages about Save the Children’s Child Safeguarding Policy and Code of Conduct.
QUALIFICATIONS, EXPERIENCE AND SKILLS
- University degree or equivalent experiences
- Demonstrated skills and experience in implementing child protection and case management and social work
- At least four years in implementing and working with children
- Strong communication and advocacy skills for township level government officers such as DSW, Police, Medical Officers, etc
- Experience with databases, data cleaning, data analysis, and information sharing protocols for confidentiality
- Facilitation and training skills and ability to provide training on thematic areas
- Ability and willingness to travel domestically very frequently including to remote areas.
- High motivation to work in difficult circumstances and able to handle sensitivity issues
- Good English communication skills, both written and verbal – communications skills in Thai language or ethnic languages (Sgaw Karen, Poe Karen, Mon etc.) is considered as an asset
- Good personal organisational skills, including time management, and ability to meet deadlines and work under pressure
- Experiences in establishing networking and coordinating and strengthening referral mechanism with agencies with diverse backgrounds
- Experiences in working with partner organizations
- A commitment to children’s rights, children’s participation and non-discrimination
- Commitment to and understanding of Save the Children’s aims, values and principles.
