JOB TITLE: Senior Health Quality Advisor (for Myanmar National Only)
Job purpose:
The Senior Health Quality Advisors will provide leadership to the development, quality, evidence generation and strategic direction of Save the Children’s health programme. This senior level role requires in-depth understanding and experience of primary health care with a focus on maternal, newborn and child health, communicable disease control and behaviour change approaches along with extensive field experience working in health programmes. A prime focus will be placed on supporting the application of consistent technical standards and evidence generation across the country wide portfolio, in line with Save the Children Quality Framework, the Community Based Health Activity Handbook and the SCiM MEAL Framework. The post holder will provide technical and practical support to field based implementation teams through both field visits and remote support. The Senior Health Programme Quality Advisors will make a significant contribution to fulfilling the Save the Children/Merlin in Myanmar Strategic Intent for 2014-2015 and beyond.
SCOPE OF ROLE:
Reports to: Sector Lead Health, Nutrition & WASH
Staff reporting to this position: None (currently).
Budget Responsibilities: None (currently), but possible minimal budget holder responsibilities in the future.
Role Dimensions: Ability to work across a large and complex portfolio with the role dimensions of proposal development, programme design, development of quality standards/tools/guidance, capacity building, strategic planning, evidence generation and policy engagement.
Leadership and Representation
- Provide inspiring leadership to the health programme by communicating Save the Children’s vision and strategic purpose in health internally and externally
- In close collaboration with the Senior Technical Advisor-Health and the Sector Lead, coordinate with SC Members representatives, technical staff and consultants to ensure their engagement with the country programme is aligned with country programme strategy and plans
- Represent Save the Children at national and international events as needed and proactively explore opportunities to share programme learning and influence policies for wider and lasting impact on the lives of children in Myanmar
- Provide leadership and support coordination in multi agency emergency clusters at the national level during emergencies
Programme Development and Quality
- Provide technical input to country programme and health specific strategic documents including Child Rights Situation Analysis (CRSA), Country Strategic Plans, Health & Nutrition Thematic Strategies and policy engagement strategies
- Work in coordination with the Senior Technical Advisor-Health in identifying funding opportunities and developing high quality proposals in coordination with Programme Implementation (PI), finance and grant management teams
- Provide support in developing and implementing an effective monitoring and evaluation framework, establishing beneficiary feedback systems and stakeholder participation for the health programme in close collaboration with Monitoring, Evaluation, Accountability and Learning (MEAL) and PI teams
- Assist in gathering and analyzing relevant technical data and statistics to support programme development and country wide reporting in close collaboration with relevant MEAL team members
- Develop and update programme quality standards, tools, guidelines and resources for use across the country wide health programme (e.g. Community Based Health Activities Handbook).
- Provide active support in the development and writing of proposals for new projects and donor’s call for proposals.
- Provide support and guidance to implementation staff in ensuring that all programming within one geographical area is complementary, including coordination with other key health actors
- Support health emergency preparedness planning and in emergencies be deployed to carry out assessments of health needs and provide input to planning a response in close collaboration with the Humanitarian Department
Capacity Building and Technical Support
- Ensure that standards are set and maintained for all aspects of the health programme (primary healthcare, MNCH, TB, malaria and STI/HIV according to the Handbook on Community Based Health Activities, Save the Children’s Quality Framework and MoH guidelines/strategic plans)
- Provide technical guidance to ensure that programme activities, and staff, wherever possible, strengthen local health department and system capacity to implement quality, accessible services
- Support sharing of state of the art strategies and approaches to health programming with all health staff, identifying key learning opportunities and organise opportunities to share key lessons across the country wide health programme
- Advise on the systems and standards for ensuring regular supervision, monitoring and evaluation of the programme against its objectives and expected outputs in collaboration with relevant MEAL and PI teams
- Conduct field visits and regular distance support exercises to assist PI teams in applying technical standards, guidelines and tools
- Provide support to leading six monthly technical meeting of senior health staff conducted in Yangon
Evidence Generation, Learning and Policy
- Provide technical guidance on the development of tools for health assessments, surveys and planning, including both population based/quantitative survey and small purposeful qualitative samples/evaluations; provide support to implementation of assessments and surveys.
- Document lessons learned from working across programming sites and share with implementation teams across the country wide programme
- Document lessons learned from working across programmes and support learning with a focus on identifying best practices and promoting coherence in learning between different projects
- Provide guidance and support to data collection and building an evidence base to contribute to key policy discussions
- Provide input and support to the development of lessons learned documents and policy briefs based on programme data and analysis of other relevant data.
Child Safeguarding Responsibilities:
Ensure that your staff is providing all beneficiaries of your programme with ongoing, age-appropriate verbal or written information in relevant languages about Save the Children’s Child Safeguarding Policy and Code of Conduct.
Qualifications, Experience & Skills
- Bachelor level degree related to Medicine or public health advanced degree with health technical qualification with relevant experience (e.g. Midwife, Nurse, Community Health, pharmacist, physiotherapy)
- At least 6 years experience in health programming, research or policy
- Relevant knowledge, skills and experience in all aspects of Public Health Care programming in particular through a community based primary health care, especially maternal, newborn and child health and nutrition programming
- Experience working in remote locations and implementing health programmes in the NGO or public health sector
- Proven experience in participatory training and facilitating productive workshops
- Experience and knowledge of computer software including Word, Excel and Access
- Ability to use own initiative and a logical problem solving approaches
- Experience in information management, including use of public health data for analysis purposes
- Ability and willingness to travel domestically (up to 50% of time) and internationally when required
- Fluency in written and spoken English and Myanmar
- Commitment to and understanding of Save the Children’s aims, values and principles
