The Southern African Development Community (SADC) Secretariat has received financing from the African Development Bank toward the cost of the SUSTAINABLE FINANCING OF REGIONAL INFRASTRUCTURE AND INDUSTRIAL PROJECTS IN SADC Project, and intends to apply part of the agreed amount for this grant to payments under the contract for Consultancy Services For Capacity Building For Project Preparation.
The services included under this project are to assist SADC to undertake a scan on infrastructure project preparation and provide capacity building. The consultancy firm will also develop training materials and guidelines on project preparation of infrastructure. The tasks include to identify the skills gap in SADC Member States that prohibit implementation of project development in the Energy, ICT, Meteorology, Transport and Water sectors focusing on project packaging, contract management, understanding, and implementation of the FIDIC conditions of contract including a skills set of project readiness assessment; to develop a customized and prioritized capacity-building programme course of action for the sub-sectors highlighting the costs needed to bridge the identified skill gaps; and to develop and conduct capacity-building programmes based on the skills gap audit report on project preparation for Infrastructure for SADC regional organizations and Member States Development Financing Institutions. This assignment is expected to be undertaken over a period of nine (9) calendar months from the commencement date of 20 November 2020.
The SADC Secretariat now invites eligible consulting firms to indicate their interest in providing these services. Interested consulting firms must provide information indicating that they are qualified to perform the services (i.e. description of similar assignments, experience in similar conditions and availability of appropriate skills among staff). Consultants may constitute joint-ventures to enhance their chances of qualification. The firm should have ssignificant in-depth international expertise and knowledge on regional infrastructure projects; rrelevant consulting experiences with Development Finance Institutions (DFIs), National Governments and/or Regional Economic Communities (RECs); track record of success in developing capacity building programmes for project preparation; and expertise on Project Preparation of regional infrastructure projects.
Establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement Framework, dated October 2015, which is available on the Bank’s website at http://www.afdb.org.
