The Southern African Development Community (SADC) Secretariat has received financing from the African Development Bank toward the cost of the SUSTAINABLE FINANCING OF REGIONAL INFRASTRUCTURE AND INDUSTRIAL PROJECTS IN SADC Project, and intends to apply part of the agreed amount for this grant to payments under the contract for Consultancy Services to finalize infrastructure priority projects that are investor-ready.
The services included under this project are to assist SADC in building its capability for the selection, prioritization of regional infrastructure projects, which ultimately will lead to the development of a pipeline of regional projects for immediate, medium and long-term implementation. The firm will also identify at least five (5) regional infrastructure projects and prepare them to bankability. This will include identification of the remaining gaps and how these can be bridged as well as developing the proofs of concept, which will aid resource mobilization for the five (5) projects. This assignment is expected to be undertaken over a period of nine (9) calendar months from the commencement date of 20 November 2020.
The SADC Secretariat now invites eligible consulting firms to indicate their interest in providing these services. Interested consulting firms must provide information indicating that they are qualified to perform the services (i.e. description of similar assignments, experience in similar conditions and availability of appropriate skills among staff). Consultants may constitute joint-ventures to enhance their chances of qualification. The firm should have significant in-depth international expertise and knowledge on regional infrastructure projects; relevant consulting experiences with National Governments and/or Regional Economic Communities; track record of success developing screening methodology and tools in the infrastructure sector; and expertise on Project Prioritization and Project Preparation systems.
Establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement Framework, dated October 2015, which is available on the Bank’s website at http://www.afdb.org
