Job organizational context:

The Education response in the bordering city of Pacaraima and on the capital Boa Vista is coordinated through Working Groups co-led by UNICEF and public authorities. The interventions are based on strategies that aim at facilitating their transition to formal systems in Brazil: (i) provision of non-formal education and psychosocial support inside shelters; (ii) provision of formal education services at local schools; (iii) strengthening the capacity of the education system to adequately include refugee and migrant children, including the specific needs of indigenous populations and (iv) supporting the enrollment and permanence of children and adolescents at school, who were part of the voluntary relocation strategy.

Key Expected Results

  • Situation assessments (incl. by leading inter-agency needs assessments), analyze existing research sources and monthly data gathered through partners or external source to determine education priorities (focusing on emerging issues, programme integration, risks and needs).
  • Monthly reports about key education requirements (including UNICEF’s bi-monthly/ monthly sitreps, R4V platform).
  • Develop and review Programme Cooperation Agreements (PCA) and carry out other HACT (Humanutarian Action for Children) related activities, including programmatic visits and payment requests within the HACT procedures.
  • Project implementation monitored, ensuring efficient utilization of resources and delivery of supplies in compliance with UNICEF rules and procedures.
  • Technical support and guidance for the setting up and functioning of the integrated Education and Protection Spaces.
  • Strengthening the local education system, in order to respond to the needs of children in the move.
  • Guarantee the integration of emergency response with the UNICEF Seal supporting the municipalities in the implementation of education activities in line with the Plan of Action; support the engagement of adolescents from the municipalities’ NUCAs in education initiatives.
  • Continuous contribution to the overall development of education humanitarian/children on the move programme objectives, strategies, and results-based planning within the framework of the yearly Refugee and Migrants Regional Response Plans (Regional and National Platform), and the HAC
  • Technical support throughout all stages of the programme review and annual work planning processes strengthening linkages between UNICEF’s humanitarian and regular education programming.
  • Education data provision to fill donor reports and to support initiatives related to the mobilization of funds.
  • Quality draft project proposals.

To qualify as an advocate for every child you will have:

  • A university degree in one of the following fields is required: education, human rights, psychology, sociology or another relevant social science field.
  • A minimum of two years of professional experience in social development planning and management in human rights, and particularly to education related areas is required. Additional year of experience is an asset.
  • Relevant experience in programme development in human rights and particularly in education related areas in a UN system agency or organization is considered as an asset.
  • Relevant experience in programme development in education for indigenous peoples is considered an asset.
  • Excellent communication, management and team skills
  • Strong capacity of coordination and promotion cross-sectoral linkages/joint programming with other areas (Child Protection, WASH, Health, C4D etc.).
  • Experience in both development and humanitarian contexts is an added advantage.
  • Experience with education for indigenous peoples is an added advantage.
  • Fluency in English and Portuguese required. Knowledge of Spanish will be considered as an asset.
